ROLL CALL: Supervisors: John Mortensen, Gerald Peterson, Charles Grant, Councilmembers: Judy Harrison, Al Schrank, Inge Bleier, Jeanette O'Connell, Vince Tubman, Olive Terpstra, Pat Shilts, and Bette Norman. Also present were: Department on Aging Director Kjersti L.O. Duncan; Community Outreach Specialist Tracy Davis; Administrative Assistant Renea Aeschliman; Department on Aging Benefit Specialist Liza Gibson; Department on Aging Intern Abby Kubly; Ken Zaruba, First National Community Bank; Nutrition Program Managers: Sallie Dull, Donna Lamson, Jan Thompson, Vivian Kemling, Sheila DeRosier, Trisha Stork, Randi Hanson, Sylvia Heller and Shirley Marlette. Excused was Councilmember Sue Nelson ACTION OF PREVIOUS MINUTES: A motion to approve the previous month's minutes was made by Councilmember Schrank and seconded by Supervisor Grant; motion carried. DATE OF NEXT MEETING: The next meeting will be held on Thursday, Oct. 18, 2007. 1. Introductions: Director Duncan introduced the Department's new student intern, Abby Kubly. Abby is a student at the University of Wisconsin -River Falls majoring in Social Work. She also introduced the new Nutrition Program Managers: Trisha Stork, Woodville and Randi Hansen, Roberts. Ken Zaruba, First National Community Bank in New Richmond presented information to the Council on Reverse Mortgages. He informed the Council that there will be a presentation on October 2 nd at the West Wind in River Falls. He handed out an information packet that accompanied the power point presentation that he gave to the Council. 2. Old Business: 2008 Budget Update: Director Duncan informed the Council that, since the initial budget was approved at the August meeting, there were adjustments made; there were additional costs for liability in Site Transportation and Congregate Dining. In the revised budget the overall increase is 5.5 %. The overall increase to the levy for 2008 is a 12% increase, due to salary /fringes. Director Duncan, along with Chairperson Nelson, will present the revised budget to the Finance Committee on Thursday, September 27 at 1:00 p.m. Long Term Care Reform /ADRC Development Update: Director Duncan handed out information on upcoming ADRC public forums that will be held. The first public forum will be on Thursday, September 13 at 6:30 p.m. at Gethsemane Lutheran Church in Baldwin and the second forum will be on Wednesday, September 26 at 1:00 p.m. with Janet Zander, Portage County ADRC Director and then again at 3:00 p.m. at the Cashman Conference Center at New Richmond WITC. An Ad Hoc committee was appointed by County Board Chairman Malick Council on Aging Page 1 11/08/07 which- consists of Director Duncan, Norma Vrieze (Long Term Support Birth to three Supervisor), and Peg Gagnon (community member and executive director of Bridge, Inc.). The meetings are open to the public. The application for the ADRC is due in October. Director Duncan reiterated to the Council that consumers need to be active and involved in the formation of the ADRC. Director Duncan explained to the Council members that they need to advocate on behalf of older adults. Council members should not hesitate to speak up about the services that the Department on Aging provides. It is important to have older adults at the forums. Staffing Updates: Director Duncan informed the Council that the two Nutrition Program Manager positions were filled — Trisha Stork at the Woodville Site and Randi Hanson at the Roberts Site. Gina Evenson was hired as the new DayAway manager for the Woodville and New Richmond locations. Currently there are still 2 site van driver positions open in Hudson and applications for the Outreach Coordinator have been reviewed and interviews will be set up next week. 3. New Business: Liza Gibson, Elderly Benefit Specialist, Medicare Part D Open - Enrollment Update: Liza informed the Council that open enrollment for Medicare Part D will take place starting November 15' until December 31 She stated that individuals can review their current plans and change if they would like. Plans may change regarding premiums and drug coverage. She informed the Nutrition Program Managers that she would like to set up times to visit the Senior Centers in November to review general Medicare Part D information. Director Duncan encouraged the Nutrition Program Managers to call Liza and set up a time. Review Commercial Endorsements Policy: Director Duncan handed out a memorandum to the Council members and Nutrition Program Managers regarding commercial endorsements at the Senior Center. She informed that Nutrition Program Managers that if they are approached by an individual or individuals wanting to speak at the Senior Center regarding their business, they should call the Department on Aging and speak with Director Duncan. Aging Unit Plan 2007 — 2008 Amendment Review: Director Duncan explained to those that are new to the Council that an Aging Unit Plan is required by Aging Units in Wisconsin. Director Duncan handed out an update to the Aging Unit Plan for 2007 — 2008. She reviewed the goals that were developed in 2006. AgeAdvantAge has asked for AUP amendments regarding transportation coordination and emergency preparedness. Director Duncan stated that one of the amendments regarding transportation coordination could include a goal to participate in transportation meetings which address the needs individuals in Pierce and St. Croix County. The emergency preparedness goal could include forming phone trees with up -to -date information on employees and clients in case of an emergency. A motion was made to accept the suggested amendments to add goals for transportation and emergency preparedness by Council member Terpstra and seconded by Supervisor Mortensen; motion carried. U.S. Department on Homeland Security's Ready Campaign: Director Duncan reviewed the www.ready.gov website. She informed the Council that September is Emergency Preparedness month. She also handed out a packet from the U.S. Department on Health and Council on Aging Page 2 11/08/07 Human Services — Administration on Aging entitled, "Emergency Readiness for Older Adults and Caregivers ". Supervisor Mortensen also mentioned the importance of making plans for pets during an emergency. Director Duncan pointed out that there is an area on the www.ready.gov site that addresses emergency plans for pets. Discussion occurred regarding the best ways to get this type of information out to older adults and their families. Councilmember Shilts asked if a DVD of the power presentation can be made available for the Senior Centers. Copies of the brochures and of the list of supplies can be passed out at the Senior Centers and to those on the homebound list. Volunteer Report: Review the attached information. 4. Staff Reports: Kiersti's Report: Kjersti read a letter that she received regarding an upcoming visit by the Wisconsin Supreme Court to the St. Croix County Government Center. The public is invited to attend hearings on Wednesday, October 31 and Thursday, November 1 Reservations need to be made ahead of time, so copies were made and handed out the Council members and Nutrition Program Managers. Kjersti informed the Council that the St. Croix County Department on Aging in collaboration with Pierce County Department on Aging, Wisconsin Statewide Parent Educator Initiative, AgeAdvantAge, Starting Point Resource Group and local hospitals will be hosting a caregiver conference on Friday, October 19 at the First Covenant Church in River Falls. The day will begin at 8:00 a.m. and go until 2:30 p.m. There will be speakers, a caregiver panel, mini workshops, and a resource fair. Registration will be $15.00 and due by October 15 th . Kjersti handed out the 1 st annual SCAN reader's choice awards. The Nutrition Program Managers were encouraged to set them out at the Senior Centers to be filled out. Tracy's Report: Tracy handed out Monster Mash Bash posters to be hung up at the Senior Centers and throughout the area. 5. Nutrition Program/Senior Center Updates BALDWIN Sallie informed the Council that they will be hosting their 2nd Annual Dinner/Dance on October 4 th at the Baldwin Legion in Baldwin. The cost will be $8.00 a ticket and will help support programs /entertainment held at the Baldwin Senior Center. Tickets can be purchased at the First National Bank in Baldwin, the Baldwin Senior Center, and by contacting members of the Baldwin Senior Center Board. Eunice Hop will be displaying some her African artifacts and presenting information on her missionary work. There will a decorating your t -shirt class. Site activities include: massage, foot care, bingo, music, and blood pressure. DEER PARK Jan requested a change for their van trip in September to the Science Museum to October 12 In September, they had a Back to School Day, where participants brought in old report cards, yearbooks, photos and other mementos. Pat Shilts handed out a sheet to the participants for them to fill out on how they made their first dollar in conjunction with Labor Day. GLENWOOD CITY: Shirley informed the Council that bingo is going well, but cards is kind of slow right now due to vacations. Foot Care is still being arranged. The Rustic Lore Day parade was fun. Lots of veggies have come in especially cucumbers and the participants just love the way that Council on Aging Page 3 11/08/07 Barb makes them. Lots of cake and ice cream has been donated for birthdays during last month. Currently they are looking to recruit new Center Board members. HAMMOND: Donna informed the Council that they enjoyed their indoor picnic on September 12 that was catered by Eggens in Baldwin. There are several individuals planning on the Laura Ingalls tour to Pepin on October 5 with the area homemakers group. Plans are being made for a leaf tour in October as well as a Halloween party. HUDSON Sylvia reported that everything is going well. The Cardiac Support Group is still meeting once a month at night. Blood pressure will resume in October and foot care is scheduled once a month. Plans for a Volunteer Dinner are being made for October. Veggies are still coming in and everyone enjoys them. Bingo is lots fun. Sylvia requested the use of the van in October to go the apple orchard in Spring Valley and then lunch at the Red Barn. NEW RICHMOND Vivian informed the Council that they will be going to the Amery parade on Saturday. The monthly birthday party will be on the 2e of October with karaoke. The annual Fire Drill was yesterday and went well except for one participant that would not leave the building. There are has been interest in a painting class, so it will begin the first Monday in October from 1:00 p.m. — 4:00 p.m. Plans are being made for a Halloween Party and a leaf tour to the Cambridge area. Bingo is played daily and cards take place when there are enough players. In the months of September and October they are collecting food for 5 Loaves. Shopping has begun every other Tuesday to local businesses. RIVER FALLS: Bette informed the council that yesterday the Royal Neighbors group in River Falls hosted a party to honor lifetime Senior Center member Retta Albert. Foot Care will be on October 2 nd and 23 at the Senior Center. Pool, scrabble, dominoes, bingo, and euchre are some of the activities that take place monthly at the Senior Center. Fruit and veggies are still coming in for participants to take home and enjoy. ROBERTS Randi introduced herself to Council and stated that she is thrilled with her job and is learning the ropes with the help of the volunteers. She is looking forward to meeting all of the other Nutrition Program Managers. Social hour and bingo are still taking place during the month. Two individuals from the Roberts site are going to attend the Laura Ingalls tour. Looking forward to the Monster Mash Bash. SOMERSET Sheila told the Council that fruits and veggies are coming in. Bingo is played daily, exercise is on Mondays and Wednesdays, and blood pressure is once a month. Lots of fun was had by all that went to the Showboat Theatre last month. The Panhandlers Kitchen Band will be entertaining on November 6 for Veteran's Day. Currently they are exploring various outing options. Some of the participants are enjoying Lunch Out on Fridays by going to different restaurants in the area. WOODVILLE Trisha introduced herself to the Council and stated that she is excited about her position and getting to know everyone at the Woodville Senior Center and others as well. A card club will be starting up on Wednesday morning and chair exercises also on a different day. Blood pressure is scheduled for October 25 Plans for a Halloween Party and a shopping trip to Menomonie are being worked on. The Salad Luncheon will be on Friday, September 14 at the Senior Center.
