_ COUNCIL ON AGING MEETING
July 12, 2007
St. Croix County Government Center
CALL TO ORDER: Council Chairperson Nelson called the meeting to order at 8:30 a.m. Pledge
of Allegiance was said.
ROLL CALL: Supervisor John Mortensen, Supervisor Gerald Peterson, Supervisor Charles Grant,
Councilmember Judy Harrison, Councilmember Al Schrank, Councilmember Inge Bleier,
Councilmember Jeanette O'Connell, Councilmember Vince Tubman, Councilmember Olive
Terpstra, and Councilmember Sue Nelson. Also present were: Department on Aging Director
Kjersti L.O. Duncan, Community Outreach Specialist Tracy Davis, Administrative Assistant Renea
Aeschliman, Department on Aging Intern Ellen Prose, Nutrition Program Managers: Sallie Dull,
Donna Lamson, Jan Thompson, Bettie Anderson, Vivian Kemling, and Julie Hillstead. Excused
were Councilmembers Pat Shilts and Bette Norman.
ACTION OF PREVIOUS MINUTES: A motion to approve the previous month's minutes was
made by Supervisor Mortensen and seconded by Supervisor Grant; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, Aug. 16, 2007.
1. Introductions:
Ray Carpenter, AARP volunteer, presented information to the Council on a new program
recently implemented in Wisconsin called "Investment Scams & Identity Theft ". He informed
the Council that most scammers target individuals that are 50 and over. AARP, the Wisconsin
Department of Financial Institutes, and Office of Privacy & Protection have put together a 30
minute presentation to help increase awareness for these targeted groups of individuals.
Handouts, with important numbers to agencies that individuals can utilize to help keep safe, are
given to those that attend the informative sessions. Anyone can attend the sessions — individuals
do not have to be members of AARP. Mr. Carpenter asked the Council members and Nutrition
Program Managers to contact him if they are interested in having a presentation at their Senior
Center or local civic organization regarding Investment Scams & Identity Theft. Mr. Carpenter
can be reached at 246 -5737 or the AARP Project Coordinator, Jeanne Benink, can be reached at
1- 866 - 448 -3611.
Ellen Prose, University of Wisconsin — Stout, will be the second summer intern for the
Department on Aging. Ms. Prose will be graduating with a degree in Human Development with
an emphasis on Gerontology.
2. Old Business:
• really St. Croix County Fair. Tracy informed the Council that she is rea y xcited about the e
upcoming events at the fair and the contributions that have come in for the Senior Center

fundraisers. This year demonstrations will take place in the Senior Citizens building:
woodcarving, knitting, jewelry making, rug hooking, etc.. Individuals can bring their Senior
Class entries to the Senior Citizen's Building until 8:30 p.m. on July 18 and the morning of
July 19 Popcorn and juice will be sold with proceeds going towards the Congregate Dining
Program and will be manned by a variety of volunteers from the area Senior Centers. The St.
Croix County Outstanding Older Adult Awards will be presented on July 20 at 1:00 p.m. at the
St. Croix Court. There were about a dozen individuals who were nominated.
3. New Business:
Long Term Care Reform/ADRC Development Update: Director Duncan introduced
Norma Vrieze, Birth to Three Program Coordinator in Long Term Support. Director Duncan
informed the Council that the State released the request for applications for counties interested
in implementing ADRCs. An intention to submit was sent to the state with the intention to
submit an application in October. Between now and then a variety of public forums will be
scheduled, along with planning committee meetings, to allow for stakeholder involvement.
Director Duncan and Ms. Vrieze are working together as an Administrative Team for the
ADRC. Director Duncan reviewed drafts of an ADRC /Aging/Long Term Support
organizational chart as well as an ADRC Process Flowchart. The Department on Aging will be
the "lead agency" for the ADRC. It is proposed for ADRC functions to be co- located between
the Department on Aging in Hudson and Health and Human Services in New Richmond. The
Department on Aging and Health & Human Services will submit their own budgets separately.
Health and Human Services Director Fred Johnson, and Director Duncan will bring the
proposed ADRC budget directly to the Finance Committee. Director Duncan and Ms. Vrieze
have been meeting regularly to discuss the requirements of the ADRC contract, including new
ADRC positions, which include: an Information & Assistance Specialist, two Long Term Care
Counselors, a Disability Benefit Specialist and a Public Health Nurse. The Elderly Benefit
Specialist position will be located in the ADRC.
Volunteer Report: Review the attached information.
4. Staff Reports:
Kjersti's Report: Director Duncan informed the council the upcoming Annual Memory Walk
for the Alzheimer's Association will be on September 15 Dr. Kristin Severson, Hudson
Medical Center, is the honorary chair.
Tracy's Report:
Tracy informed the Council that the Site Van Drivers attended training on Passenger
Assistance and Safety on June 22" The training was very informative and well- attended by the
Department on Aging drivers.
The Senior Farmers Market Program vouchers are all taken for 2007 and a waiting list has
been started.
Renea's Report:
Renea reminded the Nutrition Program Managers that is very important to continue to turn in

their Preventative Health forms to be entered into SAMS.
5. Nutrition Program/Senior Center Updates
BALDWIN Sallie informed the Council that Accordian' to Pete was a great entertainer and in
August `Ragtime' Jim will be at the Senior Center. One Stroke Painting classes will start up in
August with a cost of $30.00. A Game Room has been set up where the Center Board used to meet.
Monica Rudiger, United Hospital, will be presenting on symptoms of a heart attack at the Senior
Center in August. All regular activities are going well.
DEER PARK Jan announced that the Deer Park Senior Center was able to raise over $200.00 by
selling patriotic glow sticks during the annual Lions Club event on June 29 Pictures were taken of
the 2007 Card Tournament winners with the trophy and will submitted with the August SCAN.
Many participants will attend a Pow Wow in Red Wing on Saturday. On July 16 the Kitchen Band
will entertain. Pat Shilts has come up with some great ideas for the participants at the Senior Center
— one of which is ice cream making.
GLENWOOD CITY: Shirley informed the Council that participants dressed up in red, white, and
blue for the 4 th and Irene played patriotic music on the organ. The number of bingo players has
increased and there has been lots of cake shared for the many birthdays. Preparations for the fair
have been exciting and donations by participants have been given to help benefit the Senior Center.
Upcoming plans are to venture to Baldwin to dine at the new Chinese restaurant and sometime in
September the Menomonie Train Depot.
HAMMOND: The 4 th of July was celebrated on the 5 th with an indoor picnic and decorations. A
good time was had by those that went to the Fanny Hill Supper Club in Eau Claire on July 7th.
There are plans to go to a show sometime in August.
HUDSON Sylvia reported that foot care and blood pressure are held at the Senior Center once a
month. Puzzles, bingo, dominoes and exercise are some of the other activities taking place. There
was a very nice birthday party last month with a senior group from River Falls that sang and played
instruments. Vegetables have started to come in from Master Gardeners and other gardeners in the
area. The number of diners has been down lately due to weather.
NEW RICHMOND Vivian stated that everything is going well. Many participants are planning
on attending New Richmond's Fun Fest parade on Saturday and then enjoying a light super
afterwards. The Annual Polka Picnic is scheduled for July 17 with entertainment at 1:00 p.m. by
the Polka Notes. Individuals from New Richmond will be coming to the St. Croix County Fair on
July 20 The July and August birthday party celebration has yet to be determined. In August

RIVER FALLS: Bette was not present.
ROBERTS Bettie informed the Council that bingo is still being played on Wednesday and social
hour continues on Mondays. Bettie's last day will be July 25 and she stated that she enjoyed
working in Roberts and with the participants.
SOMERSET Sheila was not present.
WOODVILLE: Julie reported that Senior's Nite Out for July was cancelled and will be August
10 with BBQ, chips and ice cream. It will be at 5:30 p.m. and a free will donation. Julie has

4tarted• the scrapbooks and preparations are being done to prepare items for the fair. A new
computer, printer and digital camera were acquired for use at the Senior Center with a grant. Julie is
also working with the librarian for the Woodville Library on activities in the fall.
VAN TRIPS:
Hammond to Eau Claire — July 8 th
Stepping Stone to Chetek — July 27"' — July 29'
A motion was made to approve van trips by Supervisor Grant and seconded by Supervisor
Mortensen; motion carried.
ANNOUNCEMENTS AND CORRESPONDENCE
The River Falls parade will be held on Friday, July 13' and the New Richmond Fun Fest Parade
will be on Saturday, July 14 Supervisor Mortensen will be the Grand Marshall at the New
Richmond Parade — Congratulations John. The play Radio Gals will be presented by the St. Croix
Valley Theater group and Grease will be performed at the Spring Valley Theater in the next month.
