TO AUDIT THE STATEWIDE VOTER REGISTRATION SYSTEM

St. Croix County, Wisconsin
WHEREAS, the Help America Vote Act of 2002 (HAVA) requires each state to implement a single,
uniform, official, centralized, interactive computerized statewide voter registration list. The list must be
maintained and administered at the state level and it must contain the name and registration information of
every legally registered voter in the state; and
WHEREAS, the State of Wisconsin contracted with Accenture, LLP to develop and support a
statewide voter registration system tailored to Wisconsin law; and
WHEREAS, at the outset of developing this voter registration system, the State Elections Board
advised county clerks and municipal clerks of the duties they would be required to perform related to voter
registration data entry; and
WHEREAS, this voter registration system has a number of problems, the duties were substantially
understated and the cost to St. Croix County is more than expected; and
WHEREAS, eighteen St. Croix County municipalities made arrangements with St. Croix County to
perform the voter registration duties; and
WHEREAS, the St. Croix County Finance Committee has discussed the nature of the problems and the
additional costs and has sought remedies to assist the County Clerk in addressing these issues; and
WHEREAS, the Finance Committee feels the problems with the voter registration system merit a full
review of the system by the State.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors calls on the State of
Wisconsin to conduct a full audit review of the voter registration system problems and establish that any
additional costs related to the system will not be borne by Wisconsin counties.
