OF WIRELESS 911 CALL EQUIPMENT

WHEREAS, the Federal Communications Commission has promulgated orders regarding
911 emergency services for wireless telephone users; and
WHEREAS, Wisconsin Statutes §146.70(3m) provides for a surcharge to be imposed on
wireless telephone users by wireless service providers to fund the 911 emergency services; and
WHEREAS, a local government that operates a wireless public safety answering point
(PSAP) is eligible for a grant to reimburse the local government for expenditures for hardware
and /or software necessary to receive wireless 911 calls; and
WHEREAS, the Wisconsin Public Service Commission (PSC) established guidelines for
grant requests snaking it clear that: (1) any hardware or software purchased by a local
government operating a PSAP which serves the dual purpose of receiving both land line and
wireless 911 calls would be funded at 50% of total cost; and (2) any hardware or software
purchased for only receiving wireless 911 calls would be funded at 100% of total cost; and
WHEREAS, the PSC has ruled that hardware and/or software, and the maintenance
thereof, used for displaying a map on which the location of a wireless 911 caller would be
displayed will be reimbursed at only 50 %; and
WHEREAS, since this expenditure is necessary only for wireless 911 calls, it would
appear to be eligible for 100% reimbursement; and
WHEREAS, failure by the PSC to fully reimburse for necessary components of wireless
911 calls could seriously jeopardize St. Croix County's ability to provide the necessary
components.
THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that it
objects to the PSC's ruling relating to location maps for wireless 911 calls and calls upon the
PSC to reimburse for the location maps at 100% of the total cost.
