Voice Recorder Project Update I ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 12/5/2007 10:30 AM MINUTES — OFFICIAL Emergency Management and Communications Committee DECEMBER 11, 2007 PRESENT: Chuck Mehls, Buck Malick, Julie Speer, Denise Gunderson - County Board; Casey Swetlik - Emergency Communications; Jack Colvard — Emergency Management; Craig Nelson — EMS Rep.; Larry Peterson — St. Croix Valley American Red Cross; Chris Straight — West Central WI Regional Planning Commission; Jeff Vogt — Roberts /Warren Fire & Rescue; Geralyn Karl — Public Health. Excused: C. Sortedahl, Doug Briggs, Jon Aubart. John Borup Chairman Mehls called the meeting to order at 9:03 a.m. The 11 -15 -2007 Minutes were approved on a Malick/Gunderson MOTION. DATE OF NEXT MEETING: JANUARY 16, 2007 @9:00 a.m. LOCATION: St. Croix County Government Center, ROOM #1281 EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriff s Dept. — Not in attendance B. Municipal Law Enforcement — Not in attendance C. Fire Services — Not in attendance D. EMS Services — Nothing E. Public Health — Karl informed that Public Health has a new Preparedness website. Karl informed that a few members from Public Health have "GETS" cards which enables and insures that they can have communication either cell phone or landline in the mist of a disaster situation. There is no cost to have this feature; you only pay for it when you use it. Karl will bring more information on this subject to the next Committee meeting. Karl informed that a Pandemic Flu Exercise will be held in April of 2008. This will be an internal exercise through the Western Region Consortium. Karl mentioned that through the World Health Organization, there are 300 cases of Avian Flu — no human to human cases. PDM GRANT RESOLUTION A Resolution was received from Corporation Counsel. A Gunderson/Speer MOTION was made to accept the Resolution. It was signed by Committee members present. The Resolution along with the Summary will be provided to the County Clerk for submittance to County Board at their Dec. 18 meeting. Colvard informed that this Grant study will have no cost to the County. MOBILE HOME INFORMATION Planning and Zoning representatives were not able to attend this meeting. Planning and Zoning will be invited to January's meeting. This item is tabled until then. Straight informed the Committee that Mr. Swaziek from the State Commerce Dept. would like to know if mobile homes and tie -downs are a concern. Straight will invite Mr. Swaziek to speak at a tentative March 12 Planning & Zoning/Emergency Management/Communications Committee Mtg. Malick will put a request to UWRF for research on mobile home disaster history. Colvard will compose a Resolution to be submitted to Corporation Counsel, and this will be presented to the County Board for adoption and then submitted to the State legislature. Mehls wrote a letter to Senator Kohl and Representative Kind supporting the concept of an alert warning monitor being installed in mobile homes at the time of manufacture. IPC CONTRACT SETTLEMENT PROPOSAL Swetlik explained the IPC Radio Console proposal. This proposal has been accepted by IPC. A Malick/Speer MOTION was made to accept this proposal. The Committee would like to make certain that it is noted that Don Gillen's assistance /availability in this matter is greatly appreciated. WARNING SIREN PROJECT UPDATE Swetlik will compose a survey for interest in conversion to Comm. Ctr. and cost of conversion based upon all towns /villages /cities wanting to convert to the siren warning system in Comm. Ctr. This information will be provided at the next Committee meeting. Swetlik will invite an American Signal representative to the next meeting also. AMERICAN RED CROSS SHELTER UPDATES Mr. Peterson reported that there have been no changes to the Shelter listing and the agreements will be completed by mid January. The merchant shelter listing is complete. He will provide Emergency Management with an updated Shelter Listing for the next Committee meeting. BALDWIN AG. CTR. PHONE SYSTEM Swetlik reported that the Federal Government owns the telephone system at the Baldwin Ag. Ctr., and the County own the Voice Mail system. Each year the County pays $5,168 for the use of this telephone system. Discussion concluded not to enter into this service for the year 2009 and instead expand the system. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Colvard reported that the Governor's Conference on Emergency Management will be held on April 7 -9, 2008 in Appleton. Colvard explained that the County approached River Falls with an Exercise agenda and participation. In the end, the County was left out of the development of the Exercise. C. Olson evaluated the exercise and the written evaluation was available for members to view. Colvard gave a handout on Ice Storm History in Wisconsin. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Swetlik reported, along with a handout that his 2007 budget looks on schedule. The Voice Recorder Project will be installed next week. With the New Richmond telephone project, this resulted in the Government Center getting a new telephone system and voicemail system also. Gunderson asked about the status of the Maps through Planning and Zoning. Nelson explained that they are using the Blue Books. The Committee wants it noted that Fire/EMS lack adequate locator maps and those agencies have resorted to using the blue maps dated 2005. The Sheriff's Dept. and Dispatch have been very helpful getting the responders to the right spot. The meeting adjourned at 11:35 a.m. Respectfully submitted, Emergency Mgmt. Administrative Secretary
