St. Croix County, Wisconsin
WHEREAS, Wisconsin counties work in partnership with the State of Wisconsin to
provide programs and services for the public; and
WHEREAS, however, the State sometimes mandates that counties provide programs and
services that are not funded by the State; and
WHEREAS, the major funding source for counties is property taxes; and
WHEREAS, when mandated programs and services are not funded or fully funded by the
State, county property taxpayers must supplement funding with property tax dollars; and
WHEREAS, the public has an increased concern over how property tax dollars are being
expended; and
WHEREAS, two statewide commissions (the Kettl Commission and Sheehy
Commission) suggested that the circuit court system and human services should not be funded by
property taxes; and
WHEREAS, Wisconsin Statutes sec. 59.52(25) states "(T)he (county) board may conduct
a countywide referendum for advisory purposes or for the purpose of ratifying or validating a
resolution adopted or ordinance enacted by the board contingent upon approval in the
referendum. "; and
WHEREAS, the following advisory referenda questions are an effective way to determine
how the public believes the court system and human services should be funded:
Should the State of Wisconsin, not the county taxpayer' pay for the cost of the state
mandated court system in St. Croix County?
Should the State of Wisconsin, not the county taxpayers pay for the cost of state mandated
human services in St. Croix County?
THEREFORE, BE IT RESOLVED that St. Croix County will place the above question
on the April, 2005 ballot as advisory referenda questions.
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Wisconsin
Counties Association, legislators representing St. Croix County and Govemor James Doyle.
