MEDICARE ELIGIBLE RETIRED EMPLOYEES TO BEGIN IN 2006

WHEREAS, the St. Croix County Personnel Committee has reviewed health insurance renewal
for 2006; and
WHEREAS, the Committee has considered the effect of Medicare D on Medicare eligible retired
employees; and
WHEREAS, the Committee has considered the effect of the Governmental Accounting
Standards Board rule 45; and
WHEREAS, the Committee has determined that these effects warrant specific considerations in
determining appropriate health insurance premiums for Medicare eligible retired
employees; and
WHEREAS, the Committee recommends to the St. Croix County Board of Supervisors that
Medicare eligible retired employees be placed in a single health insurance group to best
maintain an appropriate health insurance premium determination for these members; and
WHEREAS, because of Medicare D, two plans can be offered eligible retirees, one that covers
both medical and pharmaceutical, and one that covers just medical;
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that a new and
separate health insurance group fund be created comprised of Medicare eligible retired
employees starting January 1, 2006 and that this group have a choice of plans, one
medical and pharmaceutical and one just medical.
