HomeMy WebLinkAboutResolutions 2010 (08) RESOLUTION OPPOSING WISCONSIN DEPARTMENT OF REVENUE COUNTY ASSESSMENT PROPOSAL Resolution No. S (aU i U) St. Croix County, Wisconsin WHEREAS, the Wisconsin Department of Revenue (DOR) proposes to change from municipal assessment to county assessment of real and personal property; and WHEREAS, DOR acknowledges the costs of a county assessment system will be on average $25 per parcel statewide, which will be a significant increase in property taxes at the county level at a time when increased property taxes are already a burden; and WHEREAS, the DOR proposal does not include any provisions for State funding of the county assessment process, resulting in an unfunded State mandate; and WHEREAS, the DOR proposal does not include any provisions for corresponding property tax reductions by the local governments that would no longer be responsible for property assessment; and WHEREAS, the DOR has expressed concern over some local assessment practices and other issues such as assessor certification and performance that could be addressed under the current municipal assessment system without mandating a county assessment system; and WHEREAS, if valid concerns exist over current assessment practices of municipal assessment, these issues should be studied by the various affected stakeholders to determine if changes to municipal assessment practices could be implemented to improve the current system rather than mandate county assessment. NOW, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors hereby opposes the Wisconsin Department of Revenue county assessment proposal and requests that the State of Wisconsin, counties, local governments and other stakeholders should study what changes can be implemented to improve current assessment practices without necessarily eliminating the current system. BE IT FURTHER RESOLVED, that the County Clerk send a copy of this resolution to Governor Jim Doyle, Senator Sheila Harsdorf, Representatives Ann Hraychuck, John Murtha and Kitty Rhoades, DOR Secretary Roger Ervin, all county clerks of Wisconsin counties and the Wisconsin Counties Association.
