PROTECTION AMENDMENT
RESOLUTION NO. Z Q
St. Croix County, Wisconsin
WHEREAS, Senators Grothman and Schultz and Representatives Woods and Gard are
proposing the Wisconsin Taxpayer Protection Amendment, a state constitutional amendment to
limit government spending; and
WHEREAS, such an amendment would limit a county's levy rate to the rate of inflation
and the growth in population; and
WHEREAS, such limitations would endanger all non - mandated services, including those
that are designed to prevent utilizing more expensive services, to residents of St. Croix County
(such as Alternatives to Incarceration); and
WHEREAS, local elected officials are in a better position to understand the local needs
of residents than state legislators; and
WHEREAS, local elected officials are directly accountable to the electorate and can be
removed by their electors; and
WHEREAS, the Wisconsin legislature has a history of encouraging local control, which
is in contrast to this legislation; and
WHEREAS, St. Croix County had the 66 lowest property tax levy rate in 2005 out of
the 72 counties in the state; and
WHEREAS, St. Croix County has been a leader in providing services to its residents in
innovative and responsible ways while being responsive to taxpayers and the community.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors opposes
restricting local spending through the Wisconsin Taxpayer Protection Amendment.
