Present: Ronald Raymond, Lois Burri (excused), Bill Peavey, Gene Ruetz, Sharon Norton - Bauman,
Pete Kling, Kimberly Reaman, Joan Sprain, Mary Lestrud, and guest, Bill Rubin
The meeting was called to order by Chairman Raymond.
Date of next meeting was set for April 3, 2007.
Ruetz moved that the agenda be adopted as presented. Peavey seconded the motion. Motion carried.
Peavey moved that the previous meeting's minutes be approved. Norton -Bauman seconded the
motion. Motion carried.
Norton -Bauman moved that the vouchers be approved. Ruetz seconded the motion.

Federal Budget —no report.

WACEC
Sprain reported that the WACEC State Convention will be held March 26 27 & 28 in Madison.
The conference would include visits to legislators or staff. She has contacted their staff to set up visits.
Burri has volunteered to attend but due to surgery may not be available. Supervisor Peavey moved to
have Sprain attend even if no committee members were attending. Discussion also included a decision
to invite Representative John Murtha and Representative Kitty Rhoades attend a future Ag and
Extension Committee meeting.

Resource Agent Report
Bill Rubin, executive director of the St. Croix County Economic Development Corporation, gave a
report on the 2007 Legislative Days trip. Forty leaders from St. Croix, Polk, and Pierce counties
participated in the second annual event in Madison on February 13 -14. Issues were grouped into three
categories- economic development, transportation, and education. Leaders were organized into 10
teams that met with legislators or staff during the two day event. Legislators as well as the Governor
recognize the significance of the St. Croix Valley. Governor Doyle addressed the group during lunch
on February 13 saying that "The St. Croix Valley is the most rapidly growing, vital part of the state
and is at the center of what we are trying to accomplish with economic development in Wisconsin."
Family Living Agent Report
Sprain reported on a new program opportunity to strengthen the workforce by helping college students
complete four -year degrees. Nationally, only 40% of college freshman finish. Research shows that
engaging in risky behavior as a way to deal with stress is one of the major reasons students drop out.
The focus of the educational effort is to help parents and high school students understand the stressors
of the college transition and how to create a safety net to preserve and strengthen mental health. This
spring the program is in the pilot stage and will be offered in River Falls with plans to implement it
throughout St. Croix Co. next fall.
4 -H Youth Development Report
County 4 -H Web Site Demonstration — Reaman shared the work that has been done on the St. Croix
County 4 -H Web Site. The basic structure of the web site was created by a 4 -H volunteer who
continues to help update and maintain the site. The University has a UWEX web site for each county
but it is only accessible to University employees. As a result of the University restrictions and the
value of involving volunteers and youth in the web site design, Reaman has worked with the 4 -H
Leaders' Council to financially support the St. Croix County 4 -H Web Site rather than the UWEX
Web Site. The web site address is: www.stcroixcounty4 -h.org
Potential Science and Technology Programs — Reaman participated in a state 4 -H work team
meeting to discuss how to effectively reinforce science and technology in existing 4 -H project work.
There is also potential to expand the natural resources project work to include GPS /GIS technology.
NELD Report — Reaman thanked the committee for allowing her to participate in the National
Extension Leadership Development Program. The first session was in January and focused on
individual leadership traits and how they impact the productivity of a team. The Leadership Practices
Inventory, developed by Kouzes and Posner, was used to assess strengths and weaknesses. The next
session will be in April and will focus on high performing teams.
