HomeMy WebLinkAboutOrdinance 2005 (712) ORDINANCE AMENDING CHAPTER 17 ST. CROIX COUNTY LAND USE ORDINANCE REZONING LAND FROM AG- RESIDENTIAL TO COMMERCIAL ORDINANCE NO.. I Z C Z,6Q�' ) WHEREAS, the Statutes of the State of Wisconsin provide for a Planning and Development Committee to act in all matters pertaining to county planning and zoning; and WHEREAS, the St. Croix County Board has established the St. Croix County Planning and Zoning Committee; and WHEREAS, at the request of the County Board this Committee is to review petitions, hold public hearings, and present its recommendations for rezoning requests to the County Board for action; and WHEREAS, the St. Croix County Planning and Zoning Committee held a public hearing on the rezoning request of JEROME WYNVEEN on October 5, 2005, in the St. Croix County Government Center in Hudson, Wisconsin; and WHEREAS, the St. Croix County Planning and Zoning Committee having considered all written information and verbal testimony presented at the hearing, voted to approve a rezoning of the following described land: 4.09 +/- acres located in the SE' /o of the NW 1 /4, Section 7, T28N -R16W, Town of Eau Galle. (See attached) Based on the following findings: 1. The Town of Eau Galle has recommended approval of the request. 2. The parcel is in the rural planning area and is an appropriate use. 3. The proposed commercial use is located on a state highway and is located near other commercial uses. 4. The request is consistent with the surrounding neighborhood, countryside or terrain. 5. The proposed use has minimal potential to adversely impact stormwater management. 6. The proposed use has minimal potential to adversely impact water resources with sedimentation resulting from erosion. 7. The proposed use is consistent with restricting development on slopes in excess of 20 %. 8. The proposed use is consistent with policies to preserve woodlands, prairie remnants, unique open spaces, or environmental corridors. 9. The proposed use is generally consistent or not in conflict with the St. Croix County Natural Resources Management Plan. 10. The proposed use can comply with standards in the Land Use, Subdivision and Sanitary ordinances. With the followin g condition: 1. After approval of County Board, the transaction between the two property owners is to be completed to add the rezoned commercial property onto the existing commercial property. THEREFORE, BE IT NOW ORDAINED by the St. Croix County Board of Supervisors, meeting in regular session, that the 4.09 + / -acre parcel in the Town of Eau Galle is now rezoned from Ag/Residential to Commercial. CROIX COUNTY BOARD OF SUPERVISORS RULES AND BYLAWS RELATING TO SUPERVISOR COMPENSATION RESOLUTION NO. St. Croix County, Wisconsin WHEREAS, members of the St. Croix County Board of Supervisors (Board) presently receive compensation for their services under a per diem system; and WHEREAS, the per diem system is complicated and cumbersome; and WHEREAS, Wisconsin Statutes §59.10(3)(i) allows the board of supervisors in counties with a population of less than 500,000, by a two- thirds vote of the members entitled to a seat, to establish an annual salary for the members to be next elected; and WHEREAS, a salary compensation system for members of the Board will simplify the compensation system and save staff time. THEREFORE, be it resolved that the St. Croix County Board of Supervisors does hereby adopt a salary compensation system for its members by amending the St. Croix County Board of Supervisors Rules and Bylaws as follows: ARTICLE II, Section D, is repealed and recreated as follows: Section D. Compensation and Expense Reimbursement. 1. For performing all services for the County, including all committee services, supervisors shall be paid $225 for each full month of service. The Chair of the Board of Supervisors shall receive an additional $175 for each full month of service. The Vice -Chair of the Board of Supervisors shall receive an additional $75 for each full month of service. A supervisor (other than the Chair or Vice - Chair of the Board of Supervisors) who is the chair of one or more of the following committees shall receive an additional $75 for each full month of service: Finance; Transportation; Public Protection; Agriculture and Extension; Land and Water Conservation; Administration; Personnel; Planning and Zoning; Emergency Management and Communications; Local Emergency Planning (LEPQ Health and Human Services; Council on Aging; and Board of Adjustment. 2. Reimbursement shall be made for reasonable and necessary actual expenses and mileage in accordance with the St. Croix County Personnel Policies and Procedures Handbook. 3. This section shall take effect May 1, 2006. ARTICLE VI, Section C (County Board Supervisor Per Diems) is repealed and recreated as follows: Section C. Wisconsin County Association Annual Meeting. Supervisors are encouraged to attend the Annual Meeting of the Wisconsin Counties Association and to participate in seminars and other educational opportunities. Supervisors are especially encouraged to participate in sessions that are relevant to their committee assignments. ARTICLE VI, Section D (County Web Site) is made Section E, and a new Section D is created as follows: Section D. Non - supervisor Committee Members. 1. Non - supervisors serving as committee members of appointed committees shall be presented with and subject to the rules and bylaws of the Board of Supervisors of St. Croix County. Non - supervisors serving on appointed committees, including non - supervisors serving as the chair of an appointed committee, shall be paid a per diem of $60 for each meeting attended. Non - supervisors serving on appointed committees shall be reimbursed for reasonable and necessary actual expenses and mileage in accordance with the St. Croix County Personnel Policies and Procedures Handbook. 2. Vouchers. Vouchers for per diems should be submitted to the County Clerk monthly, but will not be accepted later than 90 days subsequent to the meeting date. Any voucher submitted after the 90 days will not be paid. ARTICLE VI, Section E (Department Head Vacancy) is made Section F. Offered by the Administration Committee. For performing their duties Supervisors shall be paid a stipend of $225 for each full month of service, except that the stipend shall be $400 for the chair of the Board and the stipend shall be $300 for Supervisors who are elected vice chair of the Board or chair of one or more of these committees (Finance, Transportation, Public Protection, Agriculture- Extension -Land & Water Conservation, Administration, Personnel, Planning & Zoning, Emergency Communications - Management, Local Emergency Planning, Health & Human Services, and Zoning Board of Adjustment) These amounts shall be adjusted for inflation by 3% annually, effective May 1 of even numbered years. Reimbursement of reasonable and necessary actual expenses and mileage shall be in accordance with the Personnel Policy. ST.
