What you put into the system can affect the function of the septic tank as a treatment stage in the waste disposal system. Landscaping up slope of the mound shall be incorporated into the mound design to divert surface water drainage around the mound system. 6. Perimeter side slopes on the mound shall be at least 4:1 rather than the standard 3:1 slope ratio. 7. Up slope surface water diversions are required to ensure the mound areas down slope remain a dry as possible. 8. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change of if saturated conditions were observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 9. Tank inspections must include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks, measure the volume of combined sludge and scum and a check for any back up or ponding of effluent on the ground surface. The dispersal cell(s) shall be visually inspected to check the effluent levels in the observation pipes and to check for any ponding of effluent on the ground surface. The ponding of effluent on the ground surface may indicate a failing condition and requires the immediate notification of the local regulatory authority. When the combined accumulation of sludge and scum in any treatment tank equals one -third (X) or more of the tank volume, the entire contents of the tank shall be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin Administrative Code. All other services, including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatment units, and any servicing at intervals of :_12 months, shall be performed by a certified POWTS Maintainer. A service report shall be provided to the local regulatory authority within 10 days of completion of any service event. GMW (12/02) Page of START UP AND OPERATION Fpr new construction, prior to use of the POWTS check treatment tank(s) for the presence of painting products, solvents or other chemicals that may impede the treatment process and /or damage the soil dispersal cell(s). If high concentrations are detected have the contents of the tank(s) removed by a septage servicing operator prior to use. System start up shall not occur when soil conditions are frozen at the infiltrative surface. During extended power outages pump tanks may fill above normal highwater levels. When power is restored the excess wastewater will be discharged to the dispersal cell(s) in one large dose and may overload them resulting in the backup or surface discharge of effluent. To avoid this situation have the contents of the pump tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POWTS Maintainer to assist in manually operating the pump controls to restore normal levels within the pump tank. Do not drive or park vehicles over tanks and dispersal cells. Do not drive or park over, or otherwise disturb or compact, the area within 15 feet down slope of any mound or at -grade soil absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and prolong the life of the POWTS: antibiotics; baby wipes; cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; foundation drain (sump pump) discharge; fruit and vegetable peelings; gasoline; grease; herbicides; meat scraps; medications; oil; painting products; pesticides; sanitary napkins; tampons; and water softener brine. ABANDONMENT When the POWTS fails and /or is permanently taken out of service the following steps shall be taken to insure that the system is properly and safely abandoned in compliance with chapter Comm 83.33, Wisconsin Administrative Code: • All piping to tanks and pits shall be disconnected and the abandoned pipe openings sealed. • The contents of all tanks and pits shall be removed and properly disposed of by a Septage Servicing Operator. • After pumping, all tanks and pits shall be excavated and removed or their covers removed and the void space filled with soil, gravel or another inert solid material. CONTINGENCY PLAN If the POWTS fails and cannot be repaired the following measures have been, or must be taken, to provide a code compliant replacement system: ❑ A suitable replacement area has been evaluated and may be utilized for the location of a replacement soil absorption system. The replacement area should be protected from disturbance and compaction and should not be infringed upon by required setbacks from existing and proposed structure, lot lines and wells. Failure to protect the replacement area will result in the need for a new soil and site evaluation to establish a suitable replacement area. Replacement systems must comply with the rules in effect at that time. ❑ A suitable replacement area is not available due to setback and /or soil limitations. Barring advances in POWTS technology a holding tank may be installed as a last resort to replace the failed POWTS. ❑ The site has not been evaluated to identify a suitable replacement area. Upon failure of the POWTS a soil and site evaluation must be performed to locate a suitable replacement area. If no replacement area is available a holding tank may be installed as a last resort to replace the failed POWTS. xx Mound and at -grade soil absorption systems may be reconstructed in place following removal of the biomat at the infiltrative surface. In -situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. This parcel will be divided into five lots by a CSM. This report applies to specific areas and not to the entire area of each proposed lot. Lot specific reports will be submitted by the CST as interpretative determinations at a later date. This parcel has not been farmed for several years and is over grown with grass and weeds. During the preliminary investigation on June 10, 2003, with CST Tom Nelson, it was noted that many areas of the parcel had been disturbed, possibly by logging, and this made soil interpretive evaluations more difficult. Efforts should be made to avoid disturbed areas for detailed soil evaluations in the upper 12 inches of the soil profile. The soil test was done in response to a request by the property owner, Elizabeth Christensen, as part of the development of this parcel for residences. It is the intention of the property owners, Kurt and Elizabeth Christensen, to subdivide this land and sell parcels. Initially, there are 5 parcels that have been surveyed. Additional parcels will follow. The initial determination found the sites to be marginally suitable for mound type septic systems (Soil Absorption System). However, there was not a clear separation distance of 4 inches between the bottom of the A horizon and evidence of seasonal saturation (as evidenced by redoximorphic features). As a result, this soil tester requested the presence of the Wisconsin State Waste Water Specialist, Leroy Jansky, to conduct a soils review of this site, specifically in the area of the proposed SAS's. My Jansky had previously visited the site at the request of a soil tester who had done preliminary borings and field assessments on the site. The soils verification - soils on -site was conducted on 4 July 2003. GEOLOGICAL. HISTORY The soils observed on site strongly suggest that the area has been influenced by glaciation. Soils appear to be loess, underlain by glacial till. No bedrock was observed at the depth of the backhoe pits or hand dug pits. The subsurface formation in St. Croix County consists of the Prairie Du Chien Group (dolomite and sandy dolomite). Depth to bedrock ranges from 0 - 15 meters (Brown, B.A. (1988)) This formation is of Ordovician origin (Paleozoic era 425 mya). Dolomite appears to have been laid during the early Ordovician period, while the sandstone was laid during the late part of the period (Paull, R.K. and Paull, R.A. (1977)). Glaciation of St. Croix County occurred many times during the history of the earth, although the most recent glaciation, during the Pleistocene epoch (approximately 1 million to 10,000 years before present), is the most apparent. There were several stages of glacial advance, the most recent being the Wisconsin stage. This was the result of the advance of the Superior Lobe (Martin, L. (1965). The Physical Geology of Wisconsin. University of Wisconsin Press, Madison, Wisconsin). The glacial till present as parent material in the subsoil of the Christensen site is most likely the result of deposit from the Superior Lobe material. Loess, present as soil of the Ap, E, and portions of the Bt horizon, may be the result of the influence of the Eau Galle River or the St Croix River. LOCAL HYDROLOGY As noted on the accompanying topographic maps, regionally, the land surface has a gentle slope to the west. This slope to the west is presumably the influence of the Eau Galle River, which lays 0.5 miles west of the western-most boundary of the property and flows in a southerly direction. The property is approximately 20 feet higher in elevation than the Eau Galle River. Although the regional flow is westerly, there are considerable topographic changes in the land surface within the area of the proposed subdivision. These changes have been noted on the accompanying 2 plot plans. Plot plan 1 shows an overall lay -out of the proposed 5 lot subdivision. An arbitrary benchmark (BM) has been established on the edge of the blacktop on 110` Avenue. This has been assigned the elevation of 100.0'. As noted, elevations of the proposed mound sites vary from 100.60' (lot 1) to 110.16' (lot 5). The topographic maps consulted for this report do not indicate any wetland areas in the vicinity of the proposed mound SAS's. No naturally occurring areas of standing water were observed in the area of the proposed mound SAS's. However, the topography does suggest that a water way exists between lots 1 and 2. Although no areas of seasonal saturation were observed on the topographic map for this area, the soil series map did show a wet area and a seasonal creek in the northeast portion of Section 7 (refer to the accompanying photocopy of the soil series map). SOIL MAPPING OF THE AREA Direct soil mapping of this area by this soil tester indicates that, taxonomically, this soil is a Typic Glossaqualf (an aquic alfisol). Aquic alfisols have elluvial and illuvial horizons which are saturated at some time during the year (as evidenced by the redoximorphic features). Soil series maps for this area however, characterize this area as Typic Glossoboralf. That is, a cryic alfisol. Specifically, this is classified as Freeon series soils. Information on the soil series for this area was provided by the St. Croix County Soil Conservation Service. As noted in the CST Soil and Site Evaluation, clay loam and silty clay loam was encountered in all pits in the vicinity of the proposed SAS's. Depth to these layers varied from 11 to 14 inches in the pits where the layers could be observed. In many pits, standing water prevented the observation of subsoils. VARIATIONS IN SOIL CONDITIONS AND SURFACE WATER FLOW Regional surface water flow (and presumably subsurface flow) is west towards the Eau Galle River. Topographic changes in the land in the vicinity of the proposed subdivision indicate that flow can be in all directions from the proposed mound sites. A noticeable water way exists between lots 1 and 2 as noted on the plot plans for the area. General surface water flow in the area may be primarily vertical for the first 8 inches as a result of the relatively permeable upper horizons. Permeability is moderately slow in the subsoil and is most likely perching above the dense silty clay loam subsoil. Permeability in the upper horizons may also be the result of extensive cultivation, thus loosening the soil and increasing its permeability in the upper horizons. Also present in the Ap horizon, and slightly into the subsoil, were worm channels, suggesting that the upper horizon was aerated enough to support aerobic organisms. Roots and root channels were also present in the 0 to 8" range of the soil profile. Soil colors as noted by this soil tester were 10YR 3/2 from 0 -8 ". This grayish brown color is darker than the gleyed colors one would associate with a more aquic condition. This suggests that in the upper soil profile at least, perching conditions do not take place for any considerable period of time. No puddled or massive soils were observed in the area of the proposed SAS's to a depth of 8 inches. Close inspection of the Ap horizon did not indicate the presence of redoximorphic features. This suggests that although there is not an A +4 situation, there is adequate depth in the A horizon (approximately 7 inches) to maintain a suitable distance between the bottom of the SAS and the limiting factor and thus to allow for the placement of a mound SAS. The gradual appearance of redox features in the soil profile is also significant with respect to the actual depth of seasonal saturation. Although low chroma and high chroma features were observed in some areas of the soil immediately below the A horizon, these colors were not prominent until the Bt horizon, thus suggesting that significant seasonal saturation did not occur in the A horizon. In pits where standing water was observed, no water stood within 8 inches of the surface. This is significant in light of the fact that for 2 days prior to the observation of the pits on lots 3, 4, 5 (second visit to the site), there was significant rainfall in St. Croix County. This soil tester however, does not have information on the exact amount of rainfall during this period. PROPOSALS This soil tester feels that mound systems on these sites would adequately provide wastewater treatment and effluent dispersal as long as the follows design conditions are implemented: 1. The construction of the soil absorption systems must be in the areas designated on the I I plot plans. 2. Areas lower in the landscape must not be used for soil absorption systems. 3. The SAS's must be designed very long and narrow with a linear loading rate equal or less than 4.0 gpd/ft. This may limit the number of bedrooms that a can be placed on the site. 4. At least 2.50 feet of ASTM 33 sand be used under the laterals. 5. Maximum hole spacing in laterals should be 30 inches. 6. Slopes around the mound should be 1:4 rather than the traditional 1:3 to increase the toe absorption area. 7. The area upslope of the proposed SAS's should be contoured to prevent water from flowing into the mound areas. In other words, the area around the upslope should be higher than surrounding areas to encourage water movement away from the proposed mound.
