CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at 8:3o a.m. Pledge of Allegiance
was said.
ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy Harrison, Carolyn Weisenburger, John
Mortensen, Rich Peterson, Al Schrank, Ralph Bader, Jeanette O'Connell, Irene Burch, Inge Bleier, and Bette Norman.
Also present were: Kjersti L.O. Duncan, Tracy Davis, Renea Aeschliman, Fred Johnson, Jessica Skime, Vivian
Kemling, Shirley Marlette, Julie Hillstead, Donna Lamson, Jan Thompson, Ed Velaski, Loraine Jacobs, Sylvia Heller,
Faye Simone, and Bettie Anderson.
ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by John Mortensen and seconded by
Jeannette O'Connell to approve the minutes; motion carried.

1. Introducations:
Lori Atkins — Home Instead, Personal Medication System Presentation: Ms. Atkins presented
information on the new MD2 machine which dispenses medication to individuals who need reminders and
assistance. The MD2 plugs into the individual's phone line (similar to "Life Line ") and is monitored by a company to
ensure medication is taken as prescribed. The MD2 can be filled with medications by a nurse from Home Instead, a
pharmacist, or the individual's doctor. The MD2 reminds individuals when it is time to take their medications. If the
individual does not hit the red button on the MD2 to dispense the plastic cup, the monitoring company will call three
emergency contacts until someone is reached to ensure the individual's safety. The MD2 can be rented or purchased
through Home Instead.
Jessica Skime, Social Work Student - UW -River Falls: Jessica will be shadowing the Department on
Aging staff to learn more about the local programs available to older adults. She is currently interning with Big
Brothers /Big Sisters. She has worked in nursing homes and has an interest in working with older adults in an
assisted living setting.
Fred Johnson, Health and Human Services Director: Mr. Johnson attended to review the draft of
the Long Term Care Redesign resolution which was attached to this month's agenda.
2. Old Business:
Long -Term Care Reform /ADRC Development Update — CWAG Family Care Training: The
February training was postponed due to cold weather and has been rescheduled to Friday, March 2 1d . Applications
are still being accepted from individuals interested in participating. CWAG may offer the training again in the fall
due to the large number of individuals interested in participating. j
Nutrition Advisory Council: Kjersti informed the council that she is still working on development of the
Nutrition Advisory Council, She received information from other Wisconsin Nutrition Advisory Councils and has
been making inquires regarding nutritionists and other individuals with related backgrounds, to participate. The goal
is to have the first meeting during National Nutrition Month in March.
3. New Business:
Resolution Regarding Long Term Care Redesign in St. Croix County: Fred Johnson, Director of St.
Croix County HHS, summarized the resolution draft that was attached to the agenda for the month. He pointed out
key areas of the resolution, including the goal to decrease the current waiting list for long -term care services.
Supervisor Mortensen inquired whether Community Health Partnership will be able to handle the expansion in
St. Croix County and if consumers will be able to have more than one choice for provider. Johnson informed the
council that clients will have a choice — continuing with the fee - for - service they currently have or switch to
Community Health Partnership. Council member Burch asked how individuals with mental disabilities will be
included in long term care redesign. Johnson stated that currently those individuals are not part of the reform
system. Those individuals will still receive services through the programs currently allocated to those services.
Council member Peterson wanted to know more about the risk fund. Johnson explained that currently there is
money in the county's contingency fund. However, in the resolution presented, it is the care management
organization which would be responsible for having their own risk fund to support the services they provide. Under
this resolution, the county would not be held responsible. j
The goal of LTC Redesign is to support individuals in their homes /communities. Community Health
Partnership has interdisciplinary care teams who work in cooperation with their clients to provide the services

needed. The CMO is provided a capitated rate for each client served. Some clients' cares will cost more than this set
rate; some clients' cares will cost less. It is the responsibility of the CMO to manage this funding. A benefit to this
system is the opportunity to be "creative" with the plan of care (e.g. using funding to cover cost of air conditioning for
person with MS who wants to stay in her apartment). Council member Burch asked who pays for those extra things
that a client needs. Johnson stated that there is no added cost the consumer — it would come out of the capitated
rate.

Supervisor Mortensen inquired into the state's goals regarding this reform. Johnson stated to decrease cost, to
get rid of wait lists, and to have no more cost shifts to meet needs.
Next week, Johnson will be meeting with other representatives from other counties involved in the Western
Wisconsin consortium to discuss a proposed timeline for requesting the release of the state RFP. The Health and
Human Services Board will also be reviewing this resolution draft at their February meeting.
Council member Jacobs stated she's observed that this process has come a long way. She also commented that
she appreciated DHFS representative Judith Frye comments at the January 17th HHS Board meeting. Ms. Frye said
that the state is not simply focusing on the cost of the program, but the quality of the program.
Kjersti informed the council that no action need be taken on this resolution draft until the Long Term Support
and Health & Human Service committees review it within the next few weeks. Further discussion and action will be
taken at the March Council on Aging.

Senior Americans' Day — March 20th: Senior Americans' Day is an annual event held in Eau Claire on the
University campus. A variety of workshops are planned for the day and they have a tendency to fill up fast.
Individuals in need of transportation need to alert Tracy before March 1 Registrations for the event need to be into
UW -Eau Claire by March loth.
Volunteer Appreciation — April igth: A committee has been formed to work on banquet details, such as
location and theme. Kjersti reminded the Nutrition Program Managers that volunteers need to have contributed at
least 10 hours in 2oo6 in order to be invited. If the Nutrition Program Managers would like to check on whether a
volunteer has turned in any hours, they should call the office. The appreciation dinner is by invitation only.
Invitations will be mailed out around the week of March 26tH

Kjersti informed the Council that the last time the Finance Committee met they approved a wage increase for
permanent part-time staff. This wage increase reflects steps to make these positions' wages more compatible to
similar positions in other county departments. This increase will come out of the Department on Aging 2007 budget.
Eventually Kjersti would like these positions to also be recognized with step increases based on longevity; she will
make this proposal in the 2oo8 budget. Tracy pointed out that Kjersti worked very hard to get these positions
recognized and to have them compensated for the job that they do.
Kjersti informed the Council of a training called Living Well with Chronic Conditions that she hopes to have
implemented in St. Croix County.
Kjersti welcomed back Vivian and Shirley.
Kjersti informed the council about training being offered by the county's Risk Management regarding back
health.

Tracy's Report:
I
Tracy announced that log fruit bags will be given to home - delivered meal participants again this year. The bags j
were made possible through an anonymous donor and the United Way.
She informed everyone that the annual card tournament will be starting up again. Woodville will be hosting the
first game on March 28th. Tracy handed out the tournament schedule and stated that the packets will be handed out
at center board meetings in March.

The trips to the Minnesota History Center for February 23rd and March 9 & 23 are still open. Individuals
interested should call the office to register.
Fogey Follies will present "Carol Burnett Remembers the 50s" starting the end of May — the dates that are
tentative choices for scheduling transportation to this event include June 1st and June 8t More information will
distributed later.

BALDWIN Sallie is on vacation so Ed Velaski will be filling in as Nutrition Program Manager. The Valentine's Day
Party was a lot of fun and Pete & Delores Vrieze were crowned King & Queen. Phyllis Hop made baskets as party
favors. An article about the Dinner /Dance fundraiser was in the Shopper and has triggered a lot of calls inquiring
about the Baldwin Site.

DEER PARK Janice thanked Kjersti for all that she does to recognize the staff. The site was decorated nicely for
Valentine's Day. Two participants celebrated their 8oth birthdays. The family of Vera Houghdahl made a monetary
donation to the Center along with a picture of an eagle.

GLENWOOD CITY: Shirley complimented all the good help at the site during the time she was gone. The
Bossharts were crowned King & Queen at the Valentine's Day party. Since the Soup & Sandwich fundraiser was
cancelled, they are planning on hosting a Stew Fundraiser on March 16th. There is a participant that works at Wal-
Mart in Menomonie. If that individual volunteers for 25 hours at the Senior Center, Wal -Mart will donate $250.00 to
the Senior Center.

HAMMOND: Cards and bingo are going fine. Michelle Johnson, Hammond Library, carne to the center on January
23 1d to make cards with the participants. Everyone enjoyed the activity; they will be inviting her back later.
ROBERTS Everything is going well. Plans are being made to watch the play Sound of Music at the Old Gem
Theater in March. On March 15th, there will be an evening potluck around 5:00 with entertainment. Sheriff Hillstead
spoke at the Senior Center regarding community crime prevention. Coffee and cake was served after the j
presentation.
HUDSON Everyone is doing really well. An additional day has been added for exercise. A nice birthday was held
last week with story telling and songs by Adel Dorn. Planning a trip later when the weather warms up. Today is the!,
Valentine's Day party at 2:00 P.M.
NEW RICHMOND Vivian thanked everyone that helped out while she was gone. The Cardell's entertained for
Valentine's Day Party. Many participants went to watch South Pacific. The St. Patrick's Day party is planned for
March 15th with John & Maureen Brunner entertaining.
RIVER FALLS: The last foot clinic sponsored by the Pierce County Public Office will be on February 21' t
Dominoes are played on Tuesday and pool playing is back up and swinging. AARP tax assistance aides will be at the
site every Tuesday in March from 9:oo a.m. — 1:oo p.m. The annual pancake breakfast will be this coming Sunday at
the Moose Lodge from 8:oo a.m. —1:oo p.m. The CWAG District 6 meeting will be held the River Falls Public Library
on April 20th.
SOMERSET Bingo is played everyday. Exercise is on Mondays and Wednesdays. Plans are being made for a St.
Patrick's Day party. Martha Geenen, from Somerset, will be the artist for April at the Department on Aging.
WOODVILLE The site was romantically decorated for Valentine's Day with music. There will be a senior's nite out
at 5:00 p.m. with pancakes. Went to Eau Claire mall, ate at Applebee's and then shopped at Aldi's. A scrapbooking
class for making cards and scrapbook pages is being planned. The Woodville Library will be hosting a Norwegian
speaker on March 21 along with a meal and they have asked the senior center to participate.
