ST. RO LINTY RESOLUTION SUPPORTING WDNR SURFACE WATER GRANT
APPLICATION
1 WHEREAS,the St. Croix County Land& Water Resource Management Plan, adopted
2 by the County Board of Supervisors on October 2nd, 2018, identifies the protection and
3 improvement of surface water resources, and the development of partnerships as high priorities;
4 and
5
6 WHEREAS, St. Croix County was a key contributor to the United States Environmental
7 Protection Agency approved Implementation Plan for the Lake St. Croix Nutrient Total
8 Maximum Daily Load(TMDL) and has obligations to meet its goals outlined within; and
9
10 WHEREAS,the Wisconsin Department of Natural Resources, through the Surface
11 Water Grant Program,provides Lake Protection Grant funds up to $200,000 that can be used for
12 carrying out approved TMDL implementation plans; and
13
14 WHEREAS,the Community Development Department seeks authorization to submit an
15 application to the Wisconsin Department of Natural Resources for a Lake Protection Grant that
16 will support a staff member in order to fulfill the objectives outlined in the St. Croix County
17 Land & Water Resource Management Plan and the Implementation Plan for the Lake St. Croix
18 Nutrient Total Maximum Daily Load; and

20 WHEREAS,the Lake Protection Grant funds can be used to reimburse the County for
21 the cost to carry out grant activities including employee salary and benefits, as well as
22 implementation of conservation practices and education/outreach events; and
23
24 WHEREAS, St. Croix County's Community Development Department will provide at
25 least 30% in-kind match as a requirement of the Lake Protection Grant; and
26
27 WHEREAS, St. Croix County Community Development Department will serve as the
28 administrator of the grant.

30 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
31 Supervisors authorizes the Community Development Department to act on behalf of St. Croix
32 County to submit an application to the Wisconsin Department of Natural Resources for a
33 $200,000 Lake Protection Grant.

35 BE IT FURTHER RESOLVED that the Community Development Department shall
36 comply with all rules, regulations, and obligations specified in the grant agreement.
