REMOVAL OF THE WATER TOWER ON THE HEALTH AND HUMAN SERVICES
CAMPUS IN NEW RICHMOND

St. Croix County, Wisconsin
WHEREAS, the Building Facilities Long -term Planning Ad -hoc Committee has been
evaluating the County buildings and facilities for maintenance and/or replacement needs; and
WHEREAS, with the assistance of the engineering firm of Short Elliot Hendrickson, the
Health and Human Services building, the Health Center (Nursing Home) building and the water
system on the New Richmond campus were evaluated; and
WHEREAS, the evaluation of the condition of the Health and Human Services building
indicate that only allocations for immediate health and safety purposes be made and that no
allocations for long -term upgrades or renovations be made; and
WHEREAS, the evaluation of the Health Center (Nursing Home) building indicates that
its condition is good; and
WHEREAS, the evaluation of the water system for the New Richmond Campus indicates
that the water tower is in need of major maintenance and that it would be more cost effective to
remove it and install a new water line loop from a City of New Richmond water line to maintain
sufficient water service to the New Richmond campus and adequate water pressure for fire
suppression at the Health Center (Nursing Home); and
WHEREAS, the City of New Richmond also is addressing water system issues and may
benefit from a commitment by the County to address the County water system issues in
cooperation with the city; and

WHEREAS, Short Elliot Hendrickson has estimated it would cost $305,000 for water
system improvements and the removal of the water tower; and
WHEREAS, the method of funding the water system improvements and removal of the
water tower can be determined by the Board of Supervisors later this year.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors hereby
commits to water system improvements and the removal of the water tower on the New
Richmond campus and that the Board Chair notify the City of New Richmond of this
commitment and desire to work jointly with the city to address related water system issues.
