CALL TO ORDER – The meeting was called to order at 1:00pm
ROLL CALL – Present: Peg Gagnon, Kjersti L.O. Duncan, Norma Vrieze

OLD AND NEW BUSINESS
1. Discussion regarding ADRC application
Discussion occurred regarding the Planning Group's recommendation for
organization/governance (ADRC Advisory Board reporting to HHS; Aging & ADRC integrated
under HHS Department). Kjersti expressed that the COA recommended ADRC Governance Board.
Expanding the model recommended by the Planning Group, the Ad Hoc discussed combining the
functions of the Council on Aging, ADRC Board, and Long -Term Support Committee. Norma
expressed preference that Birth to Three not be included in the ADRC, but remain autonomous.

Items for County Board approval must be submitted to the County Clerk's
office by Wednesday morning preceding a County Board meeting.

Discussion occurred regarding how to move forward with direction set by Planning Group, how to
communicate to HHS Board, COA, and other stakeholders to ensure application is submitted by
February. Ad Hoc will work at drafting application over the next couple of weeks.
Kjersti distributed copies of Richland County MOUs/Policies/Procedures /etc.; an ADRC
Implementation Timeline; Required ADRC Plan, Policy, and Procedure Documents list; and DHFS
letters to Eau Claire and Dunn counties regarding their ADRC applications.
Discussion occurred regarding potential locations for ADRC. Space is limited at the Health
Center and the Government Center; staff time will need to be divided between these locations. A
potential third location was discussed. The Ad Hoc committee reviewed demographic maps from
DHFS. The maps did not easily communicate where the older adult and persons with disabilities
population are concentrated. Kjersti will contact Cindy Ofstead, DHFS, who prepared the maps, for
further clarification. Concentration and socio- economics should be considered for potential
locations.
2. Possible Agenda Items for next meetings
Discuss common message and communication to stakeholders, IT capabilities between different
locations, job descriptions /functions, MOUs, policies.
