Duncan, Thursday, January 4, 2007 COPIES TO County Board Office County Clerk News Media/ Notice Board Committee Members Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 1/8/2007 8:29 AM COUNCIL ON AGING MEETING January 18, 2007 St. Croix County Government Center CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at 8:30 a.m. Pledge of Allegiance was said. ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy Harrison, Carolyn Wiesenberger, John Mortensen, Rich Peterson, Al Schrank, Ralph Bader, Jeanette O'Connell, Irene Burch, Inge Bleier, and Bette Norman. Also present were: Kjersti L.O. Duncan, Tracy Davis, Renea Aeschliman, John Brunner, Donna Zacharias, Julie Hillstead, Donna Lamson, Jan Thompson, Sallie Dull, Faye Simone, Marcia Chandler, and Bettie Anderson. ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by John Mortensen and seconded by Rich Peterson to approve the minutes; motion carried. DATE OF NEXT MEETING: The next meeting will be held on Thursday, February 15, 2007. 1. Old Business: Secret Santa: This year 85 bags were distributed to elders living in St. Croix County. Kjersti thanked the volunteers who put the bags together — Dave, Kay, and Carolyn, as well as those who came to Hudson to pick up and deliver the bags. Long -Term Care Reform Open Forum: This meeting, facilitated by Tim Sheehan of the Center from Independent Living, and Paul Cook of Community Health Partnership, was held on December 13 in the lower level community room of the Government Center. Most of the Council members and staff were able to attend the joint meeting. This was not a regular committee meeting. Committee members were in attendance to obtain information to be used in making future recommendations or decisions. The second meeting was open to the public; a number of caregivers of persons with disabilities attended this open forum. Staffing Updates: Elaine Timm started as the Nutrition Program Aide in Woodville. A new Experience Works employee, Jane Schillinger, has filled Elaine's old position. Kjersti thanked the substitutes who have been so cooperative and helpful filling -in for staff that are on temporary leaves of absence: John Brunner, Bettie Anderson, Donna Zacharias, Jackie Klinger, and a number of volunteers. New Business: Long -Term Care Reform /ADRC Development Update: On January 17 Judith Frye, Department of Health & Family Services, was at the Long Term Support and Health & Human Service monthly meeting. She reviewed the history of Long -Term Care Reform/Family Care in the state of Wisconsin and restated the four values of Long Term Care Reform: Choice, Access, Quality, and Cost Effectiveness. Discussion focused on the services provided by the Care Management Organizations (CMO) as well as the information & assistance and additional services provided by Aging and Disability Resource Centers. According to the state, implementing Family Care statewide will be "budget neutral ". It was requested that the state provide specific numbers regarding the budget impact on St. Croix County specifically. Judith said she would follow up with that request. Regarding ADRCs, Judith stated they will be funded with state and federal money and not county money. She mentioned its been proposed to have certain Older Americans' Act monies reallocated from Aging Units to ADRCs — Information & Assistance and Preventative Health. She said that OOA money for nutrition and transportation will remain Lorraine Jacobs stated that everyone is doing a wonderful job. Lorraine also stated she sees the value of the changing focus on Nursing Home placement to persons receiving more care in their homes. Kjersti stated it is important for consumers to become involved in this process. She announced that CWAG is hosting a "Family Care Consumer Corp Training" in Eau Claire on February 6 The training is similar to CWAG's Senior Statesmanship program. It will be held from 9:00 a.m. — 3:00 p.m. Interested participants must apply in advance. Councilmember John Mortensen reiterated the importance of performing background checks on the caregivers who come into older adults' homes. Kjersti stated that quality staffing will be a primary issue related to the success of long- term care redesign. Councilmember Rich Peterson asked if the two groups at the forum on December 13 were somehow associated with the four hospitals in the county. Kjersti pointed out that Tim Sheehan and Paul Cook represented the Center for Independent Living and Community Health Partnership, respectively. They are not affiliated with the hospitals. The Center for Independent Living is located in Menomonie and serves Western Wisconsin. Community Health Partnership is based in Eau Claire and currently serves Eau Claire, Dunn, and Chippewa counties. Nutrition Advisory Council: Kjersti gave the council preliminary information on the state's requirements regarding nutrition advisory councils. The St. Croix County Elderly Nutrition Advisory Council will make recommendations regarding: menus, days of operation, grievance policies, and staff responsibilities. Members of the council will be participants from congregate dining and home - Council on Aging Page 2 02/28/07 delivered meal programs, professionals with dietary experience, nutrition program cooks, and individuals interested in food service and the elderly. The council will meet on a quarterly basis and will hopefully start in the next couple of months. Volunteer Report: Review the attached information. 3. Staff Reports: Kjersti's Report: Kjersti handed out a copy of the Department on Aging's annual report submitted to the County Board on January 16 Tracy's Report: Tracy informed the council that the monthly VIOP meeting will be held on Friday the 19 at the Hudson Senior Center. She informed the council that she is planning some special trips, during February and March, to the Minnesota Historical Museum. It will be published in the SCAN and promoted at the Senior Centers. Individuals can call the office to register. Love Bags (fruit bags) will be assembled and given to those receiving Home - delivered meals in honor of Valentine's Day. 4. Nutrition Program/Senior Center Updates BALDWIN The Dinner /dance fundraiser was a success. 187 tickets were sold and approximately $600.00 was raised for the Senior Center. There are plans to make this an annual event! The intergenerational "adopt a grandparent" program is going well. An antique show will be held on January 25 . Individuals will be able to bring one item to be appraised and cost at the door will be $3.00. DEER PARK The New Richmond Senior Center is keeping the kitchen staff busy. Janice would like to plan a trip somewhere, sometime. Plans for having an antique event are in the works. GLENWOOD CITY: Shirley has been out with a broken shoulder. Barb, the cook, has been out with a broken elbow. Besides all the injuries, bingo is being played twice a week! HAMMOND: Went to Cady Cheese and had lunch at the Red Barn afterwards. Michelle Johnson, Hammond Library, will be at the center on January 23 presenting information on what is available at the library. A Valentine's Party is being planned and so is a trip to Fanny Hill in Eau Claire. ROBERTS Social hour will be started in the month of February — one hour before lunch. The monthly birthday parry was the other day. The Valentine's Day party is planned for Wednesday, February 14 HUDSON Not present for the meeting. NEW RICHMOND John & Maureen entertained for Christmas. A group plans to attend a play at the New Richmond High School on February 11 th. The Valentine's party will be on February 7 1h Council on Aging Page 3 02/28/07 i ' RIVER FALLS: Marie Ann Bosman, Helpful Hard of Hearing, presented at the November general meeting. Foot Care will no longer be provided by the Pierce County Public Health after February 21 Bingo will be played after the General meeting and the annual pancake breakfast fundraiser will be held on February 18 There has been some difficulty setting up the tax aid schedule. The local Girl Scout troops have been making items for the Senior Center. On March 7 New Richmond Community Ed is offering a trip to learn about the Orphan Train that used to come to Minnesota during the Depression. SOMERSET Things are fine at the Senior Center. Participants come and play bingo and go home. The Christmas party was wonderful, John & Maureen Brunner entertained, Santa came to visit, and one of the Center Board members played the piano. WOODVILLE Going to New Richmond on Friday, January 19 The "Tie One On" Day (which was about aprons) was a lot of fun. On February 13 the Polka Notes will entertain for the Valentine's Day Party. The Silent Auction fundraiser will be from February 6 February 13 Senior Nite out will be starting up with a pancake dinner. VAN TRIPS: Department on Aging trips — 2 "d & 4 th Fridays of February and March — Minnesota Woodville to Menomonie — a Thursday in February Woodville to Eau Claire — a Thursday in February A motion was made by Rich Peterson and seconded by John Mortenson; motion carried.
