ROLL CALL: Supervisor John Mortensen, Supervisor Gerald Peterson, Supervisor Charles Grant, Councilmember Judy Harrison, Councilmember Pat Shilts, Councilmember Inge Bleier, Councilmember Jeanette O'Connell, Councilmember Vince Tubman, Councilmember Olive Terpstra, Councilmember Sue Nelson and Councilmember Bette Norman. Also present were: Department on Aging Director Kjersti L.O. Duncan, Community Outreach Specialist Tracy Davis, Administrative Assistant Renea Aeschliman, Department on Aging Intern Stephen Anunson, Nutrition Program Managers: Sallie Dull, Donna Lamson, Jan Thompson, Sheila DeRosier, Faye Simone, Bettie Anderson, Vivian Kemling, and Julie Hillstead. Excused was Councilmember Al Schrank. ACTION OF PREVIOUS MINUTES: A motion to approve the previous month's minutes was made by Supervisor Grant and seconded by Supervisor Mortensen; motion carried. DATE OF NEXT MEETING: The next meeting will be held on Thursday, JULY 12, 2007. 1. Introductions: Director Duncan welcomed the new Council members Vince Tubman — Hammond, Sue Nelson — Woodville, Olive Terpstra — Baldwin; as well as Shelia DeRosier, Somerset Nutrition Program Manager and Stephen Anunson, Summer Student Intern. Introductions were made by each Council member and Nutrition Program Manager; each person was also asked to state who he /she felt was an influential older adult. 2. Old Business: Long Term Care Reform/ADRC Development Update: Director Duncan informed the council the county continues to move forward. Director Duncan has been meeting with Fred Johnson, St. Croix County Health and Human Services Director, as well as the members of the eight - county consortium. Director Duncan summarized Long Term Care Reform for the new council members. The only entitlement provided to persons on Medicaid is nursing home care. Across the nation, states are looking at ways of reforming the system to allow for more home -based care. In St. Croix County, waitlists for community based care are currently 3 years for older adults and 8 years for younger persons with disabilities. Care Management Organizations (CMO) will help eliminate the wait list for those in need of services. Reform also includes the formation of Aging and Disability Resource Centers (ADRC): "one- stop- shops" for persons to be evaluated Council on Aging Page 1 08/06/07 for the CMO — as well as for those (older adults and persons with disabilities) who do not qualify for these services to receive information and assistance, preventative health, education, benefits counseling, and support. The Department on Aging would be a separate entity from the ADRC and still function as it currently does with a few changes. The formation of an ADRC in St. Croix County is a joint venture between the Department on Aging and Health and Human Services to ensure that the interests and needs of the residents of St. Croix County are best served. Director Duncan stated that she would keep the Council members updated as the process continues and moves forward. Nothing formal needs to be done at this time by the Council. Director Duncan also reminded the Council members that consumers need to be at the table throughout the formation process. Older Adult Resource Fair: Director Duncan informed the Council that 35 individuals attended the Resource Fair held at the Heritage Center in New Richmond on May 22" It was a very nice day and an informative event. Those that attended enjoyed a preview of the Flea Market and didn't leave empty- handed thanks to the generous door prizes from vendors. 3. New Business: Review Council on Aging Orientation Packet: Director Duncan handed out binders filled with orientation information for each of the Council members. The Orientation Packets included: local older adult statistics, department overview, department/council contact information, organizational chart, operating rules, and aging terms and acronyms. Nomination of Officers: Vice - Chairperson O'Connell opened the floor for nominations for Chairperson. Councilmember Harrison nominated Councilmember O'Connell; O'Connell denied the nomination. Councilmember O'Connell nominated Councilmember Shilts; Shilts accepted the nomination. Supervisor Mortensen nominated Councilmember Nelson; Nelson accepted the nomination. A motion was made to close the nominations by Supervisor Peterson and was seconded by Supervisor Mortensen; motion carried. Nominations were closed and ballots were handed out for voting. Vice - Chairperson O'Connell counted the votes and announced that the new Chairperson would be Councilmember Nelson. Vice - Chairperson O'Connell opened the floor for nominations for Vice - Chairperson. Supervisor Peterson nominated Councilmember Shilts. A motion was made to close the nominations by Councilmember Harrison and seconded by Supervisor Grant; motion carried. Vice - Chairperson O'Connell announced that the new Vice - Chairperson would be Councilmember Shilts. During break Director Duncan, newly elected Chairperson Nelson and Vice - Chairperson Shilts met to assign the Council members to committees. The Personnel Committee will be formed by Council members O'Connell, Nelson, and Tubman. The Transportation Committee will consist of Supervisors Mortensen, Peterson, and Councilmember Harrison. The Operations Committee with be made up of Council members Schrank, Terpstra, Bleier, and Shilts. Hudson Young Artists Collaborative (HYAC) — Stephen Anunson: Flyers were distributed to the Nutrition Program Managers explaining HYAC. During his internship, Stephen will continue to promote this collaborative he initiated. Local young adults share their talents of music, poetry, visual arts, dance, etc. with older adults through performances at Council on Aging Page 2 08/06/07 . Senior Centers or other special events /venues. Stephen informed the Council that if they know of any older adults who have an interest in the creative arts and would like to be part of the group, they are more than welcome. Review Department on Aging Mission and Business Responsibilities: Director Duncan handed out the updated version of the mission statement and goals /outcomes for the Department on Aging. Director Duncan pointed out that the sections highlighted in yellow were changes made in 2006 by the Council. The items highlighted in blue are changes /additions made in 2007. There were some items that Director Duncan was able to delete due to the completion of department goals. St. Croix County Fair — July 19 —22 nd : This year's theme is "Ageless Memories" and the Senior Citizens' building will display not only those that enter their talents, but feature those that wish to donate their talents to help benefit their local Senior Center. Carolyn Weisenburger, Deer Park, will share her talent of beaded jewelry; Nancy Plunkett, Hudson, will show others how to knit an afghan; Rosemary Springer, New Richmond, will demonstrate woodcarving; Bettie Anderson, Roberts, will be displaying rug weaving; Julie Hillstead, Woodville, will display how to decorate melted Styrofoam cup hats. The talent displays for each Senior Center will take place during their center's time to "man/woman" the popcorn and juice /water area. St. Croix County Outstanding Older Adults will be honored at the Croix Court on Friday, July 20 at 1:00 p.m. Stephen, as well as other members of HYAC, will share their talents in the fair building on Thursday, July 19 th at 6:30 p.m. Volunteer Report: Review the attached information. 4. Staff Reports: Tracy's Report: Tracy announced that Al Schrank, along with another driver, is attending training today on Passenger Assistance and Safety. Tomorrow the training will be held in Hudson for the remaining drivers and other drivers from different agencies. Aging & Handicapped, Inc. purchased a fold and stow mini van that will be leased by the Department on Aging. The new van will be utilized at the Woodville Senior Center. The Woodville van will be used by both the Hammond and Roberts Senior Centers. The Hammond/Roberts van will be traded in. The Senior Farmers Market Vouchers have arrived and currently only 9 have not been designated. Tracy will be at the New Richmond Senior Center on Wednesday, June 27 th from 1:00 p.m. — 3:00 p.m. and at the Baldwin Senior Center on Thursday, June 28 th from 1:00 p.m. — 3:00 p.m. Tracy informed the Council of a request made by the St. Croix Disability Coalition to use a van to Chetek for July 27 th — July 29 th . This is an annual request and helps fill the requirements for the 85.21 grant that we receive. Council on Aging Page 3 08/06/07 5. Nutrition Program/Senior Center Updates BALDWIN Sallie informed the Council that they are decorated for the 0 of July. On July 10 an accordion player named Jim will be entertaining at the Senior Center. Sub committees have been created within the Baldwin Center Board per the advice of Tracy Davis. Sallie meets with the sub committees as well as the volunteers and drivers once a month. Center Board members Rich Peterson and Marilyn Vanderpoel were honored for their many years of dedicated service. The Baldwin Senior Center took part in the Baldwin June Bug days and had a lot of fun in the parade. Foot care, blood pressure and music continue on a monthly basis. DEER PARK Jan announced that last month was a busy month. Larry and Carolyn Weisenburger were honored for their many dedicated years of service for the Senior Center. Pat Shilts has been designated as the activity director for the Senior Center and for Father's Day she had family members write up appreciation essays for their fathers. These thoughts were read throughout the month at the Senior Center and were very touching. A gentleman from Red Wing has been attending the Senior Center on occasion and would like to set up a van trip to see a Pow Wow. The Senior Center will be helping the Deer Park Lions Club celebrate the e of July and will be selling red, white and blue glowsticks as a fundraiser. A new digital camera has been purchased for the Senior Center thanks to a donation from a very grateful participant's family member. GLENWOOD CITY: Shirley was absent from the meeting — no report was given. HAMMOND: All activities are going well. Irene Burch was honored for her many dedicated years of service at the Senior Center. Everyone is thankful for the van that came from Woodville. More trips will be taken using the van. Pontoon ride in Star Prairie was very nice as well as the fish dinner that was served to them. Donna welcomed Vince Tubman as a representative for the Hammond area. For the month of July an Independence Day party is scheduled for the 5 and a trip to Fanny Hill is planned for the 8 HUDSON Sylvia was not present for the meeting so Councilmemeber Bleier informed the Council that lunches are going well. Currently they are working on the poster for the fair. Carol McConaughey donated many baby sweaters to be sold at the fair to benefit the Hudson Senior Center. The 4 -H group called Trailblazers entertained at the June birthday party. The Hudson van will be part of the Hudson Booster Days parade and any participants interested in riding on the van are more than welcome. NEW RICHMOND Vivian stated that bingo and cards are played daily. For Father's Day root beer floats were made and each father took home a bottle of root beer. In July a couple of the activities that are planned are: to participate in the New Richmond Heritage Days parade with a light supper afterwards and to host the 17 ffi annual Polka Picnic in Star Prairie. RIVER FALLS: Foot Care is the most popular activity at the Senior Center; appointments are filled into September. Dominoes, Euchre, 500, Bridge, and bingo take place monthly. The annual general meeting potluck will be held at the Senior Center. Since the meeting will be at the Center, there will be no congregate meals served that day only home - delivered. Bette brought one of many scrapbooks that the former historian for the Senior Center had made. ROBERTS Bettie informed the Council that she will be moving to Idaho at the end of July. In the month of June they celebrated birthdays and the Red Hat Ladies served the participants a very nice Council on Aging Page 4 08/06/07 lunch. SOMERSET Sheila stated that has been enjoying her new position. Two women will be exhibiting at the County Fair this year. Bingo is played daily. Sheila complimented Janice and her staff on the delicious meals they prepare. Sheila also expressed an interest in getting together with the other Nutrition Program Managers and chat about Senior Center activities. WOODVILLE Julie reported that Carol Keller visited the Senior Center and spoke about country schools. On June 29" there was a little get together at the Senior Center with chips and bingo. Julie is planning on starting up scrapbooking, putting together a page for each of the participants. Julie will be participating at the county fair by displaying and selling the hats that she made for Mother's Day. In the month of July, a movie and dinner night as well as a trip to the fair are in the works. VAN TRIPS: Hammond to Eau Claire — July 8 Stepping Stone to Chetek — July 27 — July 29 A motion was made to approve van trips by Supervisor Grant and seconded by Supervisor Mortensen; motion carried.
