Chairman Mehls called the meeting to order at 9:00 a.m. The 4/11/07 Minutes were approved on a SpeerBorup MOTION; the 4/23/07 Minutes were approved on a Speer / Mehls MOTION. DATE OF NEXT MEETING: JUNE 14, 2007 @ 9:00 a.m., Government Center, Community Room EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriff's Dept. — No concerns. Four more MDCs have been purchased through a grant. B. Municipal Law Enforcement — Nothing C. Fire Services — A Repeater is on its way. D. EMS Services —Nothing E. Public Health — Excused NEW NIMS REQUIREMENTS Each municipality (Villages and Cities) needs to complete a 07 NIMS Compliant form in order to be eligible for preparedness grants. A MalickBorup MOTION was made to have the Municipal Deputy Emergency Management Director for those municipalities that have them be the point of contact for compiling of these forms. For the municipalities that do not have a Municipal Deputy EM Director, Jack Colvard will be the point of contact. RIVER FALLS EMS /FD DISPATCHING Much discussion was held concerning St. Croix County Communications to dispatch for River Falls EMS/FD, and possibly the Police Dept. A Malick/Speer MOTION was made to continue to explore the possibilities to take a tentative position on dispatching of these agencies. The Committee will await a proposal letter from Fire /EMS. Swetlik will compile a cost estimate for his department for personnel, equipment, mapping, etc., to provide these services. VOICE LOGGER RECORDER Swetlik explained the options for the replacement of this recorder. Tom Boron was able to locate a replacement for one of the failed drives. Discussion concerning continuing to invest money into a system that essentially is a computer that operates 24X7 for the last five years. Discussion related to different options, one of which involves eliminating the dual recording drives and implementing a data storage approach using a 50OGB hard drive storage device through a network connection to I.T. This will allow for a replacement of the recorder with one that doesn't have external drives as well as providing for one style of storage media indefinitely. A Malick/Gunderson MOTION was made to purchase an upgrade for this function. It requires a one time upload license which is transferable to a new recorder. The price for the Hard Drive and the License will be $2,027. PDM GRANT UPDATE . Chris Straight explained his major findings in a handout. Each Committee member needs to complete a Potential Strategies Survey and return it by 5- 31 -07. This will be applied to In -Kind grant amounts for the County. Races /Ares Representatives — Mr. Greub stated that Races /Ares members are willing to participate in upcoming table -top exercises. He reported that this group has two repeaters in County; the eastern part of St. Croix County and Pierce County are two areas that are uncovered for communications. Mr. Greub reported that the Hudson Hospital and River Falls Hospital participated in a Hospital Equipment Grant for Races Operations. The antennas at these two hospitals are ready to operate. Mr. Greub stated the Baldwin Hospital and New Richmond Hospital did not take part in initiating and operation with Races /Ares members through a grant. Mr. Greub will approach these two hospitals and see if they would like to sponsor such an exercise. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Swetlik reported that the Fire Bases conversion to Repeaters is in progress. The duplexers have been removed and sent to a company in Virginia for analysis. They are expected to have them two weeks and they will be reinstalled immediately following their return. The reinstallation and final cut -over from simplex to a repeater is expected to last a week. ASSISTANT EMERGENCY COMMUNICATIONS DIRECTOR'S POSITION Discussion was held pertaining the advertising of this position. Swetlik will work with Human Resources and advertise the position within and also outside. Swetlik reported that Corporation Counsel, IPC, and Swetlik are still negotiating the contract situation for the radio consoles. Swetlik reported that on May 24, 2007, a new T -1 telephone line will be installed, after business hours, which will enable the telephone system at the government center to have usage of more telephone lines and address the problem of static which has continued to plague the old T -1. This upgrade is part of a new contract with AT &T and results in no additional charge to St. Croix County. Provisions are being made with the Clerk of Court's office for juror call -in during this conversion which will result in a phone outage of 1 -2 hours. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Colvard explained the first half of the Plan of Work; handout given. Another handout that Colvard explained is the different grant awards and status. MAPPING EMS, Fire, and River Falls Fire will review the County -Wide map and make necessary changes before each District and County -Wide map are printed for purchasing. Some sort of documentation needs to be composed stating each agency has reviewed their district map and have made changes so Emergency Communications can make necessary changes in their file. Mapping will be reviewed annually. OUTDOOR WARNING SIRENS Mehls is concerned about Siren Coverage in the County. Does each siren have battery backup? Is the siren tested each month? Colvard explained that each municipal emergency operations plan should have this information included showing location of siren and coverage area. Another concern is dispatching within a mobile home park. Mehls would like to see each mobile home park identified with street names and lot numbers. Swetlik has a dispatch file that is a map showing trailer lot assignments and roads for all the trailer courts in the County. This project was done in 2000 with the cooperation of the Sheriff's Department. Capt. Shilts advised that these maps are also available for his deputies and investigators. Swetlik will bring to the next Committee meeting. UPDATE ON CERT GRANT Mehls commented that he is awaiting an answer. EMERALD TOWER Mr. Walt Lang has submitted a MOU for review.
