HomeMy WebLinkAboutResolutions 2005 (22) RESOLUTION OPPOSING TRANSFERS FROM THE STATE RECYCLING FUND AND ENDORSING INCREASED STATE FUNDING FOR LOCAL RECYCLING PROGRAMS RESOLUTION NO. as C St. Croix County WHEREAS, the State of Wisconsin established recycling mandates in 1989 requiring Responsible Unit (RU) municipalities to provide recycling services to their residents; and WHEREAS, the State of Wisconsin also established a Recycling Fund in 1989 to reimburse Responsible Unit (RU) municipalities for approximately 66% of the statewide cost of providing recycling services to their residents; and WHEREAS, St. Croix County has continued to meet State mandates with its successful recycling programs, yet has been frozen at 1999 funding levels from the State to cover increasing program costs; and WHEREAS, the frozen funding levels from the State have continuously reduced the percentage of reimbursement of recycling costs we can provide to our member municipalities; and WHEREAS, the County desires to minimize the burden on its taxpayers and receive funding to cover as many of the programs costs as possible for complying with the State recycling program mandates; and WHEREAS, the Joint Finance Committee's proposed budget would transfer almost $30 million from the Recycling Fund to the General Fund and other non - recycling programs; and WHEREAS, the Joint Finance Committee's proposed budget would reduce local reimbursement statewide to 28% of local recycling costs. NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors opposes the Joint Finance Committee's proposed recycling budget and endorses restoring the Recycling Fund transfers back to the Recycling Fund to increase funding for reimbursement of local recycling costs.
