BACKGROUND INFORMATION
6.9 Performance Evaluations Policy Proposed Changes
This updated policy replaces Article 15 Employee Performance Evaluation in the current
Handbook.
General Updates: Formatting; Addition of definition section.
6.9.1 Policy -
Added language:
Each employee shall receive performance evaluations throughout their career with St. Croix
County as outlined in this policy.
6.9.4 Types of Performance Evaluations -
Updated language referring to annual reviews to periodic reviews. This allows for flexibility
within the performance evaluation program so that HR may elect to make updates according to
Best Practice or culture needs.
Updated Probation Period language to Introductory Period and made changes in accordance to
the updated Introductory Period Policy.
Removed language that is already addressed in the introductory period policy regarding
termination and recourse.
Added language directing to review the introductory period policy.
6.9.5 Performance Evaluation Guidelines
Added line that performance shall normally be reviewed, at minimum, on an annual basis.
Removed language: The evaluator may keep notes or work samples from that period of time to
use in preparation of the performance evaluation. Whenever possible, a corrective approach is
taken in assessing work performance and planning for future growth and job improvement.
- This is more of a suggestion as to how supervisors may track performance throughout
the year vs. actual policy.
6.18 Outside Employment
New policy outline expectations with outside employment.

The First Day Proposal to Eliminate
Previously located in Article 9, Section 1 of the Human Resources Policies and Procedures
Handbook
• • Policy: On the first day of employment with the County (or possibly sometime during
the first week), each new employee is advised of all general conditions of employment such as
work rules, fringe benefits, usual hours of work, wages, employee privileges and work
responsibilities. The Department Head or supervisor orients each new employee to the
employee's work and job site. Such orientations include introductions to fellow workers, safety
regulations, performance expectations, and the location of supplies, offices, employee lounges,
and restrooms, etc. It is the responsibility of the Department Head to assure that pertinent
personnel materials are obtained and documented in the employee's file. The information
checklist is completed and the employee signs the orientation form indicating that the
employee understands the information given the employee. The employee must receive copies
of the employee'sjob description, conditions of employment, and the Human Resources
Handbook. Arrangements are made for the employee to meet with the Human Resources
Department. All new employee documentation is forwarded to the Human Resources
Department for inclusion in the employee's permanent personnel file.
Overall, the policy language would be better addressed in an onboarding guide vs.
within the policy manual. Human Resources is in the process of creating an
onboarding guide for managers and employees that will outline onboarding and
training to-do's prior to the first day, on the first day, within the first week, and within
the first month of hire.
In researching the surrounding counties of Dunn, Chippewa, Eau Claire, Barron, and
Milwaukee, none had a similar policy within their handbook.
Delete Article 9, Section 15
Proposal to eliminate: Exposure to Blood-borne Pathogens and Other Potentially Infectious
Materials Policy
This policy language is currently located in article 9; section 15 of the Policy Handbook.
• • When researching surrounding Counties, Eau Claire, Chippewa, Dunn,
Milwaukee, and Barron do not have a Bloodborne Pathogen policy in their employee
handbook.
• • St. Croix County does have a detailed procedure and information located in
the SCC Safety Manual linked below (pages 7-19)
• • Chippewa County also has a similar procedure located in their safety
handbook vs. their policy handbook.

ST. RO LINTY RESOLUTION AMENDING PERSONNEL POLICIES AND PROCEDURES
HANDBOOK
1 WHEREAS, on September 2, 2014 St. Croix County adopted the current version of the
2 St. Croix County Personnel Policies and Procedures Handbook; and

4 WHEREAS, the handbook was further amended in 2015-2021; and
5
6 WHEREAS, the Staff Advisory Committee and Department Heads have been provided
7 copies of the updated policies for review; and
8
9 WHEREAS, on November 16, 2021 the Administration Committee has reviewed the
10 amendments and recommends approval to the St. Croix County Board of Supervisors.

12 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
13 Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby
14 amended as follows:
