HomeMy WebLinkAboutResolutions 2010 (41) RESOLUTION APPOINTING MEDICAL EXAMINER Resolution No. 1 (d o f d St. Croix County, Wisconsin WHEREAS, St. Croix County has adopted the medical examiner system as authorized by law; and WHEREAS, the Public Protection committee has conducted an extensive search for a person qualified to act as Medical Examiner; and WHERAS, an agreement has been negotiated with Patricia Schachtner, of Somerset, Wisconsin, to provide medical examiner services for the County if she is appointed by the Board of Supervisors. NOW, THEREFORE, be it resolved by the St. Croix County Board of Supervisors that Patricia Schachtner, of Somerset, Wisconsin, is hereby appointed St. Croix County Medical Examiner upon the terms and conditions of the agreement negotiated with her and attached hereto. CROIX COUNTY GOVERNMENT CENTER 1 101 Carmichael Road Hudson, WI 54016 -7710 Employment Agreement This agreement made as of the 8th day of December 2010 between St. Croix County and Patricia Schachtner Term of Employment St. Croix County shall employ Patricia Schachtner and Patricia Schachtner shall serve St. Croix County for a term commencing 12/8/10 and ending 12/31/11 Position; Duties and Loyalty Position shall be titled Medical Examiner and reports to the Public Protection Committee Responsibilities include: Under the general direction of the Public Protection Committee, the Medical Examiner will provide services and perform duties in accordance with state law, including those set forth in Wisconsin Statutes " 30.67(6), 48.981, 59.34, 59.66(3), 6918, 346 71, and 350155, 979.01 and 979.10. Services to be provided and duties to be performed include: - Responsible for the investigation of all reportable deaths within St. Croix County pursuant to &979.01 and §979.10. - Properly complete the medical certification on death certificates in compliance with standards issued by the State Registrar per 469.18, . - Responsible for the issuance of necessary permits for final disposition, notice of removal, cremation, disinterment and corpse transportation. - Responsible for following accepted guidelines for proper collection, storage and submission of biological samples in order to satisfy accepted medical and legal standards as well as existing state requirements including serum and vitreous samples. - Properly document all case investigations as well as coordinate the reporting of applicable case information to Law Enforcement, District Attorney, State Traumatic Death Reporting Agency, Child Death Review Teams, State Laboratory of Hygiene, OSHA, Public Health and Wisconsin Department of Health Services. - Coordinate pre - registration of all Hospice patients within the County. - Coordinate and oversee the transportation of decedents which require postmortem examinations ensuring evidence integrity. - Compassionately deal with the family and loved ones of the deceased in a professional manner, which includes death notification and the appropriate release of all information regarding the cause and manner of death. won the request of the Court, give accurate and complete testimony as to the method of investigation used as well as the findings related to cause and manner of death. - Invoice and collect all associated fees for cremation authorizations, death certificate processing and copying costs. - Develop and present annual budgets and monthly reports to the County Board and Public Protection Committee. - Appoint, supervise and train competent Deputy Medical Examiners to act on behalf of the Medical Examiner in her absence. Compensation St. Croix County agrees to pay employee as compensation: ® The sum of $900, per Month which shall be payable Monthly ® The Medical Examiner shall receive compensation for providing services under this agreement as long as funds for the services are included in the County's budget. Monthly Pay is further defined as: a. $100 per scene /case for up to two hours of investigative work and $45 per hour for additional investigation. Investigation is defined as gathering specific details related to the case. Requests for additional pay must be accompanied by a detailed activity report and timeline; b. $80 per cremation authorization investigation; c. $ 20 per phone report investigation and departmental meetinp-/training sessions; d. On -call rate of $1.75 per hour; e. Mileage reimbursement E $60 per transport to Ramsey County Expenses During the term of employment, St. Croix County shall promptly reimburse employee for all properly documented expenses in accordance with the policies outlined in the Personnel Manual.
