COUNCIL ON AGING AND DISABILTIES MEETING
February 17, 2011
County Board Room, Hudson, WI
CALL TO ORDER: Secretary Lois Burri called the meeting to order at 9:00 a.m. Pledge of Allegiance was
said.
ROLL CALL: Supervisors: Al Schrank, and Sharon Norton - Bauman, Richard Marzolf; Council members:
Vera Grant, Michelle Chevalier, Ramsey Lee and Lois Burri. Also present Administrative Assistant Renea
Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Community Services Coordinator Tracy
Davis; Information & Assistance Specialist Denise Gillen; ADRC Manager Brad Beckman; and HHS Financial
Manager Tonya Kusmirek; Hudson Senior Center Board President Jerry Adams. Excused were Supervisor
Wentz and Council members Sue Nelson, Deb Brennan, and Judy Harrison- Belisle.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made by
Supervisor Schrank; seconded by Supervisor Norton - Bauman; motion carried.
DATE OF NEXT MEETING: Thursday, March 17 in the County Board Room of the St. Croix County
Government Center in Hudson.
1. Monthly Financial Re Dort: Beckman distributed financial information for the ADRC and the Aging
programs as of February 8 representing 2010 revenue and expenses. HHS Financial Manager Kusmirek
reported there are some salary expenses yet to be booked back into 2010 and there are still a few outstanding
bills yet to be billed for Fund 230. Kusmirek reported there may be some money that will go back to the state.
Kusmirek clarified some of the overages on the expenditure side in Fund 230 and Fund 205. The Purchased
Services line in Fund 230 is still being reviewed. The overages in Fund 205 are due to reallocation of expenses
to other programs. Beckman pointed out that both funds are running in the black.
Aging Trust Accounts: The Council members received information on the 3 Aging Trusts — Nutrition Trust,
Transportation Capital Trust, and 85.21 DOT Trust. Kusmirek explained the line items for the three trusts will
not be on the financial reports in the future. The trusts are considered a balance sheet and updates will be done
on a quarterly basis. Beckman informed the Council there are some expenses that are earmarked to come out of
the Trusts — the new range in Deer Park, steam table for Baldwin and the replacement vehicle for Deer Park.
2. Consideration of Claims & Vouchers: Council member Grant reviewed the vouchers. A motion to accept
the vouchers as presented was made by Council member Grant and seconded by Supervisors Schrank &
Marzolf; motion carried. Please see page 4 for a list of vouchers reviewed by Grant. Council member Lee will
review next month's vouchers.
3. Aging Updates: Davis informed the Council that 115 Love Bags of fresh fruit were distributed to Home -
Delivered Meal participants.
• 2011 Aging Unit Assessments Community Services Coordinator Davis provided copies on the Aging
Unit Plan Assessment. Davis summarized the assessment and pointed out some of the goals that were not
yet completed. She also pointed out all the goals and activities that were accomplished. Caregiver
Support Coordinator Abrahamson summarized the National Family Caregiver Support Program (NFCSP)
Assessment. A motion to accept the Aging Unit Self Assessment and NFCSP Assessment was made by
Supervisor Norton - Bauman; seconded by Council member Chevalier; motion carried.
• Vacant Position Request — Nutrition Program Cook Aide for Deer Park Beckman informed the Council
there is currently an opening in Deer Park for a Nutrition Program Cook Aide. Beckman explained the

position assists the Nutrition Program Cook with meal preparation, packing of meals, and clean up of the
kitchen and dining area. The Deer Park Nutrition Site is one of three cooking kitchens and without a
Nutrition Program Cook Aide the meals can not be properly prepared or packed. Not only is Deer Park
responsible for making meals for Deer Park participants, but also meals for New Richmond & Somerset
and DayAway on Tuesdays. A motion to fill the Nutrition Program Cook Aide position was made by
Supervisor Schrank; seconded by Council member Grant; motion carried. A request will be submitted to
Cindy Campbell, County Clerk, to have the position request added to the Administration and County
Board Agenda.
• Caregiver Program Caregiver Support Coordinator Abrahamson informed the Council an independent
contracted employee has been found to oversee the `Living Well with Chronic Conditions' class. The
grant will run until January 2012. Advertisements have been sent out to local newspapers seeking
volunteer leaders.
Support Groups are going very well. There have been a variety of speakers throughout the year and
have been very beneficial.
The Annual Caregiver Conference will be held on Friday, September 16 at WITC in New
Richmond. The speakers have been set and the next step is to firm up the breakout sessions. Save the
date cards will be provided to the Council members at next month's meeting.
Abrahamson mentioned to the Council she has looked into a new $5,000 grant through Greater
Wisconsin Agency on Aging Resources, Inc ( GWAAR). The grant is geared to expand or coordinate a
Caregiver Coalition Abrahamson explained there is currently a regional coalition between St. Croix
County and others when it comes to the Annual Caregiver Conference. The proposal must be submitted
to GWAAR in early March. A motion was made to apply for the grant through GWAAR by Council
member Lee; seconded by Supervisor Marzolf Additional discussion was held regarding staff time
needed to oversee the programming during the duration of the grant period. Abrahamson was hesitant to
apply for the grant, but since it will be a collaborative effort, not all the burden will fall on her. An
amended motion to approve the writing of the grant for the full amount if it is seen beneficial to administer
the grant by the ADRC Manager and Caregiver Support Coordinator was by Supervisor Norton - Bauman;
seconded by Supervisor Schrank, motion carried.
• Interfaith Volunteer Needs Handout Abrahamson provided the Council with the most recent
volunteer needs. She reported five new volunteers signed up last month.
• DayAway Adult Respite Program Update DayAway continues to do well. Two additional
participants have started but there is always room for more participants and volunteers.
• Transportation Program Davis informed the Council she received notice from GWAAR that under the
budget being presented by Governor Walker, funding for transportation could be impacted. More
information will be provided to the Council as it comes into the ADRC.
• Transportation Requests Community Services Coordinator Davis presented a transportation
request from Baldwin Senior Center to Arden Hills in April. A motion to accept the
transportation request was made by Supervisor Schrank, seconded by Council member Lee;
motion carried.
• Purchase of replacement vehicle Davis informed the Council she contacted two local vendors —
Hudson Chrysler and Bernards Chrysler Dodge — to acquire information on the purchase of a
vehicle using the state contract dollar amount. She has a written agreement from Bernards and a
verbal agreement from Hudson Chrysler for the amount of $20,410.00 for a 2010 7 passenger
mini van. The monies would come out the 85.21 Transportation Trust instead of the
Transportation Capital Trust. The Transportation Capital Trust dollars can be used to match a
53.10 Grant. There was discussion on purchasing of an accessible vehicle versus another mini
van. Davis pointed out there are accessible vehicles throughout the county. The issue is not the
lack of accessible vehicles, but the cost of the drivers and coordination of the program. A

motion to purchase a van not to exceed the amount of $21,000 following the county purchasing
policies /process was made by Supervisor Schrank; seconded by Supervisor Marzolf; motion
carried.
• Weekend Transportation Davis explained the weekend transportation program has not been as
successful as all were hoping. Beckman & Davis will be meeting with Denise from Center for
Independent Living in the beginning of March to review the program.
• Senior Center Activities Beckman informed the Council the Senior Center Boards are holding an Easter
Pie Fundraiser — a flyer was given to all the Council members. The Annual Countywide Card
Tournament will begin March 23 in Deer Park. Baldwin, Hammond, and Roberts Senior Center are
planning a trip to a Saints Game sometime in the summer.
WalkAcross St. Croix continues at the Hammond and Roberts Senior Center.
Davis informed the Council many of the Nutrition Sites held Valentine's Day parties and will hosting
St. Patrick's Day parties in March. During the Valentines' Day parties some Nutrition Sites crowned a
King and Queen who will ride in their local town celebration.
• Equipment purchases: Beckman informed the Council the range in Deer Park and the steam table in
Baldwin need to be replaced. There is a possibility the freezer in Woodville will need to be replaced as
well. Beckman stated different vendors were approached for quotes and the ADRC chose the least
expense of the quotes. The range was quoted around $5,000 and the steam table was under $2,000. Both
pieces of equipment will have an additional drop gate delivery charge that will be under $200 a piece.
The dollars to pay for the equipment will be coming out of Nutrition Trust. A motion to accept the
purchase of a new range for Deer Park and steam table for Baldwin not to exceed $8000 was made by
Council member Lee; seconded by Council member Grant; motion carried.
• Hudson Senior Center update: Beckman informed the Council there has been some discussion
surrounding moving the Hudson Senior Center from its current location to a different location in Hudson.
Beckman stated that Christian Community Home has done a great job and there is no pressure from
Christian Community Home to move, but we have outgrown the location. Another option would be to
explore what Christian Community Home could do for the meal program — serve the onsite meals and
pack the home - delivered meals. The Hudson Senior Center Board is looking at more recreational
activities to make the Senior Center more appealing to younger participants. Hudson Senior Board
President Jerry Adams stated he has had discussion with different entities and city council members. The
Hudson Library has been looked at along with other vacant buildings throughout the city.
• AARP Tax Assistance schedule: The 2011 schedule was given to Council.
• Collaboration with city of New Richmond & New Richmond Senior Center: Beckman informed the
Council the New Richmond Senior Center will move in the fall of 2011 along with the DayAway Adult
Day Respite Program. GWAAR will be notified regarding the move.
• Clarification of Preventative/Nutrition Program Coordinator: A motion to table the discussion until next
month's meeting was made by Supervisor Norton - Bauman; seconded by Supervisor Schrank; motion
carried.
6. ADRC updates:
■ Information & Assistance Specialist — Update Information & Assistance Specialist Denise Gillen
reported between January 20, 2011 to February 16, 2011, one referral was made to Community Health
Partnership — Partnership Plan; 4 referrals were made to Community Health Partnership — Family Care
Plan; 3 individual disenrolled from CHP. Six clients have been referred to IRIS with four enrolled and
four disenrolled. There were five nursing home relocation referrals. There were 48 PAC referrals with
18 of them requesting information on the ADRC. The total number of assessments for the month was
twenty -four. One hundred fifty individuals are currently on the waiting list. Gillen reported that IRIS
will now be completing the annual functional screen for IRIS participants.
Gillen informed the Council the I &As attended a Transition Meeting with the schools held in Hudson.

The schools will continue to meet every other month. I &A staff will be available for those meetings.
Kelly Weber and Denise Gillen will be attending the Keys to Success Event in April.
■ Upcoming Events: Health & Wellness Expo April 2nd at WTTC in New Richmond; Volunteer
Appreciation Luncheon is set for April 29 at The Orchard in Baldwin.
