RESOLUTION AUTHORIZING MEMORANDUM OF UNDERSTANDING
RELATING TO THE STATEWIDE VOTER REGISTRATION SYSTEM

ST. CROIX COUNTY, WISCONSIN
WHEREAS, Congress enacted the Help America Vote Act of 2002 (HAVA) to create a more
uniform voter registration and voting system in the United States; and
WHEREAS, the Wisconsin State Elections Board is charged with implementing a
Statewide Voter Registration System (SVRS) that complies with HAVA; and
WHEREAS, each local unit of government is obligated to implement and administer voter
registration policies, procedures, and practices as mandated by HAVA and state statuts; and
WHEREAS, each local unit of government is required to maintain voter registration
information within the centralized SVRS or to enter into an agreement under which another unit of
government performs this responsibility for the local unit of government; and
WHEREAS, St. Croix County is willing to provide voter registration information services to
other qualifying units of local government in St. Croix County;
NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
authorizes the County Clerk to enter into a Memorandum of Understanding with each municipality
that has a population of 5,000 or less, is unable to obtain a secure high speed internet connection and
does not possess the necessary equipment to maintain voter registration information; and
BE IT FURTHER RESOLVED that the County Clerk is directed to send a copy of this
resolution to the State Elections Board to show that St. Croix County is fulfilling its HAVA
requirements.

MEMORANDUM OF UNDERSTANDING RELATING TO
THE STATEWIDE VOTER REGISTRATION SYSTEM
This Memorandum of Understanding (MOU) relates to the Statewide Voter Registration
System (SVRS) and is entered into by and between the city, village, town (strike out those that do
not apply) of , a local unit of government (LOCAL
UNIT) and St. Croix County (PROVIDER).
FOR AND IN CONSIDERATION of the mutual agreements, covenants, promises, and
obligations set forth below, the sufficiency of which is hereby acknowledged, the parties agree as
follows:
1. LOCAL UNIT and PROVIDER understand that the State of Wisconsin intends to
maintain the official centralized database of voter registration information for the SVRS.
2. LOCAL UNIT and PROVIDER understand the requirement to comply with the
federal Help America Vote Act of 2002 (HAVA) and Wisconsin law. LOCAL UNIT and
PROVIDER accept their respective responsibilities to implement voter registration information
policies, procedures, and practices and to maintain each voter's current registration documentation.
3. LOCAL UNIT requests PROVIDER to enter and maintain data provided by LOCAL
UNIT within the SVRS. LOCAL UNIT agrees to reimburse PROVIDER for the costs associated
with entering and maintaining LOCAL UNIT's data within the SVRS according to the attached fee
schedule.
4. PROVIDER agrees to enter and maintain LOCAL UNIT's data within the SVRS.
5. This MOU is effective beginning on the date that it has been signed by both parties
and will continue in effect through December 31, 2006.

6. Current fees are based on 2004 population estimates. Population of the LOCAL
UNIT is determined by the most recent estimates provided by the State of Wisconsin Department of
Administration. LOCAL UNIT fees will be adjusted accordingly based on most recent population
estimates.
7. Each LOCAL UNIT is required to keep on file the completed original Voter
Registrations and submit a photocopy for data entry into SVRS to the PROVIDER. LOCAL UNIT
agrees to provide completed voter registrations throughout the year. Any voter registration provided
less than thirty (30) days before any election is not guaranteed to be included on the poll list for that
election.
8. PROVIDER will forward invoices to LOCAL UNIT after each election. Initial one
time set up fee will be included on first invoice.
9. The persons signing this Agreement warrant that they have been authorized to enter
into this Agreement by and on behalf of their respective parties and that they have full and complete
authority to bind their respective parties by executing this Agreement.
