for a Feasibility Study of a Countywide Telecommunications System
Under the Wisconsin Community Development Block Grant Program
RESOLUTION NO. I U AOOS
St. Croix County, Wisconsin
WHEREAS, federal monies are available under the Wisconsin Community Development Block
Grant (CDBG) program, administered by the State of Wisconsin, Department of Commerce; and
WHEREAS, CDBG funds from the Department of Commerce are available for activities such as
redevelopment, economic development, public facilities, and planning; and
WHEREAS, Governor Jim Doyle developed an economic blueprint known as `Grow Wisconsin';
and
WHEREAS, a major initiative within Grow Wisconsin is the creation of a competitive business
climate, including the building of the next generation of infrastructure within the state; and
WHEREAS, the Grow Wisconsin plan identifies the importance of communications as an
infrastructure that will require increasing attention in the coming decades; and
WHEREAS, Wisconsin needs to develop more communications infrastructure, particularly in
rural areas; and
WHEREAS, communities and businesses that lack high speed internet are at a disadvantage.
THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors does
approve and authorize the preparation and filing of an application for a CDBG planning grant to
conduct a feasibility study for an enhanced telecommunications system throughout St. Croix
County; and
BE IT FURTHER RESOLVED, that the County Board Chair and Clerk are hereby authorized to
sign all necessary documents on behalf of the County;
BE IT FURTHER RESOLVED, that the authority is hereby granted to the Administrative
Coordinator to take the necessary steps to prepare and file the appropriate application for funds
under the CDBG program in accordance with this resolution.
BE IT FURTHER RESOLVED, that St. Croix County will utilize West Central Wisconsin
Regional Planning Commission as the fiscal agent for the administration of the planning grant.
