HomeMy WebLinkAboutResolutions 2005 (08) Resolution Authorizing the St. Croix County Land & Water Conservation Department to Apply for a Wisconsin DNR Lakes Planning Grant Resolution # . (A 60 S St. Croix County, Wisconsin WHEREAS, the St. Croix County Lakes Cluster Watershed was designated by the Wisconsin Department of Natural Resources (DNR) in 1994, under the Wisconsin Nonpoint Source Water Pollution Abatement Program; and WHEREAS, the St. Croix County Board of Supervisors approved the St. Croix County Lakes Cluster Plan, including Squaw Lake; and WHEREAS, Squaw Lake is an important resource used by the public for recreation and enjoyment of natural beauty; and WHEREAS, grants are available through DNR to fund studies and programs to examine the lake and its watershed; and WHEREAS, the St. Croix County Land & Water Conservation Committee (LWCC) and the St. Croix County Land & Water Conservation Department (LWCD) desire to make application for a Lakes Planning Grant to address the following concerns relating to Squaw Lake and its watershed: • The effectiveness of constructed wetlands in reducing phosphorus at the northern inlet of the lake; • Whether there is enough phosphorus control in the watershed to warrant an alum treatment of Squaw Lake; • To better characterize the hydrologic budget of the Squaw Lake watershed; and WHEREAS, the LWCD is qualified to carry out the project as described in the grant application. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the LWCD, over a two year period, is authorized to make a grant application for $10,000 and request assistance from the Wisconsin Department of Natural Resources under the DNR Lakes Planning Grant program; FURTHER, be it resolved that Robert Heise, Director of the LWCD, is authorized to act on behalf of St. Croix County to: submit the grant application; take necessary action to complete an approved grant project; and sign documents; FURTHER, be it resolved that the LWCD will meet the obligations of the Lakes Planning Grant, including timely publication of the results, and along with the United States Fish & Wildlife Service will provide a 25% in -kind contribution toward this project; FURTHER, be it resolved that no County funds shall be expended on this project.
