Pledge of Allegiance recited. Meeting called to order by Chair Rebholz at 7:00 p.m. ROLL CALL: 29 present; absent and excused: Supr. Post and Supr. Horne ADMINISTRATIVE COORDINATOR REPORT: Administrative Coordinator Chuck Whiting reported on roof repairs needed at the Baldwin Ag- Center building; the $1,000,000 settlement on the death in the jail of which the county is responsible for $250,000; proceeding with 2010 budget plans and the capital improvement plan; status of the State's budget with many impacts on the Health and Human Services (HHS) area; and Ron Kiesler is coordinating the NACO drug card program with an estimated distribution date of July 1. Whiting noted there is a farewell gathering for Cheryl Slind on May 28 in the County Treasurer's office. PRESENTATION: Recognition of Wisconsin State Title of Future Business Leaders of America (FBLA) in Global Business for Chris Kiesler, Max Kittel and John Peper ( Peper was not present). Supr. Wentz introduced Jarrod Hamdorf a teacher in the New Richmond School District and FBLA supervisor. Hamdorf highlighted the FBLA program and different competitions and tests. Applause. CONSENT AGENDA: Motion by Supr. Borup, 2 nd by Supr. Schrank to adopt the consent agenda approving the April 21, 2009 and April 24, 2009 County Board proceedings; setting the next County Board meeting for June 16, 2009; approving Ordinance 785(2009) for Wilma, Edward and David Schachtner, Town of Somerset, rezoning land from Ag to Ag -Res; approving Ordinance 786(2009) for David and Catherine Schachtner, Town of Somerset, rezoning land from Ag to Ag -Res; approving Ordinance 787(2009) for Schachtner Family Partnership, Town of Somerset, rezoning land from Ag to Ag -Res; no mileage and per diem report to approve. Carried unanimously. APPOINTMENTS: none OLD AND NEW BUSINESS 1. County Treasurer Final Report — Cheryl Slind. County Treasurer Cheryl Slind thanked the County Board for its support. She highlighted accomplishments and technical advances implemented in her office since she took office. Slind reported on software upgrades, increase in credit card payments for taxes and the ag -use penalty process. Slind described her efforts in working out a plan with an individual whose house was about to be taken by tax deed. Slind thanked her staff and tax -time part-time staff, County Clerk staff, IT staff, Finance Department, Building Services, Finance Committee, County Board, the citizens of St. Croix County, and her family for their support. Applause. 2. Public Health Update to County Board Regarding H1N1 Flu. Public Health Supervisor Wendy Kramer reported on the status of the H1N1 Flu. She highlighted the efforts of the Center for Disease Control in providing information and guidance. She noted information has been distributed by email and is updated on the county website. Kramer reported there have been fifteen lab reports in St. Croix County with no positive results at this time and no schools were closed in St. Croix County because of the flu. Most recent report shows there have been 787 confirmed cases of H1N1 in Wisconsin. Wisconsin's case number is higher than Minnesota's because of the surveillance and testing done in May 19, 2009 Page 2 of 4 Wisconsin. Kramer stated pandemics tend to come in waves and this could last a couple years. Kramer stated the most important message to remember is to wash your hands, cover your cough and stay home when ill. 3. Resolution #13(2009) Authorizing Continuation of Self - Insured Worker's Compensation Program. Motion by Supr. Standafer, 2 by Supr. Wentz to approve. Carried unanimously. 4. Resolution #14(2009) Authorizing Application for Grant Funds to Improve the Water Quality of the Willow River Located in the Town of Cylon. Motion by Supr. Ruetz, 2 by Supr. Malick to approve. This resolution authorizes the Land and Water Conservation Department to submit an application under the Targeted Runoff Management Grant program for $126,000 for the animal waste storage structure project relating to Goodrich Farms. Carried unanimously. 5. Resolution #15(2009) Authorizing Application for Grant Funds to Improve the Water Quality of Lake St. Croix Located in the Town of Troy. Motion by Supr. Ruetz, 2nd by Supr. Malick to approve. This resolution authorizes the Land and Water Conservation Department to submit an application under the Targeted Runoff Management Grant program for $52,500 for the ravine stabilization project. Land and Water Conservation Director Bob Heise explained this is a severe erosion site leading to the St. Croix River. Carried unanimously. 6. Review and Acceptance of Goal Setting Report. UW- Extension Resource Agent Pete Kling reviewed the 2008 initiative evaluation. He noted five 2008 initiatives were determined to be complete, ten were maintained and three were revised. Discussion regarding the nursing home initiative. Motion by Supr. Malick, 2 by Supr. Borup to approve. Carried. 7. Resolution #16(2009) Opposing Proposed Changes to Wisconsin's Prevailing Wage Law. Motion by Supr. King, 2nd by Supr. Malick to approve. Carried. 8. Resolution #17(2009) Opposing 2009 State Assembly Bin 149 Proposing Interest Rate Reduction on Tax Delinquent Properties. Motion by Supr. King, 2 by Supr. Standafer to approve. Supr. Hermsen spoke in opposition to this resolution stating the County should not benefit from a person's misfortune and highlighted the number of foreclosures in the last five years in St. Croix County. Supr. Standafer urged passage of the resolution. Carried by a show of hands. 9. Resolution #18(2009) Approving Law Enforcement Services Agreement Between the St. Croix County Sheriff and the Town of Somerset. Motion by Supr. Speer, 2 by Supr. Borup to approve. Supr. Mortensen asked if additional staffing would be necessary. Sheriff Hillstead indicated the Town of Somerset eliminated its constable position and requested additional patrol from the Sheriffs Department. Hillstead noted current part -time officers will fill this request. Carried unanimously. 10. Resolution #19(2009) Authorizing Collaboration with Area Counties and Municipalities with Assistance Provided by the West Central Wisconsin Regional Planning Commission on the Planning Process for Future Multi -Modal Improvements to Current Transportation Corridors; authorizing the Administrative Coordinator to Sign an Intergovernmental Cooperative Agreement to Formalize Such Collaboration. Motion by Supr. King, 2 by Supr. Grant to approve. This resolution provides the St. Croix County Board of Supervisors authorizes collaboration with area counties and municipalities in conjunction with assistance provided by the West Central Wisconsin Regional Planning Commission on the planning process to establish a joint collaborative planning May 19, 2009 Page 3 of 4 team. Highway Commission Tim Ramberg and Whiting provided brief explanations of this process. Carried unanimously. 11. Resolution #20(2009) Approving the New Position of Victim Services Assistant in the Victim/Witness Assistance Program. Motion by Supr. Standafer, 2 nd by Supr. D. Peterson to approve. District Attorney Eric Johnson addressed the need for additional staffing in the Victim/Witness Assistance Program. Johnson explained two grants have been secured to cover costs of a Victim Services Assistant position through 2011 with a projected start date of July 1, 2009. Johnson stated in 2012 he will request this position remain as a county - funded position. Discussion regarding funding. Johnson confirmed there is no county money involved at this time and that grant money is secured through federal sources. Supr. Marzolf questioned the order of approving the position now and the application of the grant next. Corporation Counsel Timmerman indicated the order as it appears is fine since the resolution indicates the position cannot be funded by county sources. Carried. 12. Resolution #21(2009) Authorizing Application for Edward Byrne Memorial Justice Assistance Grant. Motion by Supr. Standafer, 2 nd by Supr. Wentz to approve. This resolution authorizes the District Attorney's office to apply for an Edward Byrne Memorial Justice Assistance Grant in the amount of $25,003. Carried unanimously. Committee and Department Reports: UW- Extension Aizents: Marie Witzel, 4 -H Youth Development Agent and Pete Kling, Resource Agent presented the UW- Extension annual report. Witzel reported on funding for the UW- Extension and Witzel and Kling reviewed programs offered including: Agriculture/Natural Resources Program (Lee Milligan agent); Horticulture Program (Ruth Hilfiker agent); Community Development (Pete Kling agent); Family Living Program (Joan Sprain agent); Wisconsin Nutrition Education Program (Mary Lestrud and Martha Mabis agents); 4 -H Youth Development (Marie Witzel agent). On behalf of the UW- Extension agents, Witzel and Kling thanked the County Board for its support. Applause. Fair Board: Gail Maier, Vice President of the Fair Board indicated the 2009 St. Croix County Fair will be held July 23 through 26 in Glenwood City. This year's theme is "Fun in Your Own Backyard ". Maier reviewed the fair book and highlighted events scheduled for the 2009 Fair noting the schedule is in the fair book and on the website ( www.stcroixcofair.com .). Maier also noted St. Croix County Rodeo events. Total exhibits for 2008 were 5,867 noting an increase in goat and photography exhibits. Maier reviewed Fairplex improvements and fund raising efforts noting a 2009 goal to raise $150,000. Friends of the Fairplex are exploring a Community Block Grant through the Department of Commerce to fund a multi -use building. Maier thanked the County Board and the supervisors serving on the Fair Board — Gene Ruetz, Buzz Marzolf and Alfred Schrank. Maier stated the fair impacts people all over the county and invited supervisors to assist her in judging County Fair signs on July 13 0i . Information Technology: IT Director Tom Boron reviewed IT's mission statement, staffing, county data centers and supported equipment. Boron noted there are approximately 500 county -owned computers. The central help desk recorded and processed over 2800 calls this past year. Boron highlighted data accessibility enhancements, security initiatives, the LYNX notification software and open office. Boron reviewed improvements to disaster recovery and backup programs. Looking forward, Boron noted new products from Microsoft including Windows 7. Applause. Health and Human Services - St. Croix Industries: Director Clark Schroeder stated St. Croix Industries has been in existence for 35 years and invited supervisors to an open house scheduled for October 22, May 19, 2009 Page 4 of 4 2009 from 1 to 7 in New Richmond. Schroeder provided a 15- minute video describing the program with interviews of staff and employees. Schroeder stated the video may be found on the Channel 15 website and also on You Tube. Applause. County Clerk's Report of Correspondence and Rezoning Requests: County Clerk Campbell reported she had no correspondence or rezoning requests to report. Supr. Mortensen reminded everyone Memorial Day is May 25 and encouraged people to attend a memorial service in the county. Announcements: Emergency Medical Services Week — May 17 — 23, 2009 read by Supr.
