ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 1/30/2007 8:47 AM MINUTES — OFFICIAL Emergency Management and Communications Committee February 1, 2007 PRESENT: Chuck Mehls, Buck Malick (9:25 a.m.), Julie Speer, John Borup, Denise Gunderson, - County Board; Jack Colvard — Emergency Management; Gary Kollman, Casey Swetlik - Emergency Communications; Craig Nelson - EMS Rep.; Doug Briggs — Somerset Police Chief, Charlotte Sortedahl — Public Health Dept.; Bob Klanderman, Jeff Klatt — Sheriff's Office; Lori Scheder — Salvation Army; Anne McNamara — Red Cross; Chris Straight — West Central WI Regional Planning Comm. Chairman Mehls called the meeting to order at 9:05 a.m. A Gunderson/Borup MOTION was made to approve the Agenda. The Minutes of 12/21/06 were approved on a Speer /Gunderson MOTION. DATE OF NEXT MEETING: MARCH 1, 2007 @ 9:00 a.m., Government Center, Community Room EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriff's Dept. - The price of Pictometry is down to half its original cost. If any department is interested, it may be a joint venture. An alternate company is the Cedar Corp. Also, Briggs brought up a program that is free; it is called Google Earth. Mehls will follow up with B. Budrow on the mapping issue. B. Municipal Law Enforcement - Briggs reported that computers are in squads that allow paperwork to go directly to State thus creating a paperless trail. A user group is being set up. Briggs commented that he and other Chiefs are happy to see the Comm. Ctr. Attending Police Chief's meetings. C. Fire Services — Not in Attendance D. EMS Services —The Village of Woodville and Village of Baldwin have merged EMS depts. Its name is Baldwin Ambulance. The EMS Radio Programming is complete. Nelson also inquired about the mapping issue. E. Public Health — Sortedahl went to a Borders Meeting. At these meetings, they will set up the Tier System for the dispensing of medication. Currently, the Center for Ethics is discussing issues concerning setting up the Tier System. PRE- DISASTER MITIGATION GRANT UPDATE Chris Straight gave a handout updating the County's All Hazards Mitigation Plan. He stated things are proceeding well. He wants Committee to view handout and address any concerns at a future meeting. REVIEW OF TIER 1 EMERGENCY RESPONDER TOTALS Sortedahl explained that there was an underestimation of number totals between the State and the Center for Disease Control. Sortedahl explained that the EM Admin. Secretary is in the process of compiling numbers from the emergency responders throughout the County. AG. CENTER VOICE MAIL Kollman informed that the Voicemail system at the Ag. Center crashed. The County is responsible for the voice mail system. Kollman did research on replacing the hard drive. He felt purchasing a new hard drive was the best way to go and for the benefit of the County, and therefore called Speer, Vice Chair of this Committee and explained the situation. Speer gave the go ahead to purchase this new piece of equipment. Kollman signed a contract and the equipment is being installed. Kollman will bring the item cost to the Finance Committee. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS The Radio Console Project will be completed the middle of this month. The Cellular E911 Project is nearly finished. Many providers have tested both Phase 1 and Phase 2 with St. Croix County. Phase 1 calls show the location of only the cell tower and sector which receives the call. Since the area of coverage for each sector radiates in a pie shaped manner, the actual location of the caller could be a few feet to a few miles from the tower. Phase 2 calls show the location of the caller with far greater precision. Kollman will send out letters to each provider which has not yet provided Phase 2. Kollman also stated the FCC monitors which providers implemented Phase 2. The rechannelling project is half done; it is behind schedule. There are a lot of issues to work out. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT The tentative date for the Pierce /St. Croix Power Outage Exercise is in September. Colvard gave handouts pertaining to the Barron County Mortuary Services Plan and the Special Needs Population Plan; he would like the Committee to review and discuss at a future meeting. Swetlik explained that he felt the Mortuary Service businesses would like to remain independent. Swetlik does have a plan in place to deal with mass body counts. A Damage Assessment Class will be taught by the State on February 28, 2007 at 1:00 p.m. at the St. Croix County Government Center, County Board Room. Malick and Gunderson expressed that they will attend. Any one may attend from this Committee. An invite was sent to all municipalities and Deputy EM Directors within the County. Colvard gave a handout for information pertaining to 2006 WI Weather Extremes and Emergencies from Wisconsin Emergency Management. Another handout from the State pertains to Severe Weather Warnings. In October, 2007, NOAA will issue all warnings in terms of familiar highways, mile markers, rivers, and even public gathering spots, RATHER than only by Counties. Colvard informed the Committee that OJA has approved two grant applications periods for 2007 CERT grants. ARES/RACES have received a grant to improve emergency communications for hospitals throughout WI. ID BADGES FOR COUNTY BOARD MEMBERS The Personnel Dept. will be available to take pictures during a County Board meeting. EM/C Committee endorses this subject. This item will be put on the County Board Agenda. A Speer /Gunderson MOTION was made to have ID Tags for the County Supervisors. PUBLIC HEALTH NURSE/MEDICAL EXAMINER REGARDING FENTANYL Sortedahl explained that Fentanyl is a prescription drug to control chronic pain in the form of a patch. When people receive this prescription from their doctor or pharmacist, the effects and safe handling of the drug is explained. Sortedahl and Swetlik explained that the labeling on the prescription should be rewritten to explain the patch when heat is added. Sortedahl would like to, through Health and Human Services, publish an article on Safe Medication Handling, which would reach the elderly population through the office on Aging. Swetlik has had deaths related to this drug, be it people taking someone else's prescription, taking it incorrectly, or usage with other drugs. Swetlik and Sortedahl have and are talking about this subject. Swetlik believes it is a growing concern. Swetlik will bring this subject matter to the County Board. MAUI COUNTY, HAWAII AND ST. CROIX COUNTY'S EMERGENCY PLANNING Mehls, while on vacation in Hawaii, met with the EM Director of Maui County. Mehls gave a handout that shows the comparisons of each county. CLOSED SESSION At 11:48 a.m., Buck Malick was excused. A MOTION was made by Gunderson/Borup to go into Closed Session. A Roll Call Vote was Yes by Gunderson, Speer, Borup, and Mehls. Kollman was called in at 12:30 p.m. A MOTION to come out of a Closed Session was made by Borup /Speer.
