HomeMy WebLinkAboutResolutions 2005 (01) .r r r RESOLUTION DESIGNATING PSAP ELIGIBLE FOR E911 GRANT FUNDING Resolution No. I t ZU V S St. Croix County, Wisconsin WHEREAS, calls to 911 are answered by local or county governments at locations called public safety answering points (PSAPs); and WHEREAS, in Wisconsin, 139 PSAPs receive and process 911 calls from landline telephones (71 PSAPs are county- operated); and WHEREAS, currently, all wireless calls to 911 are currently routed to county PSAPs or call centers; and WHEREAS, "enhanced 911 service" provides PSAPs with information regarding the telephone number and location of the caller; and WHEREAS, almost all PSAPs in Wisconsin currently have enhanced 911 capabilities for calls from landline telephones; however, the situation is quite different for calls from cellular or Aersemtel communications service; and WHEREAS, both the wireless providers and PSAPs need additional equipment, including new wireless service handsets and computer software to provide this capability for calls from wireless telephones; and WHEREAS, there is no state or federal requirement that PSAPs develop enhanced wireless 911 capabilities, but there is a strong desire, led by the public safety community and the Federal Communications Commission (FCC), to develop these capabilities across the country; and WHEREAS, the FCC has adopted a series of orders that require wireless providers to transmit all wireless 911 calls to the appropriate designated PSAP and then provide the telephone number and the location of the caller; and WHEREAS, a wireless provider must provide this service only when all of the following conditions are met: the administrator of a PSAP has requested the service, the PSAP is capable of receiving and utilizing the information associated with the service, and the PSAP has a mechanism in place to recover the cost of the service; and WHEREAS, 2003 Wisconsin Act 48 is a response by Wisconsin policy makers to assist in the deployment of this improved 911 emergency call handling capability by establishing a funding mechanism to pay for parts of the required system upgrades; and WHEREAS, to encourage consolidation of PSAPs and services, the Act allows only one grant per county, which must be made to a local government designated by resolution by the county board of supervisors. NOW, THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors designates St. Croix County Emergency Communications Center in Hudson, Wisconsin PSAP as the public safety answering point eligible to receive funding for E911 implementation as described in 2003 Wisconsin Act 48 and PSC 173. Cindy Campb , St. C oix County Clerk r CELLULAR E911 LEGISLATION Counties must submit a grant application by 4 -1--05 Cellular surcharge not to exceed 75 cents per month begins 12- 1-05. Surcharge amount determined by number of grant requests. Money collected will also be used to reimburse cellular companies for costs incurred. Larger companies might refuse reimbursement. Surcharge in effect for 3 years Payment to PSAP's will be quarterly beginning in April 2006. Eligible reimbursable costs include: Mapping -100% Telephones - 50% ANI/ALI Controller - 50% CAD interface -100% Necessary equipment may be purchased, leased or lease /purchase. Some costs incurred as far back as 1 -1 -99 may be eligible for reimbursement, generally at 50 %. Some security devices are eligible i.e. cameras at 100% Cost of installation and monthly recurring for additional 911 telephone trunks are funded 100% for three years.
