HomeMy WebLinkAboutResolutions 2005 (27) • RESOLUTION TO OFFER FOR SALE FILL MATERIAL FROM COUNTY FARM RESOLUTION NO. ST. CROIX COUNTY, WISCONSIN WHEREAS, the State of Wisconsin, Department of Transportation (WisDOT), has identified for reconstruction a portion of State Trunk Highway 64 lying on and near the St. Croix County Farm; and WHEREAS, WisDOT is in the process of soliciting proposals for reconstruction of the above -noted portion of State Trunk Highway 64; and WHEREAS, a substantial amount of fill material is necessary for the project; and WHEREAS, a study authorized by the St. Croix County Board of Supervisors (Resolution 20(2005)) and conducted by the St. Croix County Highway Department indicates that the type of fill material necessary for the project is located on the County Farm; and WHEREAS, St. Croix County has been contacted by construction companies that may submit proposals to WisDOT for the reconstruction work expressing interest in obtaining fill material from the County Farm; and WHEREAS, both the St. Croix County Finance Committee and the St. Croix County Transportation Committee reviewed the study and concluded it addresses the County's interests identified in Resolution 20(2005). THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors authorizes the St. Croix County Highway Department to proceed with offering for sale fill material from the County Farm and negotiating agreements for its sale with construction companies that have been awarded contracts for the reconstruction of State Trunk Highway 64 by WisDOT pursuant to the August 4, 2005 study prepared by the Highway Department; and BE IT FURTHER RESOLVED that the St. Croix County Highway Department is authorized to deal with all matters incident to the sale of fill material, except that payments for the fill material taken will be made to St. Croix County and delivered to the St. Croix County Finance Department; and BE IT FURTHER RESOLVED that the expenses that have been or will be incurred by the Highway Department relating to the study and administering the sales of fill material will be reimbursed to the Highway Department by the St. Croix County Finance Department. CROIX COUNTY WISCONSIN HIGHWAY DEPARTMENT ST CROIX COUNTY FARM BORROW SITE INVESTIGATION AUGUST 2005 1) INTRODUCTION On Tuesday, Auguste, 2005 the Wisconsin Department of Transportation will be opening bids for the final section of the Hwy 64 Freeway /Expressway construction project through New Richmond. St. Croix County has been contacted by several potential bidders about the possibility of obtaining borrow material and sand from the County Farm Site. Since the County. Highway Department routinely investigates borrow and sand sources for it's projects 'and regularly negotiates with land owners for the purchase of such materials it was decided' by the County Administrative Coordinator to retain the St. Croix County Highway popartment to perform the Borrow Site Investigation Study. II) CONTRACT QUANTITIES A.) Select Borrow (clean sand) 107,000 cu yd B.) Backfill Granular (clean sand) 67,000 cu yd Total Clean Sand 174,000 cu yd C.) Borrow (dirty sand) '140,000 cu yd All interested bidders have shown a special :interest in sand availability since the general borrow material could'be obtained from other phases of the project if an inexpensive borrow source is not located. To help visualize the quantities under consideration, 174,000 cu yds would be made up of an excavation 10 feet deep and an area 700 feet square, with 140,000 cu yds being 10 feet deep and an area 600 feet square. III) SITE INVESTIGATION In July 2005 the St. Croix County Highway Department performed a site investigation study utilizing a backhoe excavator to dig a total of 7 test holes up to 12 feet deep. Representatives of 2 potential bidders were also onsite to witness our test holes and take independent samples. We had initially hoped to find suitable sand in the high area north east of the barn facility, however, all we located in this area was dirty sand which would not meet the specifications for the select borrow and granular backfill materials that the contractors were most interested in. This material would be suitable for the general borrow material and the contractors expressed some interest in it if it was cost effective. QUALITY - EFFICIENCY • PRIDE We then investigated the flat plain areas east and south east of the high spot and found suitable sand that would meet the contractors requirements under 2 feet to 3 feet of topsoil and overburden. A preferred location for obtaining the sand material was identified south of the utility easement (power poles and underground gas line) and adjacent to the new north right -of -way line of Hwy 64. The impact of contractor activities should they decide to acquire both sand and borrow material from the county would be approximately 50 acres. If the contractor was only interested in obtaining sand, the impact would be approximately 30 acres. IV) ROYALTIES A) Generally the per yard royalty for clean sand on Wisconsin D.O.T. projects runs between $.25 and $1.00 per cubic yard depending on the contract quantity, regional availability, and willingness of the landowner to sell. B) Generally the per yard royalty for borrow material runs between $.10 to $.50 per cubic yard depending on the same parameters as listed in item a) above. V) EXISTING LAND USE The land under consideration is primarily leased for farming purposes by John Schottler at an annual lease rate of $52.00 per acre. A small portion of the potentially impacted land is used as pasture by Hendrik Van Dyk as part of the Farm Building Lease Agreement. Any impacted land would be unavailable for agricultural use in 2006. The existing Cropland Lease Agreement between the St. Croix County Department of Health and Human Services and Schottler Dairy Farm expires December 31, 2006. The existing Farm Building Lease Agreement between St. Croix County and Hendrik Van Dyk for $750.00 per month rent apparently expired May 31, 2003. VI) SUMMARY CONCLUSION AND RECOMMENDATION Suitable sand and borrow material has been located on the County Farm Site adjacent to the new north right -of -way line of Highway 64 in adequate quantities for the contract requirements. If St. Croix County decides to provide these materials to the successful bidder, the contractor would be responsible to strip and stockpile the existing topsoil and overburden and grade the borrow areas following excavation of materials to the contours required by the Highway Department and replace the overburden and topsoil, seed, mulch and fertilizer at no expense to the county such that the land could be tillable in 2007. Recommended royalties to be paid to the county by the contractor is in the $.75 per cubic yard range for Select Borrow and Backfill Granular and in the $.30 per cubic yard range for Borrow material.
