Possible Agenda Items for next meeting ADJOURN i COUNCIL ON AGING MEETING April 12, 2007 St. Croix County Government Center CALL TO ORDER: Council Vice Chairperson Jeannette O'Connell called the meeting to order at 8:30 a.m. Pledge of Allegiance was said. ROLL CALL: Members present were: Gerald Peterson, Charles Grant, Judy Harrison, Al Schrank, Inge Bleier, Jeanette O'Connell, Irene Burch, Carolyn Weisenburger, Rich Peterson, and Bette Norman. Also present were: Kjersti L.O. Duncan, Tracy Davis, Renea Aeschliman, Sallie Dull, Donna Lamson, Jan Thompson, Lorraine Jacobs, Sylvia Heller, Faye Simone, Bettie Anderson, Vivian Kemling, Julie Hillstead, Brenda, UWRF student, and Geralyn Karl, St. Croix County Public Health. Excused were John Mortensen and Ralph Bader. ACTION OF PREVIOUS MINUTES: A motion on the minutes was made by Al Schrank and seconded by Rich Peterson to approve the minutes; motion carried. DATE OF NEXT MEETING: The next meeting will be held on Thursday, May 17, 2007. 1. Introductions: UWRF Social Work 100 Students: There are four students from UW -River Falls who are helping create a "commercial" for the Department on Aging. Program participants and staff are being interviewed for this project. One of the students, Brenda, was introduced. 2. Old Business: Long Term Care Reform/ADRC Development Update — Revised Resolution, Letter to DHFS Secretary Hayden: Kjersti handed out the revised resolution and explained what revisions were made and why. Kjersti and Fred Johnson, Health and Human Services Director, will present the revised resolution to the County Board on Tuesday, April 17 A motion to accept the revised resolution was made by Council member Burch and seconded by Supervisor Peterson. A roll call vote was then taken. Motion passed 10 yes; 0 no; 2 absent (Supervisor Mortensen and Council Member Bader were excused). Kjersti informed the Council that she; Liza Gibson, St. Croix County Benefit Specialist; Bettie Anderson, consumer advocate; and four Long Term Support social workers, will attend the state ADRC conference in Madison, April 16 -17 Kjersti and Bettie will attend workshops on Monday, while Liza will be there for both days. Liza reserved a room at the Concourse Hotel, where the conference is held, at a rate of $72.00 /night. A motion was made by Council Member Weisenburger to approve hotel rate; seconded by Supervisor Grant; motion passed. Nutrition Advisory Council: Kjersti is continuing to take applications for the Nutrition Advisory Council. To date, she has received one application. She reiterated Council members should help recruit for this advisory committee It will also be important to recruit a nutritionist or dietitian. Senior American's Day — March 20 15 people from St. Croix County attended Council on Aging Page 1 06/08/07 Senior American's Day in Eau Claire. It was a fun- filled day with lots of interesting workshops. Volunteer Appreciation — April 19 The Appreciation Banquet will be held at the Baldwin Legion this year. Volunteers who have given (and submitted ) 10 hours or more of service in 2006 will be honored. RSVPs are due on Monday, April 9 Registration starts at 10:30 a.m. and lunch will be served at 12:00 noon. CWAG Senior Statesmanship: Kjersti informed the Council that Al Schrank, Glenwood City and Jeannette Hess, Hudson will attend the CWAG Senior Statesmanship conference in Madison April 23 -26 They both were recognized with scholarships from AgeAdvantAge. Ms. Hess recently moved to the area from Tennessee where she was actively involved in AARP. She expressed interest in becoming more involved in advocacy after seeing the program advertised in the SCAN. Al serves on the Glenwood City Senior Center Board and Council on Aging. 3. New Business: Geralyn Karl, St. Croix County Public Health — Public Preparedness and Public Health Agenda Regarding Tobacco Prevention and Control: Geralyn handed out information regarding the statewide anti - smoking initiative being launched by Governor Doyle. She discussed the proposed cigarette tax increase, statewide smoking ban, and the expansion of the smoking cessation programs. She also presented a power point presentation to Council on Preparing for a Pandemic. The presentation outlined what will happen when our communities are faced with a pandemic and what steps are being taken now in preparation. Update on SeniorCare — Liza Gibson, Benefit Specialist: Liza informed the Council that the Federal Government denied any additional funding for Wisconsin SeniorCare. At this time, she stated that SeniorCare will continue through June 2007. She then distributed a packet that is being mailed to those on SeniorCare that have called the Department on Aging. She explained that if an individual on SeniorCare has a question while at a senior center, either have them call the Department on Aging, or give them a copy of the packet. Review Council on Aging By -Laws: Kjersti informed the Council that the terms of 4 members have come to an end — Ralph Bader, Carolyn Weisenburger, Rich Peterson, and Irene Burch. They will be honored at the May meeting for their years of commitment to the Council on Aging. Kjersti also handed out the current by -laws for the Council to review. Supervisor Peterson questioned the terms of service for the council members and asked if they could be changed. The lengths of the terms are set by State Statue. Council member Burch stated it is a good idea to keep the maximum length of terms at 6 years so there can be "new blood and ideas brought to the table ". Kjersti also handed out a draft of a job description for members of the Council. She asked the members review it. A motion to accept the job description was made by Council member Harrison and seconded by Council member Norman; motion passed. Volunteer Report: Review the attached information. 3. Staff Reports: Kj ersti's Report: Council on Aging Page 2 06/08/07 The annual Nutrition Site inspections are complete. The Public Health Inspector recommended purchasing thermometers that do not need to be calibrated, so new thermometers were purchased for each of the Nutrition Sites to be picked up after the meeting. Nutrition Program Managers should keep the old thermometers as back up. Tracy's Report: Tracy announced that the Hudson Lions Club is going to host a meat raffle on Friday, April 13 at the Village Inn in North Hudson. The proceeds from the raffle will go towards the Visual Impairment Program. All of the Lions Clubs in St. Croix County have been great supporters of the program. The Annual Card Tournament is going well. Hammond/Roberts were in 1' place after two tournaments; Deer Park is really close! There was a recent distribution to the cooking kitchens and food pantries. The United Way is working with Trinity Lutheran Church to acquire land near Exit 4. The hope is to create a one stop location for distribution to the cooking kitchens and food pantries. 4. Nutrition Program/Senior Center Updates BALDWIN Sallie informed the Council that Marie Bosman, Helpful Hearing, will present at the center in May. John Terkelsen will entertain in May. There will also be a demonstration of one- stroke painting. A trip to the Octagon House in Hudson is planned for May 16 The Senior Center has partnered again this year with the Amery Senior Center for the Door County trip; reservations are still being taken. Foot Care, Blood Pressure and exercise are taking place monthly. Everyone is gearing up for hosting the card tournament on April 25 Prep work is being done for a 2nd Annual Fall Dinner/Dance at the Baldwin Legion. DEER PARK Jan thanked Carolyn for her contribution to the Council and for riding along with her. She then introduced Pat Shilts, who will hopefully fill Carolyn's shoes on the Council. The 4- H group made Easter baskets and table favors for participants. Ann Stuntz made a donation in memory of her husband, Bill Stuntz, to the senior center. Thirteen participants enjoyed the Shrine Circus with Al driving them. The Back Training Seminar was attended by 4 employees of the Senior Center and they found it to be very informative and helpful. GLENWOOD CITY: Shirley stated that everything is going well. The interest in bingo has increased, so it is now being played on Thursday as well. Cribbage playing has started on Mondays, so anyone interested can join. The Senior Center Board will host a Beef Stew Luncheon on Friday, April 13 that is open the community and will be a free -will donation. HAMMOND: The first Senior Yoga class was held on Tuesday and those that participated found it very interesting. Yesterday, the Hammond/Roberts Center Board hosted the card tournament at the Roberts Senior Center. The day was a lot of fun and the food was great. The trip to Fanny Hill is still being planned for sometime in May. Blood Pressure will be resuming now that many of the snowbirds are back. Many participants are planning on attending the District 6 CWAG meeting in River Falls on Friday, April 20 ROBERTS The card tournament went very well and Bettie thanked everyone that helped coordinate the day. The participants are boycotting the meals on Mondays and are eating at Martha's Coffee and Cream. Activities for the month of May have not been scheduled at this time. Council on Aging Page 3 06/08/07 ` HUDSON Everything is going well. Bingo is growing and foot care is going well. The Blood Pressure program is going really well and has proved to be a very valuable program. Two participants had high blood pressure and were taken to the hospital. Easter baskets were made for the participants. The birthday party in May will have Carol Keller speaking. Two new drivers have started. NEW RICHMOND Vivian stated that things are going well. There was a really good turn out for the card tournament. Some participants were going to The Little Theater to watch a play by the New Richmond students. Bingo is played daily. On May 10 there will be a combined Mother's Day, Birthday and Older American's Month Celebration. Vivian is working on a scrapbooking workshop day at the Senior Center. RIVER FALLS: Foot Care has resumed again. The Girl Scouts made little frogs holding thermometers for the congregate diners and the homebound. The UWRF students, who have been calling bingo, donated a new bingo game and some door prizes. A volunteer party is planned for May 31 st to honor those that volunteer at the River Falls Senior Center. There will be cake and ice cream served from 12:30 p.m. — 2:00 p.m. The AARP Driving Course will be May 21 — 22" at the Senior Center. SOMERSET Judy reported that there has not been much happening at the site. Exercise is on Mondays and Wednesday, blood pressure is the first Monday of the month, and the 4 graders from St. Anne's still visit once a month. Kjersti thanked Judy, Camilla, and Alice for all of there help substituting. WOODVILLE Julie reported that they had an Easter bonnet contest and she gave bears to the winners of the contest. Herb & Opal, a harmonica/violin duet, will be entertaining this month. The Flower Hat Ladies will be at the senior center April 24 and the Senior's Nite Out is planned for April 27 with a pancake supper at 5:00 p.m. May 15 there will be a party for Older American's Month. There will also be a reception following the May Senior Center Board meeting on May 3rd for Ralph Bader. The Senior Center received a grant from the Baldwin Community Foundation for a new digital camera and colored printer. Julie informed the council that the next grant she tries to get for the Senior Center will be for a new computer.
