COUNCIL ON AGING MEETING
May 17, 2007
St. Croix County Government Center
CALL TO ORDER: Council Chairperson Ralph Bader called the meeting to order at 8:30 a.m. Pledge of
Allegiance was said.
ROLL CALL: Councilmember Ralph Bader, Supervisor John Mortensen, Supervisor Gerald Peterson,
Supervisor Charles Grant, Councilmember Judy Harrison, Councilmember Al Schrank, Councilmember
Inge Bleier, Councilmember Jeanette O'Connell, Councilmember Irene Burch, Councilmember Rich
Peterson, and Councilmember Bette Norman. Also present were: Department on Aging Director Kjersti
L.O. Duncan, Community Outreach Specialist Tracy Davis, Administrative Assistant Renea Aeschliman,
Benefit Specialist Liza Gibson, Nutrition Program Managers: Sallie Dull, Donna Lamson, Jan Thompson,
Shirley Marlette, Sylvia Heller, Faye Simone, Bettie Anderson, Vivian Kemling, and Julie Hillstead. Others
present were Olive Terpstra, Evelyn Peterson, and Pat Shilts.
ACTION OF PREVIOUS MINUTES: A motion to approve the previous month's minutes was
made by Councilmember Schrank and seconded by Councilmember Bleier; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on Thursday, JUNE 21, 2007
(correction: was misstated during May meeting).
1. Introductions:
Councilmember Peterson complimented the Department on Aging staff on the great job
done preparing for the Volunteer Banquet and the day's activities. He stated that he had never
seen the Baldwin Legion look so nice!
2. Old Business:
Long Term Care Reform/ADRC Development Update: Director Duncan informed
the council that she, Liza, Bettie Anderson, and Social Workers from St. Croix County Long
Term Support attended a conference in Madison on ADRC and Long Term Care Reform, April
16 -17
Fred Johnson and Director Duncan presented the joint Council on Aging and Health and
Human Services resolution to the County Board on April 17' The resolution passed. There will
be a lot of work ahead for the Department on Aging and Health & Human Services. Director
Duncan again encouraged consumer involvement in the formation of the ADRC.
Nutrition Advisory Council: Director Duncan informed the Council that there is
nothing new with the formation of the Nutrition Advisory Council.
Volunteer Appreciation — April 19 The Appreciation Banquet was a lot of fun and
156 volunteers and staff were honored. Director Duncan informed the Council members and
the Nutrition Program Managers that volunteers who contribute over 20 hours /year will be
honored at future Volunteer Appreciation Banquets. We will also make sure the Hudson
Hospital and Department on Aging are scheduled for separate days.
Open House — May 17 th : Director Duncan reminded and invited the Council members

dnd Nutrition Program Managers to the Department on Aging Open House that will be held
today from 11:00 a.m. — 2:00 p.m. after the Council on Aging meeting.
Update on SeniorCare — Liza Gibson, Benefit Specialist: Liza informed the Council
that the state was given approval to extend SeniorCare until the end of the year. More
information will follow and individuals are encouraged to call Liza with questions and
concerns. Individuals should complete their re- enrollment forms and others can still sign up for
SeniorCare.
3. New Business:
Older Adult Resource Fair — May 22 Posters advertising the day were mailed out to
all the Nutrition Sites and should be posted. Tracy reminded the Nutrition Program Managers
to encourage their participants to call the Department on Aging and sign up for the event. The
cost for the day will be $3.00. There will be vendors, presentations, workshops, and a sneak
peek at the Barn Flea Market.
CWAG Senior Statesmanship: Two individuals from St. Croix County attended the
Senior Statesmanship program in Madison on April 23 — 26 Al Shrank of Glenwood City j
and Jeanette Hess of Hudson. Councilmember Al Schrank thanked Director Duncan for
suggesting that he attend the Senior Statesmanship program. He highlighted the interesting
events of the days — sitting in on the Assembly, observing the Wisconsin Supreme Court,
meeting with State Representatives and Senators, touring the CWAG office and meeting with
the Medicare/Medicaid worker for CWAG.
Twenty particiapants, who came from a variety of counties in Wisconsin, set up
appointments with their local Representatives and Senators to discuss topics that pertain to their
area. Councilmember Schrank met with Senator Harsdorf and discussed senior issues. She
informed him that legislators need input from citizens of their districts regarding their issues
and needs. Councilmember Schrank also met with Representative Murtha and discussed
SeniorCare, Long Term Care and funding for Benefit Specialists in Wisconsin. One of the
major concerns of a participant from Polk County was the funding for Benefit Specialists and
that some of the smaller counties don't have full time Benefit Specialists.
Councilmember Schrank shared that it takes a long time for a bill to get passed once it is
introduced. He also stated that CWAG hosts a website where individuals can go to review and
track current bills. Councilmember Schrank also reminded the Council that Kitty Rhoades,
State Representative, co -chair of the joint finance committee and would be the one to contact if
individuals have questions or concerns about the budget. Director Duncan reiterated older
adults must advocate for themselves and St. Croix County.

3. Staff Reports:
Kjersti's Report: Nothing to share except that she enjoyed her trip to Norway — slide show to
come O.
Tracy's Report:
Tracy announced that the annual card tournament ended yesterday at Hudson, but the results
have not been figured out yet. She did inform Somerset that they would be passing the traveling
trophy off to another site.
The Senior Farmers Market Nutrition Program has started. Individuals should call the
Department on Aging to sign up for the vouchers. Tracy briefly went over the changes in the
program and highlighted that preference will be given to those who have never received vouchers in
the past. She also informed the Council members that residents of Glenwood City and River Falls
should call WestCAP in Glenwood City.
4. Nutrition Promm/Senior Center Updates
BALDWIN Sallie informed the Council that Marie Bosman, Helpful Hearing, presented in May. The
Baldwin Senior Center hosted the card tournament on April 25 with a good turn out and a lot of fun.
The Table of Knowledge meets monthly with 15 — 17 men who discuss /solve the world's problems.
During the month of May there was a presentation on One Stroke Painting; hats were made in honor of
Mothers Day; and entertainment was provided by Jim the ragtime man. Plans are being made for a 2nd
Annual Dinner/Dance fundraiser to be held at the Baldwin Legion, but this time in the fall. The garden
cart purchased by the Department on Aging was filled with beautiful flowers donated by a participant.
DEER PARK Jan announced they will be celebrating Older Americans Month at the Senior Center
today with entertainment by John & Maureen Brunner. 40 people attended an evening presentation on
heart disease and 91 1b Monica Rodiker, United Hospital and the New Richmond EMTs. The card
tournament went well. The Senior Center will be celebrating 21 years of operation in the month of
May. May Day was celebrated along with Mother's Day in the month of May. Jan thanked Pat Shilts
for accepting the position as Deer Park Council representative.
GLENWOOD CITY: Shirley announced that for Older Americans Month they held an essay contest,
similar to last year's contest, with the 6 0 ' grade students from Glenwood City. They will honor the
winners Tuesday, May 29 with certificates and little prizes. Cards and Bingo are going well. There
will be some changes at the Senior Center regarding office space and other things depending on future
meetings of the Glenwood City Council. Mothers were honored with flowers for Mother's Day.
HAMMOND: All activities are going well. There is blood pressure twice a month and yoga once a
month. On May 25 the Senior Center will honor Older American's Month and Irene Burch for her
many years of dedicated service to the Council. There will be cake and ice cream from 2:00 p.m. — 4:00
p.m. In June there are plans for a pontoon ride and a trip to the Octagon House in Hudson.
HUDSON Everything is going well. The participants are having a lot of fun doing a variety of games
like bingo, scrabble, and Old Maid. High School kids sang and played the piano for the monthly
birthday party. Blood pressure is the 1' Thursday of the month and foot care is once a month. To honor
Mother's Day the moms were given plants. The card tournament yesterday went rather well.
NEW RICHMOND Vivian stated that they would be celebrating Older Americans Month, Mother's

Day, and monthly birthdays all in one day. For Mother's Day all of the ladies over 80 received African
violets. Everyone enjoyed the annual card tournament day. In June a cook out at Mary's Park for
Father's Day is in the works.
RIVER FALLS: Foot Care is twice a month after lunch. Dominoes have been switched to a different
day. The AARP Driving Course was on May 21 — 22 with 6 people attending the course. Students
from UWRF donated a new bingo machine to the senior center and will no longer be volunteering
during the summer. The last General meeting will be held at the Senior Center and will be a potluck.
Since the meeting will be at the Center, there will be no congregate meals served that day only home -
delivered. On May 31 a volunteer appreciation celebration will be held from 12:30 p.m. — 2:00 p.m.
ROBERTS Bettie stated that she is still working on increasing the number of participants and
coordinating monthly activities with current participants. A birthday celebration honoring birthdays in
May and June is scheduled for June 4 She is taking a little vacation to Utah and will be back at the site
on June 6th.
SOMERSET Judy stated that there bingo, blood pressure, and exercise are monthly activities. The
participants enjoy coming to eat, playing bingo and then going home. The Nutrition Program
Coordinator position is still open.
WOODVILLE Julie reported that they honored Ralph Bader on May Y for his years of dedicated
service to the Council and the Woodville Senior Center Board. Many people came to site and helped
with the celebration. Julie made hats centerpieces and planted some plants in honor of Mother's Day.
The Senior Center will be celebrating Older Americans Month with a cheese and meat tray on Tuesday,
May 22 with Nola Johnson, from Wilson, playing the accordion. Barb LaVine, Baldwin Area Medical
Center, will be speaking on depression and Carol Keller will talk about rural schools.

A motion was made to approve van trips by Supervisor Mortensen and seconded by Councilmember
Rich Peterson; motion carried.
ANNOUNCEMENTS AND CORRESPONDENCE
Director Duncan recognized the dedicated service of outgoing Council on Aging members: Ralph
Bader, Rich Peterson, Irene Burch, and Carolyn Wiesenberger, and thanked them for their
commitment advocating on behalf of older adults in their communities and St. Croix County Each
was presented with a plaque signed by Duncan and County Board Chair Buck Malick.
