RESOLUTION OPPOSING THE STATE DEPARTMENT OF WORKFORCE
DEVELOPMENTBUREAU OF CHILD SUPPORT BUDGET PROPOSAL TO
REDUCE COUNTY SHARE OF FEDERAL CHILD SUPPORT
ENFORCEMENT PERFORMANCE DOLLARS

WHEREAS, currently Wisconsin county child support agencies receive
federal performance incentives in four areas of performance: court order
establishment, paternity establishment, current support collections and child support
arrears collections; and
WHEREAS, in 2003 the Joint Finance Committee of the State Legislature
reduced funding to the Bureau of Child Support (BCS) by approximately 2.7 million
dollars for 2004; and
WHEREAS, the proposed Department of Workforce Development (DWD)
budget to the Governor asks that BCS be allowed to reduce the county share of the
federal performance dollars, beginning in 2006, from approximately $13.1 million
dollars to $11.7 million dollars, and then reduce it further to $9.9 million dollars in
2007; and
WHEREAS, counties currently receive 100 percent of the first $12.34 million
dollars of federal performance dollars, and 30 percent of any extra federal incentive
funds above that, but pursuant to the DWD budget proposal, counties would lose
approximately $2.7 million, or over $8.1 million dollars when federal match dollars
are included, which will instead go to BCS to offset the department's budget deficit;
and
WHEREAS, the county child support agencies perform the day -to -day work in
establishing paternity and collecting child support and are thus the agencies that earn
the federal performance dollars for the State of Wisconsin and county child support
agencies, which ensures that the best interests of children continue to be served in
Wisconsin; and
WHEREAS, faced with the substantial loss of funds, county child support
agencies will not be able to maintain the same level of services currently provided to
families who rely on child support to care for their children, and therefore lower
achievement on the performance standards, which will result in even less federal
performance dollars for the State of Wisconsin in the future; and
WHEREAS, the effect of the Department of Workforce Development proposal
would have an immediate and long -range negative impact on the children of the State of
Wisconsin,
NOW THEREFORE BE IT RESOLVED, that the St. Croix County Board of
Supervisors does hereby oppose the Department of Workforce Development/BCS budget
proposal to reduce the county share of federal performance dollars as those dollars are
needed by the county child support agencies to continue their efforts to collect child
support on behalf of children; and
BE IT FURTHER RESOLVED that a copy of this resolution be sent to Governor
James Doyle and St. Croix County's State and Federal elected representatives.
