The Board of Supervisors of St. Croix County does ordain as follows:
WHEREAS, building and maintaining highways and bridges are essential to sustaining the quality of
Wisconsin's highway infrastructure, which is vital to the state, counties and municipalities to support commerce,
tourism and the safe transportation of people and goods; and
WHEREAS, the St. Croix County property tax appropriation and other revenues have not been able to keep
up with increases in the cost of materials needed to maintain the county highway maintenance goals and programs;
and
WHEREAS, Wisconsin Statutes § 341.35 gives a county the authority to enact an ordinance imposing an
annual flat registration fee on all motor vehicles customarily kept in the county; and
WHEREAS, Wis. Stats. § 341.35 defines "motor vehicle" as an automobile, or motor truck registered
under Wis. Stats. § 341.25(1)(c) at a gross weight of not more than 8,000 pounds; and
WHEREAS, a $10.00 annual county vehicle registration fee would become a designated revenue source for
the core service of highway maintenance in St. Croix County that comes directly from the users of highways; and
WHEREAS, the Wisconsin Department of Transportation collects the fee and remits the moneys collected
to the county less an administrative fee, currently $0.10 per motor vehicle; and
WHEREAS, the St. Croix County Board of Supervisors directs these annual fees to be in addition to other
fund sources currently being utilized by the St. Croix County Highway Department; and
WHEREAS, the County Clerk is directed to forward a copy of this Ordinance and attached Chapter 77 to
the Wisconsin Department of Transportation (WisDOT).
THEREFORE, the St. Croix County Board of Supervisors hereby creates Chapter 77 — Annual County
Vehicle Registration Fee — of the St. Croix County,Code of Ordinances, attached hereto.

CHAPTER 77
ANNUAL COUNTY VEHICLE REGISTRATION FEE
77.01 Authority. This ordinance is adopted pursuant to the authority granted by
Wisconsin Statutes § 341.35.
77.02 Purpose. The purpose of this ordinance is to provide the St. Croix County
Highway Department a source of funds in addition to other funding sources currently
being utilized to maintain highways and bridges.
77.03 Definition. In this chapter "motor vehicle" means an automobile, or motor truck
registered under Wisconsin Statutes § 341.25 (1)(c) at a gross weight of not more than
8,000 pounds, that is registered in this state and is customarily kept in St. Croix County.
77.04 Exemptions. The following motor vehicles are exempt from the annual vehicle
registration fee:
(A) All vehicles exempted by Wisconsin Statutes Chapter 341 from payment of a
state vehicle registration fee.
(i3) All vehicles registered by the state under Wisconsin Statutes § 341.26 for a fee
of $5.
77.05 Replacements. No county vehicle registration fee may be imposed on a motor
vehicle which is a replacement for a motor vehicle for which a current county vehicle
registration fee has been paid.
77.06 Annual registration fee. At the time a motor vehicle is first registered or at the
time of registration renewal, the applicant shall pay a county vehicle registration fee of
$10. This fee is in addition to other fees required by Wisconsin Statutes Chapter 341.
The Wisconsin Department of Transportation (WisDOT) shall collect the fee.
77.07. Administrative costs. WisDOT shall retain a portion of the moneys collected
equal to the actual administrative costs related to the collection of these fees (currently
$0.10 per motor vehicle). The method for computing the administrative costs will be
reviewed annually by WisDOT, as provided in Wisconsin Statutes § 341.35.
77.08. Effective Date. This ordinance shall be effective on January 1, 2008.
