Emergency Management and Communications Committee
April 11, 2007
PRESENT: Chuck Mehls, Buck Malick, Julie Speer, John Borup, Denise Gunderson, - County Board;
Gary Kollman - Emergency Communications; John Shilts — Sheriff's Office; Jim Vanderwyst — Fire
Rep.; Doug Briggs — Police Rep.; Kristen Anderson — Sheriff s Office; Walt Lang and Gale Sorum — Ham

Chairman Mehls called the meeting to order at 9:04 a.m.
The 3 -5 -07 and 3 -21 -07 Minutes were approved on a Malick/Borup MOTION.
Today's Agenda was approved on a Speer /Gunderson MOTION.

EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES
A. Sheriff s Dept. — Shilts advised of the Squad Room Feedback with radio operation. Hopefully
this will cease once the new radio holders are received; if not, the bay station will need to be used.
B. Municipal Law Enforcement — Briggs informed that he attended the MN Chiefs meeting and
learned that an OSHA complaint was filed by the Fargo/Moorhead area. The county and municipal
law enforcement personnel purchased interoperability equipment but failed to purchase for the State
Patrol personnel which nullified their mutual aid agreement by creating unsafe working conditions.

Communications Director's Report

EMERALD TOWER USE
Sorum and Lang, two Ham Radio Operators, explained that they would like to use the Emerald Tower as
a link for clearer transmission of interoperability communication from the National Weather Service in
Chanhassen, MN (to the Emerald Tower) and then to Holcomb, WI. A Borup /Speer MOTION was made
that a written proposal be submitted to the Committee. It will then be reviewed by Corp. Counsel and
voted on at the next Committee meeting. All Committee members are in favor of this proposal. Kollman
issued permission for them to look at the site today.
PDM GRANT UPDATE
Chris Straight gave a handout concerning the All Hazards Mitigation Plan progress. He advised he will
be attending the May, June, and July Committee meetings. A couple hazard concerns are tie -downs for
mobile homes and slab -on -grade housing units. A Feasibility Survey will be presented to the Committee
in May. This Survey will need to be sent back by May 25 The Mitigation Plan Draft will be sent to
Wisconsin Emergency Management (WEM) by 7- 17 -07. The Final Mitigation Plan will be submitted to
WEM in December, 2007.
DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS
Kollman informed that the Ag. Ctr. Voice Mail system has been installed and is working satisfactorily.
Satellite Telephone — Kollman tested satellite telephone sites through the Comm. Van. Only one hospital
did not answer. Rassbach will install necessary equipment for operation.
Cellular E911 Project — Kollman is awaiting a bill from AT &T so he can be reimbursed through the
Grant. To the best of his knowledge, there is one carrier left that needs to pass the second phase, but this
is a continuing project because of carriers and mergers, etc.

• Radio Consoles — Kollman is still withholding the remainder of the purchase contract because the system
is not working according to specs. They have turned the issue over to their legal counsel to determine if
they are responsible for these issues. A Malick/Borup MOTION was made to put the Contractor on
Notice that they are in default and that the remaining money will be used to hire persons of our choice to
complete the job as per our specs.
Kollman explained the situation of the Repeater Channel. Kollman has one estimate already and the other
will come from St. Paul Radio. A Gunderson/Borup MOTION was made for Kollman to get a second
estimate and the award will go to the low estimator. This project will be passed to Kollman's successor.
Rechanneling Project — Kollman explained that 539 radios have been rechanneled and this portion will be
reimbursed by OJA. He is not able to close this project out completely because there is a training
requirement which is a condition. Kollman is in the process of hiring a firm to give the training which
will be accredited for each emergency responder team. The deadline for completion of this grant is
August 31, 2007.
Master Logger — Kollman explained that this is a 32 channel recorder. It records all incoming and
outgoing telephone and radio communication. It is used by law enforcement, district attorneys, defense
attorneys, and the Comm.Center. It is a permanent log. Kollman explained the functional problem and
alternatives to the Committee. A MalickBorup MOTION was made to commit approximately $2,000 to
replace the two drives. This item will also be put into the 2008 COP.
Discussion of Emergency Communications Director's Retirement - A Speer/Malick MOTION was made
to appoint Casey Swetlik as the Interim Communications Director.
DIRECTOR'S REPORT — EMERGENCY MANAGEMENT
Colvard was excused. Mehls reported that the Power Outage Exercise with River Falls and Utility
companies will take place in September, 2007. A date will be determined.
The deadline for CERT Training applications has been extended to May 1, 2007.
The newly elected Village Officials will be contacted to see if an interest in having a HazMat Exercise.
DISCUSSION OF EMERGENCY COMMUNICATIONS DIRECTOR'S RETIREMENT
On April 23, 2007 at 9:00 a.m. an EM/C Committee Mtg. will be held for the purpose of conducting
interviews for the Emergency Communications Director's position.
Speer addressed the topic of MDCs (Mobile Data Computers). Kollman explained the system. It is a
laptop in a squad that can process motor vehicle checks and driver license checks without the dispatch
dept. assistance. You also need the support of either a Base Station (Radio base) or Cellular Service.
Briggs informed that his department has three MDCs along with Internet access. Example of Operation:
Officer composes a citation, a printer is also in squad to perform printout of citation for suspect, once the
squad arrives off his/her shift, he /she may download data to an in -house data computer, which distributes
information to the clerk of court, which issues a court docket. The State's goal is to eventually go
paperless. Once officer enters incident information, it goes to each site that it needs to without the manual
data entry. One problem will be to build a Record Management System with all the different computer
companies and their systems.
