ST. CROIX COUNTY LAND INFORMATION ADVISORY COUNCIL

WHEREAS, 2009 Wisconsin Act 314 makes changes to the Wisconsin Land Information Program that affect county land
information programs under Wisconsin Statutes sec. 59.72; and
WHEREAS, 2009 Wisconsin Act 314 creates Wisconsin Statutes sec. 59.72(3m), which requires in any county that has
established a land information office that the county board shall have a land information council consisting of not less than 8
members; and
WHEREAS, Wisconsin Statutes sec. 59.72(3m) requires that the land information council consist of the register of deeds or
his /her designee, the treasurer or his /her designee and, if one has been appointed, the real property lister or his/her designee,
and the following members appointed by the county board for terms prescribed by the county board:
1. A member of the county board.
2. A representative of the land information office.
3. A realtor or a member of the Realtors Association employed within the County.
4. A public safety or emergency communications representative employed within the county.
5. The county surveyor or a registered professional land surveyor employed within the county.
6. Any other members of the board or public that the board designates.
and
WHEREAS, St. Croix County has a land information office and a real property lister; and
WHEREAS, if no person is willing to serve under 3, 4 or 5, above, the county board may create or maintain the land
information council without any of those members; and
WHEREAS, Wisconsin Statutes sec. 59.72(3m)(b) directs that the land information council shall review the priorities, needs,
policies, and expenditures of a land information office, and advise the county on matters affecting the land information office;
and
WHEREAS, the St. Croix County Community Development Committee has reviewed Wisconsin Act 314 and recommends the
land information council be named the St. Croix County Land Information Advisory Council and consist of the following:
• The Register of Deeds, County Treasurer and Real Property Lister for permanent terms;
• A County Board supervisor who is a member of the Community Development Committee, for a term concurrent with
the County Board term of office;
• The Planning & Zoning Director, to serve as a representative of the land information office, for a permanent term;
• A realtor employed within St. Croix County who is a member of the Western Wisconsin Realtors Association, for an
initial term ending on May 31, 2013 and thereafter a two -year term beginning June 1st;
• The Emergency Services Director, to serve as a public safety and emergency communications representative, for a
permanent term; and
• The County Surveyor, for a permanent term.
and
WHEREAS, the following persons are recommended for appointment to the Land Information Advisory Council as non-
permanent members for terms indicated:
• Steve Hermsen, a County Board supervisor who is a member of the Community Development Committee, for a term
concurrent with the County Board term of office; and
• Sandy Gehrke, a realtor employed within St. Croix County who is a member of the Western Wisconsin Realtors

and
WHEREAS, Article VII, Section A, Other Organizations and Agencies, of the County Board Rules and Bylaws should be
amended as follows, which amendment language has been reviewed and recommended by the Administration Committee:
Add: e. Land Information Advisory Council
Representation: 1 supervisor from the Community Development Committee for a term concurrent
with the County Board term; the Register of Deeds; County Treasurer, Real Property Lister,
Planning and Zoning Director, Emergency Services Director and County Surveyor for permanent
terms; and a realtor employed within St. Croix County nominated by the Western Wisconsin
Realtors Association, for an initial term ending on May 31, 2013 and thereafter a two -year term
beginning June 1 all nominated by the County Board Chair and confirmed by the County Board.

THEREFORE BE IT RESOLVED that the St. Croix County Board of Supervisors hereby creates the St. Croix County Land
Information Advisory Council; and
BE IT FURTHER RESOLVED that the St. Croix County Land Information Advisory Council shall consist of the Register of
Deeds, County Treasurer, Real Property Lister, Planning and Zoning Director, Emergency Services Director and the County
Surveyor for permanent terms; a County Board supervisor who is a member of the Community Development Committee for a
term concurrent with the County Board term; and a realtor member of the Western Wisconsin Realtors Association for an
initial term ending on May 31, 2013 and thereafter a two -year term beginning June lst in odd - numbered years; and
WHEREAS, the following persons are appointed for the initial terms as indicated:
• Steve Hermsen, a County Board supervisor, for a term concurrent with the County Board term of office; and
• Sandy Gehrke, Western Wisconsin Realtors Association, for an initial term ending on May 31, 2013; any appointee
hereafter in this category shall serve a two -year beginning June 1 st;
BE IT FURTHER RESOLVED, that Article VII, Section A, Other Organizations and Agencies, of the County Board Rules and
Bylaws be amended to include the Land Information Advisory Council as shown above.
