Section 17.72 Rezoning Amendments

St. Croix County, Wisconsin
The St. Croix County Board of Supervisors does ordain as follows:
WHEREAS, Dennis and Dawn Neumann applied to St. Croix County Planning and Zoning
Department to rezone approximately 117.04 acres in the South 1 /2 Section 24, T3 IN, R19W, and in
the North ' /z Section 25, T31N, R19W, both in the Town of Somerset, from Agricultural to
Agricultural Residential; and
WHEREAS, the St. Croix County Planning and Zoning Committee held a public hearing on the
rezoning request on February 28, 2007 in the St. Croix County Government Center in Hudson,
Wisconsin; and
WHEREAS, the St. Croix County Planning and Zoning Committee considered all written
information and verbal testimony presented at the hearing, and made the following findings in
support of the request:
1. The Town of Somerset has recommended approval and identified that the proposed
use is in compliance with WSS 91.77.
2. The request is consistent with the County Development Management Plan and the
County Natural Resources Management Plan based on:
a. The parcel is in the rural planning area and is an appropriate use.
b. The proposed use is consistent with minimum lot size requirements in the
rural planning area.
c. The request is consistent with the surrounding neighborhood, countryside or
terrain.
d. The proposed use has minimal potential to adversely impact stormwater
management and can be easily managed.
e. The proposed use has some potential to adversely impact water resources
with sedimentation resulting from erosion.
f. The proposed use has some potential to adversely impact shoreland areas or
wetlands and closed depressions located in shoreland areas.
g. The proposed use has minimal potential to adversely impact closed
depressions or wetlands.
h. The proposed use is consistent with restricting development on slopes in
excess of 20 %.
i. The proposed use is generally consistent with policies to preserve
woodlands, prairie remnants, unique open spaces, or environmental
corridors.
j. The proposed use is generally consistent or not in conflict with the St. Croix
County Natural Resources Management Plan.
3. The request is consistent with the spirit and intent of applicable County Land Use
Ordinances.

AND a parcel of land of 80 acres located in the N 1/2 of the NW 1/4 and part of the NW
1/4 of the NE 1/4 of Section 25, T31N -R19W, Town of Somerset, St. Croix County, Wisconsin,
further described as follows: Commencing at the N 1/4 corner of said Section 25, said N 1/4
corner is also the point of beginning of this description; thence West along the North line of the
NW 1/4 of Section 25, 1716.60 feet; thence S 1 degree- 18' -10" W, 1221.33 feet; thence N 89
degrees- 56' -10" W, 788.65 feet; thence N 1 degree- 18' -10" E 115.79 feet, thence N 88 degrees -
41'-50" W, 131.00 feet to the West line of the NW 1/4 of Section 25; thence S 1 degree- 18' -10"
W along said West line, 218.65 feet; thence S 89 degrees- 56-10" E along the South line of the N
1/2 of the NW 1/4 of Section 25, 2653.92 feet; thence S 89 degrees- 29' -12" E along the South
line of the NW 1/4 of the NE 1/4 of Section 25, 903.64 feet; thence N 6 degrees- 33' -18" W along
the West line of a proposed Subdivision known as "Hansen's Turtle Lake Hills First Addition ",
1258.41 feet; thence N 87 degrees- 57' -16" E, 196.01 feet to a point on the westerly shore of
Turtle Lake and the beginning of the meander line along the lake; thence N 29 degrees- 04' -31 "
W' 67.76 feet along said meander line to the North line of the NE 1/4 of Section 25 and the end
of said meander line; thence N 89 degrees- 04' -42" W along said North line of the NE 1/4, 910.62
feet to the N 1/4 corner of Section 25 and the point of beginning, including all land lying
between the meander line herein described and the westerly shore of Turtle Lake which lies
between true extensions of the North line of the NE 1/4 of Section 25 and the bearing of N 87
degrees- 57' -16" E which is the southerly boundary of the 70 foot parcel described in Vol. 451,
