COUNCIL ON AGING MEETING
March 15, 2007
St. Croix County Government Center
CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at 8:30 a.m.
Pledge of Allegiance was said.
ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy Harrison, Al Schrank,
Ralph Bader, Jeanette O'Connell, Irene Burch, and Bette Norman. Also present were: Kjersti L.O.
Duncan, Tracy Davis, Renea Aeschliman, Sallie Dull, Donna Lamson, Jan Thompson, Lorraine
Jacobs, Sylvia Heller, Faye Simone, and Bettie Anderson. Excused were Carolyn Weisenburger,
John Mortensen, Rich Peterson, and Inge Bleier.
ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by Irene Burch and
seconded by Jeannette O'Connell to approve the minutes; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, April 12, 2007.
1. Introductions:
Monica Rudiger, United Hospital — 911: Ms. Rudiger presented information regarding
Heart Disease and its risk factors. She has joined forces with local EMTs and ambulance crews
to present on signs and symptoms for heart attacks and what occurs when a person calls 911.
She gave an overview of the presentation and left brochures. She is available to present at local
Senior Centers and community groups. She stated that she would like to use the Council in the
future as a focus group for trainings and educational sessions.
Dianne Rhein, AgeAdvantAge: Dianne reminded the Council that Senior Americans'
Day will be on Tuesday, March 20 at the University of Eau Claire. She also stated that there
are still scholarships available through AgeAdvantAge for those who have signed up to attend.
Dianne noted the Council's involvement with Long Term Care Redesign.
AgeAdvantAge works with 24 Wisconsin counties, which includes 5 different Long Term Care
Consortiums. Dianne stressed that is important for the Department on Aging to continue to be
vocal advocates for older adults in our county — family and caregivers. She also stated that it is
important to use the experience of the local aging office in the formation of the ADRCs — build
upon the strengths of each agency involved.
Dianne recently attended a national caregiving conference in Chicago. Statistics state
that over 80% of help for elderly individuals is provided by family members. Dianne
commended St. Croix County for being "ahead of the curve" regarding caregiver support, and
setting the goal to form coalitions with other health care providers.
Dianne reminded the Council members that there is no representative from St. Croix
County on the AgeAdvantAge Board or Advisor Council. The groups meet four times a year in
Tomah.

2. Old Business:
Resolution Regarding Long Term Care Redesign in St. Croix County — A revised
resolution was given to the council members. Following the February meeting, the Long Term
Support Committee met and voiced support for the resolution. The Health & Human Services
Board will meet March 20 to vote on the resolution. The resolution will be presented to the
full County Board by Fred Johnson and Kjersti at the April 17` meeting. Supervisor Peterson
made a motion to approve the revised resolution and present it to the County Board as written;
the motion was seconded by Supervisor Grant. Chairman Bader opened the floor for discussion.
Supervisor Peterson stated that it looks like there is a cooperative effort between Aging and
Health and Human Services; that is important. Chairman Bader closed the discussion and a roll
call vote was taken. Motion passes — 8 yes; 0 no; 4 not present for voting (Supr. Mortensen,
Council members Peterson, Bleier, and Weisenburger).
Long -Term Care Reform /ADRC Development Update — CWAG Family Care
Training: Training has not been rescheduled in this area.
Nutrition Advisory Council: Tracy handed out applications to all the Senior Center
Boards to solicit representatives for the NAC. Membership will consist of the cooks;
representatives from each Nutrition Program site; the Outreach Worker; either a participant or a
family member of the home - delivered meal program; and a nutritionist or dietitian. Greg
Timmerman, Corp Council, reviewed the by -laws Kjersti presented to him. Kjersti is hoping to
schedule the first meeting sometime in May.
Senior Americans' Day — March 20 — Tracy informed the council that the bus is full
for the day and pick up times and locations have been decided.
3. New Business•
Building a . Common Identity for the Aging Network: Kjersti handed out a packet for
the council to review and provided a power point presentation to summarize the important
points. Kjersti recently attended the Wisconsin Association Aging Unit Directors meeting in
Stevens Point where this document was first presented. Kjersti stressed that aging units are
going to need to build upon current strengths as well as change in order to survive in the future.
She also emphasized that older adults need to be at the table to represent their interests and
ensure long -term care reform reflects their needs and values. For more information, please

3. Staff Reports:
Kiersti's Report:
It still has not been decided at the federal level if Wisconsin's SeniorCare program will
continue or not. Kjersti handed out the number for Secretary Levitt's office to call and voice
SeniorCare support.
The District 6 CWAG meeting will be held at the River Falls Library on April 20 h '.

Kitty Rhoades and other representatives on the Joint Finance Committee will be in Chippewa
Falls on March 27 for a public hearing from 12:00 p.m. — 5:00 p.m.
March is National Nutrition Month and there is a display outside our office with nutritional
information. Placemats and brochures were handed out to Nutrition Program Managers to distribute
at the sites.
The artwork of Martha Geenen, Somerset, is currently on display at the Department on Aging
office for this month's Art of Aging.
Kjersti informed the Council that there are four students from UW -River Falls who will be
creating a commercial for the Department on Aging. Kjersti sent out letters to program participants
and staff to ask if they would be willing to be interviewed for the project. The students need to
fulfill 40 hours of volunteer service as a requirement for a Social Work class.
Tracy's Report:
Tracy announced that Dr. Downey, Stillwater Associated Eye, will be the speaker at the
Visual Impairment Outreach Program on March 16 Twenty -five individuals have already
RSVPed for the day to hear about new treatments for macular degeneration.
She informed everyone that the bus for Senior American's Day is full and so is the trip to the
Minnesota History Center on March 23r
The office has started a sign up sheet for the 2007 Senior Farmers Market vouchers. Tracy
reminded the Nutrition Program Managers to have individuals call the office to sign up.
The trip to the Minnesota History Center for March 23 is still open. Individuals interested
should call the office to register.
4. Nutrition Program/Senior Center Updates
BALDWIN Sallie informed the Council that the intergenerational program that they started is
going well. There is music and dancing once a month. The St. Patrick's Day celebration is planned
for today. There are plans for a fall Dinner/Dance fundraiser again this year.
DEER PARK Participants from the Senior Center recently went to Stillwater to shop. The site
was decorated nicely for St. Patrick's Day with the help of the 4H group that meets there. The
Experience Works worker, who was helping in the kitchen, quit. Janice asked New Richmond and
Somerset not plan big events on Council days — it leaves the kitchen short one person.
GLENWOOD CITY: Shirley was not present. Al informed the Council that the Beef Stew
Luncheon will be Friday, April 13 th .
HAMMOND: The trip to Fanny Hill has been cancelled and will be rescheduled at a later time in
April. St. Patrick's Day was celebrated with pizza and sundaes along with Irish music. On March
21s the center board is honoring the volunteers by taking them to lunch at the Woodville Cafe.
Michelle from the Hammond Library will be coming to the center to teach yoga.
ROBERTS Things are going well. The potluck fundraiser, with the Brunners entertaining, is
planned for tonight. Eight people have signed up for the Gem Theatre in New Richmond to see the
Sound of Music.
HUDSON Everything is going well. Bingo is enjoyed a lot by the participants and so is exercise.

The monthly birthday party highlighted an 85 year old flute player. Foot Care is twice a month and
is going very well. The AARP tax assistance volunteers have been at the center to assist people with
their taxes. A trip to the Shrine Circus is being planned for later in the month.
NEW RICHMOND Vivian was not present. Jeannette reported that everything is going well.
Today is the St. Patrick's Day party with John & Maureen Brunner as entertainment.
RIVER FALLS: Five UW -River Falls students have been conducting bingo once month at the
Senior Center. A letter was sent to the Pierce County Public Health regarding the foot care clinics
being cancelled. There is going to be a public meeting on Monday, March 26 at 5:15 p.m. to
discuss the matter. The District 6 meeting will be held the River Falls Public Library on April 20 t '.
SOMERSET Marcia was not present. Judy reported that everything is quiet around the site and
bingo is still going strong. Exercise is twice a week and they are gearing up for the annual card
tournament — looking forward to defending their title.
WOODVILLE Julie was not present.

A motion was made to approve van trips by Al Schrank and seconded by Gerald Peterson; motion
carried.
