The St. Croix County Board of Supervisors does ordain as follows:
WHEREAS, all domestic wastewater is to enter a Private Onsite Wastewater Treatment System
( POWTS) consistent with Chapter 12 Sanitary and said Chapter is consistent with State of
Wisconsin Administrative Code §§ Comm. 83, 84 and 85; and
WHEREAS, the use of holding tanks is not intended as an acceptable method of disposal for new
construction; and
WHEREAS, the definition of POWTS is currently defined by reference.
THEREFORE, Chapter 12 Sanitary, of the St. Croix County Code of Ordinances is hereby
amended as shown below, effective September 1, 2006.
12.1 F. 1.
a. All domestic wastewater shall enter a POWTS unless otherwise exempted by the
Sate -ethis Ordinance.
12.1 F. 4.
b. A sanitary permit that designates a holding tank as a replacement system, shall not
be issued unless a Soil and Site Evaluation determines that the property is
unsuitable for any other type of system penni allowed by Comm 83, 84 and 85,
except as provided in c. below.

22. Private Onsite Wastewater Treatment System ( POWTS): As defined in Wisconsin
A sewage treatment and disposal system
serving a single structure with a septic tank and soil absorption field located on the same
parcel as the structure. Also an alternative sewage system that may include a substitute
for the septic tank or soil absorption field, a holding tank, a system serving more than one
structure or a system located on a different parcel than the structure. A private sewage
system may be owned by the property owner or by a special purpose district.
