RESTRUCTURING PERSONNEL COMMITTEE AND REORGANIZING HUMAN
RESOURCES DEPARTMENT FUNCTIONS WITHIN ADMINSTRATION SUITE

St. Croix County, Wisconsin
WHEREAS, after a department head vacancy occurred, the Personnel Committee has
considered improving County government by modifying the position description and the
organization of the Human Resources Department in accordance with County Board By -law
Article VI, Section E; and
WHEREAS, after careful study and discussion of options, Personnel Committee moved
and approved at its regular meeting of March 3, 2006 that "the Personnel Committee, as it
currently stands, be dissolved with the appropriate responsibilities directed to the Finance
Committee or the Administration Committee, with a specific ad hoc committee for negotiation
purposes be appointed by the Finance Committee sun - setting when negotiations are complete;
effective at the end of this administrative tern. "; and
WHEREAS, this was reported to and modified, moved and approved by the
Administration Committee at its regular meeting of March 8, 2006 that "that the Personnel
Committee as it stands will be dissolved with the appropriate responsibilities directed to the
Finance Committee with a specific ad hoc committee for negotiations and other purposes to be
appointed by the chair and vice -chair and consisting of at least three supervisors with no more
than one Finance Committee member and sun - setting when tasks of the ad hoc Committee are
complete. "; and
WHEREAS, this was then reported to the Finance Committee which endorsed the
concept for restructuring committee responsibilities as approved by the Administration
Committee; and
WHEREAS, each committee has reviewed and endorsed a suitable staffing
reorganization compatible with the endorsed committee structure consisting of the following
points:
a. no replacement of Human Resource Director as currently structured
b. assigning human resources director responsibilities to the Administrative
Coordinator, the Finance Director and Corporation Counsel
c. assigning the positions of Assistant Human Resources Director to the Corporation
Counsel Department, the Human Resources Specialist to the Finance Department, and
heretofore approved but unbudgeted Compensation/Classification Specialist position
to the Administrative Coordinator Department
and;

WHEREAS, the Personnel Committee, the Administration Committee and the Finance
Committee have reviewed the by -laws and propose the following changes to reflect accurately
the reorganization proposed:
Repeal Article IV, Section A.3.b. — Personnel Committee.
Amend Article IV, Section E. — Special or Ad hoc Committees — as follows:
• Add "1" in front of the sentence "The Board may establish special or ad hoc committees
for special purposes and limited duration." to make it subsection 1.
• Add a subsection 2 that reads as follows:
2. a. The Board does establish an ad hoc labor negotiations committee to be formed
whenever needed to negotiate labor agreements with the County's represented
employees. All labor agreements negotiated by the negotiations committee must
be approved by the Finance Committee and the Board.
b. Members of the negotiations committee shall be appointed by the Chair in
accordance with Article III, Section D.l.i. The negotiations committee shall
include at least 3 supervisors with no more than one Finance Committee member.
Supervisor members of the negotiations committee shall be entitled to the per
diems and expense reimbursement that standing committee members receive.
C. The negotiations committee will be disbanded when a labor agreement has been
entered. A new negotiating committee will be formed when negotiations are to
commence again.
Amend Rules and Bylaws Addendum — Committees and Descriptions- by removing "Personnel
Committee" and its description and adding the following language in front of the last sentence of
the Finance Committee description:
Also responsible for all personnel policy matters, including: recommending wages and
salaries for all County employees to the Board; employee benefits; represented and non -
represented employee issues; reviewing and approving all new position requests; and
establishing personnel policies and procedures, i.e., work rules, training programs,
incentive programs.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors approves
the committee reorganization, the administrative reorganization and the changes in the by -laws
as proposed.
