COUNTY UNDER A COUNTY ADMINISTRATOR

St. Croix County, Wisconsin
WHEREAS, St. Croix County currently utilizes the administrative coordinator
position to coordinate administrative and management functions of the County; and
WHEREAS, the person holding this position has resigned; and
WHEREAS, as a result of the resignation, the Administration Committee began
considering restructuring the County under a county administrator and adopted a motion
recommending a process be undertaken to consider such a restructuring; and
WHEREAS, the Committee of the Whole met to also consider restructuring the
County under a county administrator; and
WHEREAS, the Committee of the Whole adopted a motion to recommend to the
County Board that a process be undertaken to consider restructuring the County under a
county administrator; and
WHEREAS, the recommended process to be undertaken by the County Board
would consist of 3 steps:
1. Consider the concept of restructuring St. Croix County under a county
administrator position.
2. Direct the Administration Committee to identify the effects of restructuring
under a county administrator, identify changes necessary to restructuring as
shown in no. 2 of the attachment and report to the County Board.
3. Proceed with recruiting and appointing a county administrator as shown in
no. 3 of the attachment.
and;
WHEREAS, the County Board can stop this process at any time if it determines it
is not in the County's best interest to continue; and
WHEREAS, the County Board has considered the concept of restructuring St.
Croix County under a county administrator position and approves the concept.
Three Phases for Consideration of County Administrator
1. Initial discussion
a. Consideration by Administration Committee (11/15/10)
Action taken: Unanimous vote to present to Committee of the
Whole for discussion.
b. Consideration by Committee of the Whole (11/23/10)
Action taken: Unanimous vote to present this three -step review
process to the County Board at its December meeting.
c. Consideration by County Board of Supervisors (12/7/10)
Action proposed: Adoption of resolution directing the
Administration Committee to proceed to the second phase.
2. Review of and preparation for the transition
a. Appoint an interim Administrative Coordinator.
b. Seek input from employees and the public regarding this leadership
position.
c. Review and recommend changes to County Board Rules and Bylaws
and County policies to support transition to County Administrator
form of government.
d. Draft /revise appropriate job descriptions.
e. Draft an employment agreement for a County Administrator.
f. Create a performance review process for the County Administrator
position.
g. Outline a detailed recruitment strategy for a County Administrator.
h. Hold sufficient internal review sessions so the changes can be
adjusted, as necessary, and well understood.
L Present a resolution to the County Board no later than the March,
2011 County Board meeting that would authorize the position,
approve necessary changes to the rules and bylaws, policies and job
descriptions, and approve a recruitment plan and appointment
process for a County Administrator.
3. Recruitment and employment of a County Administrator
a. Implement the recruitment plan.
b. Present a final candidate(s) and proposed employment agreement(s)
to the County Board for approval (target is the May, 2011 County
Board meeting but no later than the June, 2011 County Board
meeting).
c. Establish and implement a review process to evaluate the
performance of the new County Administrator and further enhance
supporting policies.

THEREFORE, be it resolved by the St. Croix County Board of Supervisors that
the first step of the 3 -step process shown above is completed.
FURTHER, be it resolved that proceeding with the second step and the third step
as shown on the attachment is approved with the understanding that the County Board
may make changes to either of these steps when appropriate and may stop the process at
any time.
