LEGISLATION TO RE- EMPHASIZE THE TRANSPORTATION USER FEE CONCEPT AND
SEGREGATE FUEL TAX REVENUES AND VEHICLE REGISTRATION FEES SPECIFICALLY FOR
THE TRANSPORTATION FUND

ST. CROIX COUNTY, WISCONSIN
WHEREAS, Wisconsin's Transportation Fund was created as a "segregated" fund so that only
transportation users would fund and pay for state transportation projects; and
WHEREAS, maintaining and rebuilding the State's highway infrastructure and bridges and maintaining
the quality of Wisconsin's roadways are vital to the state, counties and all municipalities to support commerce,
tourism and safe transportation of people, goods and services; and
WHEREAS, approximately one -third of the State's 29.1 cent per gallon fuel tax is being used for non -
transportation purposes and the 2005 -2007 State Biennium Budget also calls for transferring over $600 million
from the Transportation Fund to the General Fund and replacing a portion of the transferred funds through
bonding.
NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors goes on
record as opposing the use of Transportation Fund revenues for State programs that are not related to
transportation.
BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors urges the State
Legislature to preserve and protect the integrity of the Transportation Fund by discontinuing transfers from the
Transportation Fund for non- transportation programs and using the Transportation Fund solely for transportation
purposes as intended under earlier State laws by enacting legislation that re- emphasizes the transportation user
fee concept and segregating fuel tax and vehicle registration fee revenues specifically for the Transportation
Fund.
BE IT FURTHER RESOLVED that a copy of this Resolution be sent to Governor Jim Doyle, area
legislators and the Wisconsin Counties Association.
