BACKGROUND INFORMATION
7.2 Gifts and Gratuities Policy Proposed Changes
This updated policy replaces Article 9 Section 4 Gifts and Gratuities in the currentHandbook.
General Updates: Formatting; Addition of purpose statement.
7.3 Political Activity Policy Proposed Changes
This updated policy replaces Article 9 Section 6 Political Activity in the
currentHandbook.
General Updates: Formatting; Addition of definition section.
7.3.1 Policy Statement - Pulled language from Dunn and Barron County as reference.
Overallpractice of policy is not changing.
Added language:
Employees may engage in political activities outside of work hours and to the extent that it does
not adversely affect the performance of job duties, working relationships or St. Croix County
operations.
When engaging in political activity or engaging in discussion of issues of public importance,
employees are expected to ensure that their actions and positions are not attributed to St.Croix
County.
Removed Language:
All employees, including Elected Officials, have the right to freely express their views as citizens
and cast their votes, subject to the following:
7.3.2 Purpose -Added purpose statement
7.3.3 Definitions-Added Definitions section
7.3.4 Political Activity Guidelines - Moved bulleted list from previous policy to this section;
updated Hatch Act language to be compliant with updates through the Hatch Act
ModernizationAct of 2012.
7.4 Solicitation - New Policy
Created to add expectations/clarifications surrounding solicitation in the workplace.

ST. RO LINTY RESOLUTION AMENDING PERSONNEL POLICIES AND PROCEDURES
HANDBOOK
1 WHEREAS, on September 2, 2014 St. Croix County adopted the current version of the
2 St. Croix County Personnel Policies and Procedures Handbook; and

4 WHEREAS, the handbook was further amended in 2015-2021; and
5
6 WHEREAS, the Staff Advisory Committee and Department Heads have been provided
7 copies of the updated policies for review; and
8
9 WHEREAS, on December 21, 2021 the Administration Committee has reviewed the
10 amendments and recommends approval to the St. Croix County Board of Supervisors.

12 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
13 Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby
14 amended as follows:

16 Create Section 7.2 Gifts and Gratuities

18 Create Section 7.3 Political Activity
19
20 Create Section 7.4 Solicitation
