Chairman Mehls called the meeting to order at 9:00 a.m.
The 5/9/07 Minutes were approved on a Malick/Borup MOTION.

EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES
A. Sheriff's Dept. —Nothing
B. Municipal Law Enforcement — Nothing
C. Fire Services — Not in Attendance
D. EMS Services — The boundaries on the County map are still being reviewed. Nelson will
bring the reviewed map to the next Committee meeting.
E. Public Health — Karl reported that a Functional Communications Exercise was held on May 8.
An After- Action Report was given to Committee.
PDM GRANT UPDATE
Chris Straight handed out the Initial Rough Draft of the All Hazards Mitigation Plan. The Committee
needs to review and give concerns /changes at the next Committee meeting. Once the Plan is complete, it
will be brought for discussion at a Public Information Meeting then forwarded to WI Emergency
Management for their approval, and then back to County for adoption.
SIREN SURVEY
Mehls brought up this concern. Is there a way for the County to know if all sirens within a community
are working and does each siren have battery backup? Briggs will bring this concern to the next Chief's
meeting; Swetlik will compile a list. This item will be again addressed at next month's EM/C Committee
meeting.
POWER OUTAGE TT EXERCISE
Nothing to report. The City of River Falls (J. Aubart) and the UW will be scheduling a meeting in August
or September to discuss this exercise.
HAZMAT TT EXERCISE
A Table -Top Exercise will be set up involving Jonquist Family Kitchen and Baldwin EMS sometime in
September.
COMMUNICATIONS EXERCISE
This will be a County -Wide Functional Exercise for sometime in September. The scenario hasn't been
determined at this time.
STATUS OF SATELLITE PHONES
All four hospitals have been tested. Swetlik will provide satellite phone numbers. Swetlik explained that
the County has entered into a new contract for satellite phones; the plan is Unlimited Loyalty which is a
five -year plan. Prior to the new contract the cost for service was $809 /yr with 1800 minutes of call time.
The new contract will give us unlimited calling, cost $750 for the first year, $500 each for years 2 -3 and
$200 each for years 4 and 5.
EMERALD TOWER
Corporation Counsel has reviewed the MOU submitted by Mr. Walt Lang. It is Corporation Counsel's
opinion that this MOU does not cover the liability issues and would not release the County from
negligence completely. Mr. Lang will give Gillen a different WI County contract for example purposes if
that avenue is pursued; this contract might better address each party's expectations, liability, term of
contract, equipment. Swetlik explained that Emergency Communications has no intention of using this
tower. Gillen's suggestion was being the County has no intent to use this property /equipment, get a
certified appraisal on the property and then pursue on issue either to contract with Mr. Lang or sell the
property. A Borup /Speer MOTION was made to order a certified appraisal on this property.
A special EM/C Committee meeting is scheduled for 6 -19 -07 at 5:30 p.m. (prior to County Board) to
revisit this subject matter and how to proceed.
MOBILE HOME PARKS SURVEY
Emergency Communications has mobile home park maps which aids the dispatching of responders.
C.O.P. — EMERGENCY COMMUNICATIONS
Line Item #2 should be corrected to read Year: 2009 for Replacement of Radio Base Stations (1/2 of
Project). A Malick/Borup MOTION was made to adopt this C.O.P. for Emergency Communications.
COMMUNICATION CENTER EXPANSION
Swetlik mentioned this subject matter will be up for discussion at a later date.
DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS
River Falls Dispatching - B. Schwalen and J. Rixmann have requested to meet with the Sheriff. They
soon will meet with the River Falls Police Chief to get his feedback.
Fire Base Repeater Project — The EMS/Fire base conversion project is at the re- installation of the
duplexers. All agencies have been updated as to the timeline. It is our hope that the conversion process
will be completed by the end of next week.
IPC Radio Console Project —The Glenwood City weather siren problems have been resolved and both
sirens are fully functional. A Specialist from Arizona will be dealing with the radio consoles and IPC has
turned over all aspects of project management to the Communications Center while still being legally
responsible for invoices incurred as we attempt to resolve our remaining problems. We have been
working with Corporation Counsel throughout this project to assure the County's best interests will still
be met.
Mercom - Audiolog Recorder — The upload license has been installed ad the recorder is now working as
well as can be expected. A replacement has been placed on the Capital Outlay and scheduled for nest
year.
Swetlik mentioned he will have another vacancy in his department. Steve Germanson has been a
Telecommunicator for St. Croix County for over five years. He came to us as a laid off 9 -11 pilot and has
now been recalled. Swetlik praised Germanson for his dedication to the County and noted that in five
years of service, Germanson had not called in sick once. He will be missed.
Swetlik advised that an AT &T contract signed in October of 2006 was never implemented. Since then the
Comm. Ctr. has been paying a higher rate for phone services. AT & T will uphold the contract and
provide a credit of approximately $38,000. St. Croix County will then enter into a different contract with
AT & T. Swetlik reminded the Committee of the Baldwin Voice Mail Project which wasn't budgeted for
however taken out of the phone account. Swetlik has been keeping finance in the loop and will advise
when a credit confirmation to the account has been received.
DIRECTOR'S REPORT — EMERGENCY MANAGEMENT
Colvard explained that the OJA Interoperability Round 2 Grant and OJA Training Grants have been
closed out. There is an OJA Interoperability Round 3 Grant available; each entity needs to make pre -
application to OJA.
