The scheduled pastor was absent. Pledge of Allegiance was recited. Meeting called to order by Chair Malick at 9:05 a.m. Roll call: 27 present; absent and excused: Supr. Zoerb, Supr. Jordan, Supr. Rebholz, Supr. Swenson Consent Agenda: Chair Malick indicated the minutes from February 15 will be acted on separately. Motion by Supr. Grant, 2nd by Supr. Wentz to adopt the consent agenda including approval of the March 15, 2005 minutes, setting the next County Board meeting for April 25, 2005 and approving mileage and per diem for February 2005 in the amount of $8,711.31 and March 2005 in the amount of $6,701.03. Carried unanimously. Chair Malick indicated the amended February 15 County Board minutes were distributed and asked if any participants had any questions or changes. Chair Malick requested the word "mute" be changed to "moot" on the last page. Supr. Struemke stated the amended minutes are accurate of what was said at the February 15 meeting. Motion by Supr. Struemke, 2nd by Supr. Hurtgen to approve the February 15 minutes as amended. Carried unanimously. Administrative Coordinator Report. Whiting reported the County Board retreat begins at 8:30 a.m. on April 25 at the WITC New Richmond campus. Whiting stated the population estimates are out and St. Croix County is the fastest growing county in Wisconsin Estimated population as of July 1S is 74,399. Whiting introduced Fred Johnson who has replaced John Borup as Health and Human Services Director. Whiting has hired an intern to work on the county -owned property inventory. The Security Committee is being resurrected and Whiting will be a participant on the committee. 1. Rezonings a. Ordinance #686(2005) Rezoning from Ag to Ag /Residential for Emmert and Margaret Langness, Town of St. Joseph. Motion to approve by Supr. Bum, 2nd by Supr. Hurtgen. Carried unanimously. b. Ordinance #687(2005) Rezoning from Ag to Ag II for Todd and Lori Graf, Town of Baldwin. Motion to approve by Supr. Bum, 2nd by Supr. Hurtgen. Carried unanimously. 2. Resolution Renaming Planning & Zoning Committee and Planning & Zoning Department. Motion to approve by Supr. Bum, 2nd by Supr. Jacobson. Supr. Luckey indicated she felt Community Development didn't strike her has a good name for a county department. Fodroczi explained the Planning and Zoning Committee wanted to have a simple name with a broad definition. Questions concerning change in activities in the department with a name change and the cost to the county to change the name. Fodroczi confirmed there would be no change in mission or activities of the department and there would be no cost with implementing the name change because it would go along with the reorganization of the department. The resolution was unanimously supported by the Planning and Zoning Committee and Administration Committee. Vote on motion by show of hands. Motion fails. 3. Resolution #12(2005) Creating Ad Hoe Committee on Methamphetamine. Motion to approve by Supr. Speer, 2nd by Supr. Mehls. District Attorney Eric Johnson indicated the Public Protection committee has agreed that creating an ad hoc committee to generate community awareness and assist in the organization of informational and educational programs is necessary in St. Croix County because of the increasing levels of methamphetamme (meth) cases in the county. The proposal is to create an ad hoc committee with a two -year term. The committee would be comprised of eleven members: three St. Croix County Board of Supervisors appointed by the Board Chair; the Sheriff or designee; the District Attorney or designee; a member of St. Croix County Public Health; a member of St. Croix County Human Services Treatment/Rehabilitation; a representative of the media and three at -large members from the private sector appointed by the County Board Chair. Supr. Raymond suggested one of the members comes from the UW- Extension office. District Attorney Johnson indicated that meetings will be public and interested persons will be welcome. Supr. Struemke stated meth labs have been found in the town of Troy and volunteered to be on the committee. Chair Malick stated if this resolution passes, he will consult with Vice Chair Jacobson and will take the appointments very seriously. Chair Malick invited supervisors interested in serving, to submit their names to him. He may develop an application process and stressed this will be a working committee. Carried unanimously. 2/11/2011 2:29 PM 4. Presentation by Ed Thurman, Environmental Specialist for Forfeiture Proceedings on Property. Sheriff Hillstead, Jim Richard and Ed Thurman were present. Sheriff Hillstead indicated the reason for the presentation is to provide information regarding a house located in the town of Somerset which contained a meth lab. Hillstead stated that in order to seize the property, the County Board needs to give approval to Corporation Counsel to draft a letter of indemnification. Drug Investigator Jim Richard and Ed Thurman of the Public Health staff were present. Richard indicated the property contains a house on thirty -one acres and has a potential value of $340,000. Richard distributed an aerial photo of Somerset property and provided a history on the investigation which began October 2004. Richard reported the meth lab located on the property has been cleaned up in such a way there is no further contamination. Richard stated seizure of the property would generate funds to further fund the Drug Task Force and also make the community aware of the risks involved in manufacturing or sale of meth. Thurman indicated his responsibility is to be sure the property is cleaned up and provided pictures of the property. The meth was manufactured in a garage located on the property. Thurman added the property owner is issued an order for clean up and if the owner does not comply with the order he works with the local municipality to do the clean up and charge it back to the property owner on the tax roll. Thurman stated Landmark Environmental recommended removal of all carpet and fabric items, removal of the garage work bench, all personal items needed to be cleaned with soap and water. All hard surfaces were cleaned with bleach solution, ducts were professionally cleaned and the septic tank was pumped. Chair Malick indicated Sheriff Hillstead should work with Corporation Counsel to frame up a format that's appropriate for the County Board and look at it again if it needs the County Board's vote, otherwise, the appropriate committee should act. Chair Malick added Corporation Counsel can not only work on the specifics of the wording, but the process in terms of County Board rules and bylaws. Supr. Struemke requests this come back to the board to finish the questions. 5. Law Enforcement Training Grant. Chair Malick stated this is a report rather than a resolution as listed on the agenda. Health and Human Services Director Fred Johnson indicated he was contacted by Chief Briggs from the Somerset Police Department who had applied for a $50,000 training grant. Johnson indicated they were awarded the grant but police departments are not an eligible entity to receive office of Justice Assistance funding. Health and Human Services is an eligible department to receive the grant funding. Johnson indicated the county was asked to fiscally administer the grant to provide approximately thirty police school liaison officers training countywide. The Health and Human Services Committee approved this request on April 15th. Johnson indicated the Office of Justice Assistance indicated no resolution is necessary and requires the Chair's signature only. The training the officers will participate in is related to child protective services as well as juvenile justice types of interviewing. There are four different trainings available. Annual Committee and Department Reports: Land and Water Conservation and Parks: Bob Heise introduced Sam Clapper, Homestead Park Site Manager. Heise shared projects Land and Water Conservation and Parks have worked on in 2004 and 2005 which included: Tiffany Creek — 4500 feet of stream bank work along the creek; removing pulp wood from county forest areas scheduled to be done at the end of gun deer hunting season. Heise recognized Supr. Ruetz for his guidance with this project. Additional projects include: installation of a boat ramp at Glen Hills Park through grant monies; working on outdoor recreation plan which is done every five years and involves the public. Heise thanked the County Board, Finance Committee, Land and Water Conversation Committee and his dedicated staff. Planning and Zoning Office: Dave Fodroczi, Planning and Zoning Director stated his department went through an interesting year with staff recruitment, reorganization and software upgrades. Fodroczi highlighted the Planning and Recycling program; Comprehensive Plan, Sanitary Ordinance, Land Division Ordinance and Zoning Ordinance; Code Administration which include Zoning Ordinance Administration, Subdivision Review, Private Wastewater Permits, Nonmetallic Mining, Code Enforcement and Ordinance Development. Fodroczi indicated in 2004 the Board of Adjustment processed 50 special exceptions and variances, 22 rezonings, 19 land use permits, and provided town deputy 2/11/2011 2:29 PM zoning administration training and support. Subdivision reviews include a technical review committee, 32 major subdivisions (635 new lots), 137 minor subdivision (257 lots), 892 total lots (3900 acres); 851 private wastewater permits were issued. Code enforcement for 2004 resulted in forty new violations recorded and seventy violations were resolved. Land Information includes Real Property Description and Land Information program. Over 3,000 parcels were added in 2004, 50,000 total parcels, and the department went through a software conversion. Fodroczi highlighted the parcel map conversion, rural addressing, digital orthophotography and land information website projects. Fodroczi thanked the County Board, Planning and Zoning Committee, Board of Adjustment, local officials, citizens and taxpayers, county departments and department staff. Wisconsin Indianhead Technical College (WITCZ Hank Hurley, Ph.D., WITC President and David Logge, a WITC board member, were present. Hurley indicated the WITC district contains eleven counties, 10,000 square miles and an estimated population of 290,331. St. Croix County is the highest populated county in the WITC district. Hurley stated the four major campuses * enroll close to 26,000 students. Hurley gave an overview of average starting earnings for those completing short term, one year, associate degrees and two year courses. Hurley indicated WITC is very aggressive in meeting future needs with a primary ambition toward more flexibility to the public, enhancing relations with the community, benchmarking best practices, and expanding partnerships. Frank Busalacchi, WisDOT Secretary was introduced by Chair Malick. Busalacchi highlighted Governor Doyle's transportation budget, provided traffic statistics on I -94 and answered questions relating to the Stillwater bridge project. Busalacchi encouraged Board members to talk to their legislators and share concerns and needs as they work through the process of creating the state's next biennial budget. Supr. Standafer left at 11:30 a.m. County Clerk's Report of Correspondence and Rezoning Requests: County Clerk Campbell read three new applications submitted: Troy Development Corp. (Town of Troy) — Ag to Ag /Residential, Ronald and Diane Beauvais (Town of Erin Prairie) — Ag to Ag /Residential, Lynn and Nila Forrest (Town of Erin Prairie) — Ag to Ag /Residential. Campbell reminded Supervisors to turn in their handbooks for updating. No correspondence. Announcements: Chair Malick announced National Telecommunicators Week was April 10 through 16 Soil & Water Stewardship Week is April 24th through May 1 st; recognized April 22" d as Earth Day and National Public Health Week was Apri14 through 10 Supr. Gunderson invited County Board Supervisors to a meth presentation at the Somerset High School on April 27 Supr. Mehls described Project Operation 1,000 Wheels which is set up to provide small toys which can be carried by military service people to give to children. The Post Office is providing specific boxes to send the toys overseas at a cost of $7.70 per box, no matter what it weighs. Supr. Mehls encouraged Supervisors to bring toys to County Clerk's office to collect for sending. Supr. Mehls recognized Supr. King for serving as a Legionnaire for 60 years. Adjournment.
