Adjourned: 10:30 am Present: Ronald Raymond, Lois Bum, Bill Peavey, Gene Ruetz, Sharon Norton - Bauman, Lee Milligan, Pete Kling, Kimberly Reaman, Joan Sprain, and Summer Assistants, Heather Pederson and Jenelle Laska. The meeting was called to order by Chairman Ron Raymond. Date of next meeting was set for September 4, 2007 Reutz moved that the agenda be adopted as presented. Burn seconded the motion. Motion carried. Reutz moved that the previous meeting's minutes be approved. Peavey seconded the motion. Motion carried. Burri moved that the vouchers be approved. Norton -Bauman seconded the motion. Motion carried. Administrative Report Federal Budget —no report. State Budget — It will be months before the state budget is ready. County Budget: • Reaman discussed the 2008 budget that will be proposed. It's incomplete at this time because the line items entered by Finance have not been finished. • Meeting to review the completed proposed budget will be August 23, 9 am. WACEC — no report Personnel — no report Strategic Planning — This fall we have an opportunity to gather input regarding important issues UW Extension should address. UW Extension values the input from county board members and is expecting us to involve the St. Croix Co. Board in this process. Staff will be interviewing a number of county board members to gather their thoughts on important county issues. Staff will also use other methods to gather information from county residents. All will be compiled and submitted to the district by December 31 1 Other Administrative Items: • Chancellors visit — Sprain thanked all members who joined the staff at the fair to meet with the Chancellor. It's the first county fair he has attended. He would like to return again next year. HCE members, 4 -H Leaders, Fair Board staff, Public Health staff all meet informally to share information regarding Extension. Direct feedback from the chancellor was very positive and he thought we were "wonderful." He had not fully realized the important role UW Extension played in the implementation of county fairs. He was especially impressed with the educational nature of 4 -H judging. 4 -11 Youth Development Report County Fair — The fair went very well. Final exhibit reports are not available yet. The state legislature has restored $100,000 for state aid to county fair premiums for the Junior Fair. Fair evaluation meeting is August 21. 4 -11 Summer Assistant Reports — Heather and Jenelle reported on their responsibilities in July and the events they are leading in August. Area Animal Science Days — There event was very successful with 300 participants from throughout the western part of the state. Judging was conducted in dairy, livestock (beef, sheep, swine and retail meats) and horse. Additional hands -on workshops were conducted with llama and goats. Family Living Agent's Report Drug Court- Sprain will be providing financial management counseling to Drug Court participants starting in September. Strengthening Families - 10 -14 sessions will be offered in Somerset and Hudson this fall. Sprain recently reviewed the Memorandum of Understanding with the HCE Board to help clarify UW Extension's role with HCE clubs. Ag Agent's Report Farm City Day will be hosted by Bill and Opal Haase located north of Somerset on August 11. Milligan coordinates the educational tours. Kling and Milligan are developing a water quality and management education program with the Town of Stanton. There are some concerns about the increased amount of irrigation systems and its effect on the water table. 2 The crops are suffering from lack of moisture. Milligan is meeting with the Farm Service Agency to discuss the potential of applying for a declaration of disaster in St. Croix County. Resource Agent's Report Kling gave an update on the bio- energy grant and stated that four bio - energy roundtable discussions are scheduled for this fall and early winter. Roundtable #1 scheduled for September in Chippewa/Eau Claire will focus on bio- energy developers and regulators, #2 is scheduled for October in Spooner will focus on woody biomass, #3 is scheduled for mid - October in Pierce County and will focus on woody biomass, and #4 is scheduled for December in St. Croix County and will focus on agriculturally produced biomass. A bio - energy workshop is scheduled for October 23 -25 in Wisconsin Dells and a bio- energy tour is being planned later this fall to Iowa to learn more about community -scale bio- energy facilities in order to better determine what technology could be applied here in Western Wisconsin.
