ST. CROIX COUNTY LAND USE ORDINANCE
REZONING LAND FROM AGRICULTURE TO AG- RESIDENTIAL

WHEREAS, the Statutes of the State of Wisconsin provide for a Planning and Development
Committee to act in all matters pertaining to county planning and zoning; and
WHEREAS, the St. Croix County Board has established the St. Croix County Planning and
Zoning Committee; and
WHEREAS, at the request of the County Board this Committee is to review petitions, hold
public hearings, and present its recommendations for rezoning requests to the County Board for
action; and
WHEREAS, the St. Croix County Planning and Zoning Committee held a public hearing on
the rezoning request of KENNETH AND MARCIA GRAF on April 5, 2006 in the St. Croix
Agricultural Center in Baldwin, Wisconsin; and
WHEREAS, the St. Croix County Planning and Zoning Committee having considered all
written information and verbal testimony presented at the hearing, and finding that the request
meets the requirements of Wis. Statute 91.77, voted to approve a rezoning of the following
described land:
The SW 1/4 of the SE 1/4, Section 4, T29N -R16W, Town of Baldwin (See attached)
Based on the following findings:
1. The parcel is in the rural planning area and is an appropriate use.
2. The proposed use is consistent with minimum lot size requirements in the rural planning
area.
3. The request is consistent with the surrounding neighborhood, countryside or terrain.
4. The proposed use has minimal potential to adversely impact stormwater management.
5. The proposed use has minimal potential to adversely impact water resources with
sedimentation resulting from erosion.
6. The proposed use has little potential to adversely impact shoreland areas or wetlands and
closed depressions located in shoreland areas.
7. The proposed use will not adversely impact closed depressions or wetlands.
8. The proposed use is consistent with policies to preserve woodlands, prairie remnants,
unique open spaces, or environmental corridors.
9. The request does protect and preserve agricultural land.
10. The proposed use is generally consistent or not in conflict with the St. Croix County
Natural Resources Management Plan.
11. The Town of Baldwin has recommended approval and identified that the proposed use is in
compliance with WSS 91.77.
12. The request is consistent with the spirit and intent of applicable County Land Use
Ordinances.
With the following condition:
13. Prior to the issuance of a building permit or occupancy permit for a use on the rezoned
parcel, the landowner shall cause a certified survey map to be made of the property and
filed with the register of deeds.
THEREFORE, BE IT NOW ORDAINED by the St. Croix County Board of Supervisors, meeting
in regular session, that the 2.44 +/- acre parcel in the Town of Baldwin is now rezoned from
Agriculture to Ag- Residential.

Commencing at the SIA corner of said Section 4; thence S87 1 03'58 "E, along the
south line of the SEIA of said Section and the south line of Certified Survey Map
recorded in Volume 11, Page 3190 at the St. Croix County Register of Deeds office,
1754.81 feet to the SE corner of said Certified Survey Map, being the point of
beginning; thence continuing S87 °03'58 "E, along said south line, 116.58 feet;
thence NO3'27'1 0"E 748.73 feet to the easterly extension of the north line of said
Certified Survey Map; thence N87 °03'58 "W, along said easterly extension, 167.56
feet to the NE corner of said Certified Survey Map; thence S00 °26'40 "E, along the
easterly line of said Certified Survey Map, 750.00 feet to the point of beginning.
