St. Croix County, Wisconsin
Chapter 74 of the St. Croix County Code is amended as follows:
CHAPTER 74
SNOWMOBILE TRAILS
SECTION 1.
a. No person shall travel upon any County - designated snowmobile trail by any means other than a
snowmobile or a vehicle being used for trail grooming and maintenance when such trail is
officially open.
b. A landowner, or any person authorized by the landowner, is exempted from paragraph a. with
respect to those portions of the trail located on the landowner's property.
SECTION 2.
a. No person shall damage, mar, or deface the surface or any other part of any County - designated
snowmobile trail when such trail is officially open.
b. No person shall operate a snowmobile or unauthorized vehicle on any portion of a County -
designated snowmobile trail prior to the official announcement of the opening of the trail
system or after the official announcement of the closing of the trail system. Official
announcements will be made only through the office of the St. Croix County Parks
Department.
C' No person shall operate a snowmobile or unauthorized vehicle on any portion of ground that is
not designated and marked as snowmobile trail surface without the express permission of the
landowner.
SECTION 3.
No person shall deface, destroy, or remove any snowmobile trail signs from any County - designated
snowmobile trail.
SECTION 4.
"Snowmobile" means an engine -driven vehicle that is manufactured solely for snowmobiling that has an
endless belt tread and sled -type runners or skis, to be used in contact with snow. A snowmobile does
NOT include a vehicle that is any of the following: A vehicle that has inflatable tires or a vehicle that is
driven by a motor of 4 horsepower or less and that is operated in sanctioned races, derbies,
competitions or exhibitions or only on private property. A snowmobile cannot be over 48 inches wide
if it was manufactured after May 7, 1994.
SECTION 5.
Any person who violates any provision of this ordinance, upon adjudication of a violation, shall forfeit
not more than $500, together with the costs of the action. Upon default in the payment of that sum,
the person may be imprisoned in the County Jail until said forfeiture and costs are paid, but not
exceeding 30 days.
SECTION 6.
None of the above prohibitions shall apply to employees or duly authorized agents of St. Croix County
or duly authorized law enforcement officers whose actions are in performance of their official duties as
it relates to the operation, maintenance, safety and regulation of the snowmobile trail system.
SECTION 7.
This ordinance and any amendments shall take effect upon enactment and proper publication.

Re: Snowmobile Ordinance — Chapter 74
On August 16 the St. Croix County Land and Water Conservation Committee will offer
amendments to the existing Snowmobile Ordinance, Chapter 74 for your approval.'
The St Croix County Snowmobile Association had requested the Department and
Committee to consider amending the snowmobile ordinance to provide stronger enforcement
language when trails are officially dosed. Snowmobile trails are opened when the snow
conditions are suitable, usually enough snow cover that would provide adequate coverage
without damaging property or crops to the private landowners that have allowed the County
trail system to cross their property. Damage to property or crops can occur when
snowmobiles ride on trails without proper snow coverage. The 12 organized snowmobile
clubs in the County work very diligent with landowners in the county to gain access onto
private lands for a organized County snowmobile trail system and they do not wish to see
there work or the county trail system jeopardized. Respecting personal property and keeping
and organized County snowmobile trail system is the objective of the proposed amendments.
The Parks Department staff took the existing 1974 snowmobile trails ordinance, the 1993
amendment and the proposed amendments and consolidated these documents into one
ordinance. The County Sheriff, DNR Wardens and Corporation Counsel have reviewed the
proposed amendment.
A public hearing was held on Wednesday, June 1, 2005 at 7:00 p.m. at the St. Croix County
Agricultural Center, 1960 8' Avenue in Baldwin. Written comment period was open until June
1 V (One oral comment received at the public hearing supporting the proposed
amendments, no written comments were received)
On July 5' 2005 the Land and Water Conservation Committee unanimously approved the
snowmobile ordinance as proposed.
