HomeMy WebLinkAboutResolutions 2006 (28) RESOLUTION APPROVING PROJECT COSTS FOR JAIL WATER CONTROL SYSTEM, CELLULAR E911 IMPROVEMENTS, NEW EMERGENCY COMMUNICATIONS RADIO CONSOLES, AND FIRE RADIO REPEATERS, AND AUTHORIZING BORROWING FOR THESE COSTS Resolution No. ,-28CZO No St. Croix County, Wisconsin WHEREAS, the St. Croix County Board of Supervisors reviewed costs for improvements to the jail water control system, cellular E911 improvements, and new emergency communications consoles in 2005 as part of their 2006 budget deliberations, and concluded that these capital outlay priority items should be not be included in the 2006 budget levy, but instead paid for by borrowing in 2006; and WHEREAS, the Finance Committee has reviewed jail water control system improvements and costs submitted by the Maintenance Department and recommends approving this project and the amount of $66,974.00 to complete these improvements in 2006; and WHEREAS, the Finance Committee has reviewed the new emergency communications radio consoles costs with the Emergency Management and Communications Committee as submitted by the Emergency Communications Department and recommends approving this project and borrowing the amount of $227,290.00 to complete these improvements in 2006; and WHEREAS, the Finance Committee has reviewed the cellular E911 improvements costs with the Emergency Management and Communications Committee as submitted by the Emergency Communications Department and recommends approving this project and borrowing amount of $413,420.00 to complete these improvements in 2006; and WHEREAS, the Finance Committee has reviewed a recommendation from the Emergency Management and Communications Committee and recommends approval of an additional purchase of fire radio repeaters due to a Wisconsin Office of Justice (OJA) rule requiring "P25" compatibility for new radios (this expenditure was not considered during budget deliberations, but is determined now to be an appropriate item to borrow for now) and recommends borrowing the amount of $7,500.00 to complete these improvements in 2006; and WHEREAS, in order to pay for the items identified herein, the County Board must authorize the borrowing of funds; and WHEREAS, the Finance Committee has reviewed borrowing options and has concluded a five year loan from the Wisconsin State Trust Fund is the best options for St. Croix County; THEREFORE be it resolved that the St. Croix County Board of Supervisors approves the purchases identified above and authorizes the County Finance Director to take all action 1 i i necessary to secure a loan for not more than five years in an amount not to exceed $715,184 from the Wisconsin State Trust Fund, to pay for the projects.
