MINUTES
COUNCIL ON AGING
AUGUST 16, 2007
CALL TO ORDER: Council Chairperson Nelson called the meeting to order at 8:3o a.m. Pledge of Allegiance was
said.
ROLL CALL: Supervisors: John Mortensen, Gerald Peterson, Charles Grant, Councilmembers: Judy Harrison, Al
Schrank, Inge Bleier, Jeanette O'Connell, Vince Tubman, Councilmember Olive Terpstra, Pat Shilts, Bette Norman
and Sue Nelson. Also present were: Department on Aging Director Kjersti L.O. Duncan, Community Outreach
Specialist Tracy Davis, Administrative Assistant Renea Aeschliman, Lorraine Jacobs, Nutrition Program Managers:
Sallie Dull, Donna Lamson, Jan Thompson, Vivian Kemling, Sheila DeRosier, Sylvia Heller and Shirley Marlette.
ACTION OF PREVIOUS MINUTES: A motion to approve the previous month's minutes was made by!
Councilmember Shilts and seconded by Supervisor Grant; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, Sept. 13, 2007.
i. Introductions:
Cheryl Emerson — New Richmond Community Education: Ms. Emerson was not able to make this
month's meeting.
2. Old Business:
St. Croix County Fair: Director Duncan informed the Council that $ was raised for the Congregate
Nutrition Program. Director Duncan thanked the Senior Center volunteers who manned the popcorn and juice area.
The feedback was very positive from those who attended /participated in the demonstrations. The Fair was also a
good venue for the St. Croix County Outstanding Older Adult award. i
Long Term Care Reform /ADRC Development Update: Director Duncan explained that since there is no
governing committee for the ADRC, the job descriptions for the three new positions are being brought forth before
the HHS and Council on Aging Board for approval. The new positions for the ADRC will be an Information &
Assistance Specialist, Disability Benefit Specialist, and Long Term Care Counselor. Director Duncan informed the
Council that the nurse position would be a contracted position. The new positions do not necessarily need to be
approved at this time, but the council reviewed them.

Director Duncan again reviewed the ADRC process to date. In our area, five counties continue to meet as a I
consortia (St. Croix, Dunn, Eau Claire, Chippewa Falls, and Pierce). Each of these counties decided to form their own
ADRCs. Individuals using these county ADRCs can utilize the same Managed Care Organization (MCO). Supervisor
Mortensen asked how many counties in Wisconsin have ADRCs. Director Duncan stated that there are currently 18
in Wisconsin; however this is not just a Wisconsin movement, but a national movement. Supervisor Mortensen also
asked about the cost needed to provide services, to get rid of the waitlist. Director Duncan shared that the waitlist
would receive services through the MCO. The ADRC is a "gateway" into the MCO, and also a provider of Information
& Assistance to those who qualify for publicly- funded long -term care and the majority of customers who won't.
Nutrition Program Manager Kemling wondered if positions in Health and Human Services would be eliminated.
Director Duncan explained that the only department within Health and Human Services that will be affected by this
reform is the Long Term Support Unit, which is different than Economic Support Unit and Family and Children's
Services. Services currently being provided by Long Term Support will be fulfilled by the private MCO.
Director Duncan presented a resolution to the Board of Supervisors to authorize the Department on Aging to
submit an application for the ADRC, as well as to authorize the County Board Chair to appoint an ad hoc ADRC
committee. This resolution was presented to the Health and Human Services Board on August 15, 2007 and
approved. Director Duncan informed the Council that the application is due in October and needs to be approved by
the County Board. The 2oo8 allocation for the ADRC would be $632,000. The allocation may change year to year
according to the population served, The ad hoc committee, and then the ADRC governing board would determine the
mariner in which the allocation will be spent. The Department on Aging will be the lead agency for the ADRC and the J
ADRC would be co- located between Health and Human Services in New Richmond and the Department on Aging in
Hudson. Chairperson Nelson asked for a motion to present this resolution to the County Board. A motion was made I'
by Councilmember Terpstra and seconded by Councilmember O'Connell; motion carried unanimously.
3. New Business:
20o8 Budget: Director Duncan handed out and presented the 2o08 Department on Aging budget to the
Council by using a power point presentation. Director Duncan pointed out that 4 of the 13 programs offered by the
Department on Aging receive county levy monies. The handout broke down the current year's budget, and the
projected budget for 2008, and compared the increase or decrease in revenue and expense. Director Duncan pointed
out the accomplishment and the goals set forth for each program. Director Duncan explained that she followed the
budgetary directions from Finance with a o% increase in operation expenses. The increase of the budget is due to
salaries /fringe, which are beyond the control of the Department on Aging. Increases in salaries /fringe occurred in all
programs, except Service Management. Van Drivers, Cooks, and Nutrition Program Managers' salaries were raised
mid -year and were not a part of the original 2007 budget. Additionally, it was determined that positions were "lost"
during last year's budget planning because the computer system did not "recognize" vacant positions. Overall there is ,

a 5% increase in the 2008 budget compared to the 2007 budget. Supervisor Peterson suggested Director Duncan
stress the fact she had no control over the increased cost in salaries /fringe when she meets with the Finance'
Committee. Director Duncan presented to the Council that her hours increase from 37.5 to 4o hours in 2008 to
reflect the Director is a FTE position. Chairperson Nelson stated that a motion be made to approve the budget. She
questioned whether a separate motion should be made regarding increasing Director Duncan's hours. Supervisor
Peterson stated that it would be best to present two separate motions. A motion was made to increase Director .
Duncan's weekly hours by Supervisor Peterson and seconded by Supervisor Mortensen; motion passed unanimously.
Another motion was made to approve the 2008 budget by Councilmember Harrison and seconded by Councilmember
Shrank. Chairperson Nelson opened the floor for discussion. Supervisor Mortensen questioned if the difference
between the 2007 and 2008 budget is 5 %. Chairperson Nelson and Director Duncan explained that it is 5% and that
increase is due to the increase in salaries /fringe and liability. He then asked if that was within the guidelines in which
the Finance Committee put forth. Director Duncan responded yes. The guidelines stated that there was to be a o%
increase in operational expenses, which does not include salaries /fringe. Chairperson Nelson stated that there is no
control over salaries /fringe or liability expenses. Chairperson Nelson asked then for a vote on the motion to accept
the proposed 2oo8 budget; motion passed unanimously.
Healthy Vision 2020: Tracy Davis informed the Council of a grant that the Department on Aging is pursuing
for the Vision Impairment Outreach Program. The grant is through the National Eye Institute for the purchase of
Closed Caption Televisions (CCTV). A CCTV assists individuals with vision impairment to see items larger. Currently
we have one CCTV that was donated to the Department on Aging and is constantly out on loan. In 2005, we were
denied the grant due to lack of support /input from the community. The 2007 grant will be for $10,00o to purchase 6
CCTV to have in a loan closet. The logistics of where they will be located and how to get the units to the individuals is ,
yet to be detennined. Also there will still be some discussion on how to assist those that wish to purchase a CCTV and
have limited funding. The cost for a used one can run $boo - $ i000 and Tracy is working with "The Store" in St. Paul
to acquire CCTVs at a reasonable cost. If the Department on Aging were to receive the grant this year, there is a
possibility to reapply for a supplement to the original grant.
Staffing Updates: The DayAway Manager position for Woodville and New Richmond has been filled by Jill
Fox. Director Duncan clarified that DayAway is offered two days in Hudson, as well as New Richmond and
Woodville. The program was set up to have two separate positions and since Woodville was not constant, one person
has been filling in at the New Richmond site on a temporary basis. The budget for DayAway can not support a
position that would require benefits.
The Outreach Coordinator is vacant at this time; applications are currently being sought.
Offers are pending for the Nutrition Program Manager positions in Roberts and Woodville. They should be'
filled within the week.
The Nutrition Program Aide in Woodville is out due to a medical leave. Sylvia Bonte and Jackie Klinger will be
filling in until she returns.

4. Staff Reports:
Kiersti's Report: Director Duncan passed out a reminder for the Alzheimer's Association Memory Walk to be held on
Saturday, September 15th in New Richmond.
Director Duncan mentioned that she received a call from a van driver with some concerns on a home- delivered
meal participant. The participant was feeling dizzy and not very well. The driver followed procedures by contacting j
the office and then calling the ambulance. When the EMS arrived, they discovered a gas leak in the home. DirectorI
Duncan wanted to reiterate the value of what is done by the Department on Aging staff at the Nutrition Sites and to I
thank them for their dedication and important work.
Tracy's Report:

Tracy thanked those that are going to attend the Wisconsin Association of Senior Centers Conference on
Thursday, September 20t in Stevens Point. Sheila DeRosier, Pat Shilts, Marge Quale, and Tracy will attend the
training.

The monthly Vision Impairment Outreach Program will be held tomorrow, Friday, August 17th at the Hudson
Senior Center with Carol Keller presenting information on the Old Schoolhouses in St. Croix County.
The next food distribution will be on Friday, August 25th at the River Falls Journal in River Falls.
.s. Nutrition Program /Senior Center Updates
BALDWIN Sallie informed the Council of the September entertainment: singers Sharon Freitag & Lawrence
Meister. The 2 Annual Dinner /Dance will be held on October 4 1 h at the Baldwin Legion in Baldwin. The cost will
be $8.0o a ticket and will help support programs /entertainment held at the Baldwin Senior Center. Foot care and
massage are continuing. A new bridge club has been formed. The Table of Knowledge meets daily and has a good
time.
DEER PARK Jan announced that they have received produce from master gardeners and others. There have been
numerous visitors this summer from other parts of the country. Jan thanked Pat and Carolyn for volunteering their

time and talents at the St. Croix County Fair. Their talents raised over $1oo.00 for the Senior Center Board. With the
assistance of Pat, Jan has been researching numerous grants for the senior center. They would like to purchase a new
computer.
GLENWOOD CITY: Shirley informed the Council that there have been some good groups turning out for bingo.
Cards are played on Mondays. Lots of vegetables and apples have been brought into the Senior Center. The "dining
out plans" have been canceled due to a small number of participants. Currently, Shirley is working on finding
someone to provide foot care and blood pressure. Plans are being made for a luncheon in September or October as
the annual fundraiser for the Senior Center Board.
HAMMOND: Donna informed the Council that participants are planning on attending the theater in New
Richmond. The Roberts Ribbon Reapers will serve lunch after the September card party. Yoga was cancelled for the
month. There will be a catered indoor picnic upcoming. Blood pressure, cards and bingo are doing great. i
HUDSON Sylvia reported that produce is coming in twice a week and is enjoyed by all. Bingo is enjoyed by all.
Blood Pressure will resume in October. Foot care is going well. The participants enjoy the day when Ruth is present
to play the piano and they sing a long. The participants are also enjoying the games that are available at the site.
NEW RICHMOND Vivian stated that things are going well. Monica Rudiger presented information on
recognizing signs and symptoms of a heart attack. Enjoyed their trip to Star Prairie yesterday to listen to a fiddler.
They are planning on attending the Amery Fall Festival parade on Saturday. Either at the end of September or
beginning of October, a fall tour is being planned to the Cambridge area. The Polka Picnic last month was a lot o
fun.
RIVER FALLS: Bette stated that Euchre, Bridge, 500, Scrabble, and pool are played weekly. Bingo will be played I I ;
on August 28 Monica Rudiger will be presenting information on recognizing a heart attack on August 30 The
Royal Neighbors will be hosting a party on September 12th to honor Retta Albert for all her years of service at the
River Falls Senior Center. Bette shared that there will be a food surplus distribution center at the Crossroad Church,
on Thursday, August 23'd off of Highway 1o. A representative from the UW Extension office presents information to
the seniors regarding healthy food and healthy choices.

SOMERSET Sheila informed the Council that some participants will be going to the Minnesota Centennial
Showboat Theater to watch Sherlock Holme's Last Case. A Somerset resident has offered to come in a cut
participants' hair and one of the Senior Center Board members will discuss with his wife regarding providing
pedicures for those that are interested.

A motion was made to approve van trips by Supervisor Mortensen and seconded by Councilmember Bleier; motion
carried.
ANNOUNCEMENTS AND CORRESPONDENCE
There will be a public forum on the ABCs of ADRC to be held on Monday, August 20th at 3:00 p.m. in the Lower
Level Community Room within the Government Center. Other forums will be held in September throughout the
county.
The Caregiver Conference is scheduled for October 19 th. More information will follow.
Since the Hudson Senior Center is open different days than the rest of the St. Croix County Nutrition Sites, other
sites may attend the Friday meals and Hudson can visit the other meals sites on Mondays. Tracy said that
transportation can be coordinated.
